HomeMy WebLinkAboutminutes.cclc.040523 1 REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION APRIL 5TH, 2023 Chairman Jeb Ball started the meeting at 8:40 a.m. Commissioners present: Amanda Tanaka, Angi Wang, Bill Dinsmoor, Kiki Raj and Jeb Ball. Absent were Terry Butler and Charles Cunniffe. Staff present: Mike Sear, Deputy City Clerk Emmy Garrigus, Downtown Services Ben Anderson, Deputy Director - Community Development Hailey Hart, Long Range Planner - Community Development Sophie Varga, Planner – Community Development Other Attendees: Alycin Bektesh of ACRA Ms. Tanaka motioned to approve the minutes of February 1st, 2023 and March 1st, 2023; Ms. Wang seconded. All in favor, motion carried. Public Comment: Mr. Jeff Bernstein introduced himself as the events manager for Explore Books. He said that after conversations with City staff, he was encouraged to attend a CCLC meeting in order to learn more about the downtown core. Mr. Ball asked if after the main agenda items if Mr. Bernstein could talk to CCLC about the Bookmobile and other happenings at the bookstore. Community Development Presentation on the Lighting Code Ordinance: Ben Anderson introduced himself, Hailey Hart, and Sophie Varga. He then went over the previous updates to the Lighting Code, where the City is in the updating process and the amount and type of outreach efforts that have occurred so far. He mentioned that these Code changes would only apply to the residential and commercial areas of town and not lighting in the right of way. He next described some of the issues with the current code, noting that it is fairly out of date (last updated in 2003) and that there have been significant advancements in lighting technology. He moved on to listing the proposed guiding principles for the updates: useful, targeted, low light level, controlled, spectrum. Ms. Raj entered the meeting at 8:47am. Mr. Ball asked about how they interpret these guiding principles. Ms. Raj asked about the idea of uplighting. Mr. Anderson said they were still having continued discussions about this. Mr. Anderson continued by reviewing the proposed goals of the code updates. He showed some examples of different lighting types and talked about what enforcement would look like if the code was adopted. He mentioned there would be a 5-year exemption for existing lights. Next, he went over the proposed idea of “lighting zones”. Mr. Anderson finished his presentation by asking for the Commission’s input and thoughts regarding Holiday lighting in the core and around historically designated buildings. There was then some time spent discussing the quality and duration of holiday lighting in the core. 2 REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION APRIL 5TH, 2023 Mr. Bernstein introduced himself again and went over some of the history of Explore Bookstore and his role as event coordinator. He described the bookstore’s goal of being an intellectual hub in the community. Next, he went over the “Bookmobile”. It is a small electric truck that Explore purchased to help advertise the bookstore and also sell books out of. They have previously set it up at the Saturday Market and are looking for ideas for additional locations to set up this summer. These could be either public or private. There was then discussion about these possibilities and the issues with getting approval for public spaces. Ms. Wang then asked about the status of Pyramid Bistro. She said that she had a potential operator that had approached her about the space. Mr. Bernstein said he was not the person working on that or making those calls, but that he would pass along Ms. Wang’s contact information to the right person. Mr. Dinsmoor asked to have a discussion at the next meeting about the City’s new waste diversion Ordinance. The commissioners agreed that it would be a good topic of discussion.
