REGULAR MEETING COMMERCIAL CORE & LODGING COMMISSION OCTOBER 5TH, 2022
Chairperson Ball called the meeting to order at 8:35 am.
Commissioners in attendance: Angi Wang, Bill Dinsmoor, Amanda Tanaka, Terry Butler, and Charles
Cunniffe were present. Absent were Kiki Raj, Greg Lucier, and Matthew Libanoff.

Commissioner Comments:
Mr. Cunniffe motioned to approve the minutes; Ms. Wang seconded. All in favor, motion carried.
Mr. Ball said we were to introduce the new members, but neither are present.
Mr. Ball mentioned that Pete Rice and Kathleen Wanatowicz are showing up on the 19th for a
presentation.
Ms. Henning said she will be out at a conference on that date. Mr. Ball said he will try to make sure he is
here but is also scheduled to be out.
The board suggested cancelling the meeting on the 19th and doing the following Wednesday on the 26th.
Ms. Henning said she would reach out to Pete Rice and see if that date works.
Ms. Bektesh said she booked the Dunaway room at the library to have a big conversation prior to the
November 1st council meeting.
Councilor Hauenstein said he thinks one on one communication is the best.
Mr. Ball said he, Ms. Wang, and Kenny Smith went face to face with the businesses in town and that
indeed was the best.
Aspen Saturday Market
Mr. Ball passed around an edited copy of the application for the Saturday Market. He said he needs to
change it and add an addendum for environmental health. He said Ms. Strickland proposed to have the
application available on December 1st with a deadline of December 29th. He’s going to give the
spreadsheet to an analyst to convert this evaluation form online into a PDF. He will also speak to Tara
Nelson in the attorney’s office regarding the insurance. He asked the board for any changes to the
evaluation form. Mr. Ball suggested putting a cap on how many jewelers can participate this year.
Changing gears, Mr. Ball said he sat down with Ms. Wang last week, and she filled him in on the musical
chairs in town. She filled the board in on all of the changes in leases and who’s coming and going.
Mr. Ball asked about Spiro coming to speak. Ms. Tanaka said he’s tied up in a Chicago lawsuit so his
schedule is crazy, and he can’t come speak to us anytime soon.

Mr. Dinsmoor suggested to get involved in the process for the 2023 budget. Mr. Ball and Ms. Wang
agreed. They need 40-50k. Ms. Henning said it would come through the clerk’s budget.
Ms. Henning told the board about her conversation with Nancy Lesley regarding supporting the porta
potties next summer. She mentioned raising the fee for the applicants for next year. Mr. Ball said he told
her he doesn’t think that’s a good idea.
Councilor Hauenstein said the bathrooms should be available next summer in the Armory since the
county courthouse won’t be there anymore.
Ms. Henning said Mr. Rice got back to her on changing the meeting date and said they are all good with
the 26th, so we will have a special meeting on the 26th.
Mr. Cunniffe and Ms. Tanaka exited the meeting at 9 a.m.
Mr. Dinsmoor mentioned supporting public art installations in the past and using the money for that.
Mr. Ball said we do need a list of things to be supported with money.
Ms. Wang said we need to get a list of clear agendas. She asked about outdoor dining again.
Ms. Henning told her that all of council would have to vote on this to make it a thing again. Mayor Torre
making a comment in a meeting isn’t going to change the process for now.
Mr. Dinsmoor said he liked that CCLC babysat and were hands-on dining.
He asked if they are still in charge of the 4th of July parade, and Mr. Ball said yes. The special events
department has a budget for that. We can have them come back and talk to us about it much further in
advance this time.
Mr. Dinsmoor said the board needs coaching on putting together a supplemental request.
Ms. Bektesh said Winterskol and Soupskol will be back again this year.
Mr. Dinsmoor asked Mr. Hauenstein if the city is reviewing ongoing vested rights, etc. He’s referring to
Main Street Bakery.
Councilor Hauenstein mentioned a completion bond. There is bond currently. It’s a valid concern and
not sure what we can do about it. This would require a major change in the way building permits are
administered.
Ms. Butler said everyone asks her because she lives next door to the “hole”.
Mr. Dinsmoor asked Councilor Hauenstein what’s the latest with the lumberyard, and he said we’ve
gone through annexation, and they’ve decided on three buildings. They have spent 2.5 years on it so far,
and it’s a lot of money.
Councilor Hauenstein said CCLC could be involved in this conversation for employee housing.
Mr. Dinsmoor asked for the next agenda to come up with some things that we want to pursue.
Ms. Henning said Ms. Strickland should come back about the market recap at the next meeting.

Mr. Dinsmoor asked about her financial statement. Mr. Ball said he does get one from her once a year.
Mr. Dinsmoor said it’s important that we see it.
Ms. Butler motioned to adjourn; Ms. Wang seconded. All in favor, motion carried.
