The proposals, which were all supported by a majority of Council, were: 1) Defining the eligibility for grant applications as the Aspen to Glenwood corridor, with exceptions made for existing applicants or critical services unavailable in this area. a. Staff and the steering committee will develop a policy to ensure that the physical presence within this corridor is meaningful. b. Staff and the steering committee will explore methods to provide greater preference for organizations that serve Aspen residents directly. 2) Reducing maximum grant request amounts. a. Staff and the steering committee will institute separate maximum grant requests for the different grant programs, limiting requests to approximately 10% of program budgets. 3) The Health & Human Services Capacity Building and Arts & Culture Asset & Acquisition Assistance pilot grants will be discontinued. a. Funds from the Asset & Acquisition Assistance grant will be redirected to primary Arts & Culture grants. 2 2 4) The Cultural Vibrancy Fellowship pilot grant will be ongoing and modestly expanded from $60,000 to between $80,000-$100,000 at the discretion of the Grants Steering Committee. 5) The primary Health & Human Services grants will be a preferred recipient of any tobacco tax collections that exceed the $250,000 annually contributed to Aspen Family Connections. NEXT STEPS: In addition to the action items noted above, staff and the steering committee will explore methods to formalize a process for grant requests occurring off- cycle or for requests not supported by the primary grant program. Follow-up information on these policy changes will be shared with the Council after the closure of the 2024/2025 grant cycle in December 2024 or January 2025. CITY MANAGER NOTES: 3
