Friable asbestos-containing materials (ACM) were removed from the structure prior to a planned renovation of the structure in accordance with the National Emission Standards for Hazardous Air Pollutants (NESHAP) and the CDPHE Regulation 8 Asbestos Requirements (Regulation 8). Asbestos removal was completed by Xtract Environmental Services (Xtract) of Greely, Colorado. Xtract is a CDPHE licensed asbestos removal contractor. 2 Final Clearance Air Monitoring Sampling Air samples were collected on 3-piece 25-millimeter mixed-cellulose ester membrane filters (0.8- micron pore size) designed for phase-contrast microscopy (PCM) analysis. The filters were preassembled by the manufacturer in conductive,three-stage cassettes with extension cowls. Rates were recorded at the beginning and at the end of the sampling period using a rotometer calibrated with a DrycalTM primary flow calibrator in Grand Junction, Colorado. Air samples were collected on open-faced cassettes that were positioned at breathing zone height (approximately five feet above the floor)with the exposed portion of the cassette facing downward. Asbestos air monitoring records were completed at the site each day that air samples were collected. These records are designed to be the primary working document,containing most information about air sampling activities and are attached to this letter. Analysis of air monitoring samples under PCM was performed by GRE in accordance with the NIOSH 7400 method. GRE is currently proficient in both Proficiency Testing and PAT programs respectively. The method may be found in the NIOSH Manual of Analytical Methods. PCM samples are reported as fibers per cubic centimeter of air sampled(f/cc).Acceptable clearance air samples are those at or below 0.01 f/cc for all PCM. Regulation 8, Part B, Section III.P.3.b explains the Colorado requirements for air sampling and acceptable concentrations. 2.1 Air Sampling Summary Table 1 provides an overview of air monitoring conducted by GRE for the work area. Results of final clearance sampling were at or below the EPA monitoring guideline of 0.01 fibers per cubic centimeter of air for PCM analyses. 4 CONCLUSIONS Based on visual inspections and final clearance air monitoring results, the work areas passed the clearance level of 0.01 fibers per cubic centimeter of air for the CDPHE. At project completion,air- monitoring results indicated that concentrations of airborne fibers were less than the concentration recommended by the CDPHE for re-occupancy of the abated areas. 5 LIMITATIONS GRE cannot document or comment on all day-to-day activities and events with respect to compliance with regulations and specifications. However, based on inspections conducted during asbestos removal operations, work appeared to conform to the specifications and applicable regulations.
