HomeMy WebLinkAboutMinutes.GRB.20240201.RegularCity of Aspen: Grants Program Steering Committee Board Special - Meeting Date: 2/1/2024 10:00 am Location: City Hall Copper Pass Conference Room and Teams Board Attendees: Judy Clausson, Ann Mullins, Chris Menges, Tracy Anderson Not in Attendance: Staff Attendees: Patrick Quick, Natalie Blumentritt, Allisa Farrell, John Barker Start Time Agenda Topic Purpose of Discussion & Notes Action/Follow-up/Decision 10am Update Grants Program Budget and Review Committee Review of all Budgets for HHS, HHS, CNP (amounts requested vs. budget approved per program) Grants Review Committee for the AC and CNP program has almost completed the evaluation and scoring of all applications Grants Review Committee for HHS program hasn’t started with the evaluation and scoring of all applications yet Supporting Steering Committee members: Are working very well with each committee group: -During the meeting with each committee group to discuss initial scorings: Support members are to remind the committee of criteria (financial needs are at this time not a component), they are being encouraged to use a full review scale (1-5) and to review objectively. Review Committee Groups: Facing challenges to reach a quorum at times and with the recruiting of new members in committee groups (especially HHS) Develop policy change packages with pros and cons, for council to review and decide until summer 2024: Steering Committee to deliver multiple scenarios to council a)Increase Arts & Culture grant funding (Consensus) b)Reward the highest-scoring applicants with more complete funding (Majority) Staff to connect with Finance Dep to review budget (RETT) Policy changes - Next steps Review Committee Groups: Facing challenges to reach a quorum at times and with the recruiting of new members in committee groups (especially HHS) Steering Committee follow up discussion: AC Pilot Programs to continue? Art Fellowship Youth and Adult program and Asset and Acquisition assistance c) Maintain focus on COA residents (minority) d) Reward organization with niche focus (minority) e) Reward highest-scoring applicants with more complete funding (Majority) f) Maintain focus on COA residents (minority) g) reward orhanozations with niche focus (minority) h) Capital requests Late August/ early September 2024: present recommendations to Council for 2025 Grant programming, including all recommendations with possible outcomes for organizationsv Develop Steering Committee Board Packet: Additional background information, context, and data are needed by steering committee Next Meeting Date Next Meeting: March 7, 2024 Adjourn Meeting adjourned at approximately 11:05am Policy changes - Next steps Wheeler Closure
