RE:Resolution #188, Series of 2023 Appointing Ben Anderson as
Community Development Director
REQUEST OF COUNCIL:It is requested City Council approve the appointment of Ben
Anderson as Community Development Director, in accordance with section 6.11 of the
home rule charter of the City of Aspen.
SUMMARY: The position of Community Development Director is mandated within the
home rule charter of the City of Aspen, as amended, and reads as follows:
Section 6.11. Community Development Director. The city manager with the
approval of council shall appoint a Community Development Director, who
shall serve at the pleasure of the city manager. The Community
Development Director shall have such responsibilities and duties as set
forth in the Aspen Land Use Code, as amended from time to time, or policies
adopted by the City Manager. (Ord 21-2016, adopted at November 8, 2016
election)
BACKGROUND:A vacancy in the Community Development Director position occurred
in November 2023. In reviewing the current demands and priorities for the position, an
internal recruitment was held. From that process, Mr. Anderson has been identified as a
highly qualified candidate, ready to assist the Aspen community with advancing its land
use, building and environmental goals. Mr. Anderson participated in a two part interview
process. He successfully completed a management panel interview with broad
representation of the organization. Secondly, he participated in a meet and greet with
Q&A with community development staff. The staff feedback was extremely positive.
DISCUSSION: Mr. Anderson was selected for promotion to Community Development
Director based upon his experience, qualifications, leadership, knowledge of planning and
development principles in mountain communities, and feedback from participants in the
interview process. Further, his current grasp of Aspen-centric challenges and Council’s
goals make him an excellent candidate for this role.

In summary, his experience reflects an ability to understand and analyze the implications
of major policy proposals, addressing the complexities of the city’s land use code, and
provide ongoing, collaborative leadership to the position. Further he is committed to
leading the process improvement work for the permit processes, and working towards a
more simplified land use code that meets the community’s needs. Mr. Anderson’s resume
is attached.
FINANCIAL/BUDGET IMPACTS: Funding for this position is included in the 2023 and
2024 operating budgets.
STAFF RECOMMENDATION: It is recommended Ben Anderson is confirmed to the
position of Community Development Director for the city of Aspen.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, AFFIRMING THE CITY MANAGER’S APPOINTMENT OF
BENJAMIN ANDERSON AS THE CITY OF ASPEN COMMUNITY
DEVELOPMENT DIRECTOR
WHEREAS, Section 6.11 of the Home Rule Charter for the City of Aspen
provides that the City shall have a Community Development Director who shall be
appointed by the City Manager with the approval of City Council and who shall serve at
the pleasure of the City Manager; and,
WHEREAS, the City Council wishes to endorse and approve the appointment of
Benjamin Anderson to the position of Community Development Director, to be effective
with the approval of this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO, THAT:
The City Council hereby approves the appointment of Benjamin Anderson to the
position of Community Development Director, with congratulations, effective with the
passage of this resolution.
INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen
on the 19th day of December 2023.

document remains as the comprehensive, long-range planning document for Flagstaff and the surrounding region.
Coconino County Planning and Zoning Commission, Appointed Commissioner 2006 – 2010
Worked closely with community development staff and considered perspectives of stakeholders in making countywide
land use decisions. This involved extensive review of applications for zoning changes, conditional use permits, and sub-
divisions.
