HomeMy WebLinkAboutresolution.council.072-24RESOLUTION 4072 (Series of 2024) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, ADOPTING THE 2024 UPDATED AFFORDABLE HOUSING STRATEGIC PLAN AND DOES HEREBY AUTHORIZE THE CITY MANAGER TO PURSUE THE GOALS STATED THEREIN. WHEREAS, in May 2022, City Council formally adopted the 2022-2026 Affordable Housing Strategic Plan to guide the actions of City Council and the City Administration in creating affordable housing; and WHEREAS, this Plan documented City Council endeavors to being strategic in its deliberations regarding establishing an affordable housing goal that addresses the needs and challenges facing the community; and V�►THEREAS, City Council desires to formally adopt the 2024 Updated Affordable Housing Strategic Plan to continue guiding the City in shaping its future and document progress and changes made within the original 14 action items; and WHEREAS, the main updates made to the Plan include 3 additional action items, a timeline extension to 2028, and an updated goal unit number; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, That the City Council of the City of Aspen hereby adopts the City of Aspen 2024 Updated Affordable Housing Strategic Plan and does hereby authorize the City Manager to pursue the goals stated therein, including the following: 1. Replace Expiring Deed Restrictions with Permanent Deed Restrictions (Development Neutral) 2. Complete Lumberyard Project (New Development) 3. Complete Burlingame Phase 3 Project - Achieved (New Development) 4. Community Development Policy Actions (Policy) 5. Certificates of Affordable Housing Program Enhancements (Policy) 6. Develop Financial Resources for New Construction, Land Banking & Other Strategies (Policy) 7. APCHA Incentivized voluntary downsizing or move (Development Neutral) 8. Partnerships (New Development) 9. APCHA Compliance Actions (Compliance & Sustainability) l0.APCHA Policy Actions to increase number of available units (Policy) 1 LAPCHA Policy Actions to improve the sustainability housing inventory (Compliance & Sustainability) 12.Additional Development Neutral Program Elements (Development Neutral) 13.Land Banking (New Development) 14.Regional Collaboration (Development Neutral) 15 . Community Land Trusts (Policy) 16.Deed Restriction Purchase Program (Development Neutral) 17.APCHA Policy Actions to improve the sustainability of HOA Capital Reserves (Compliance & Sustainability) INTRODUCED, READ AND ADOPTED by the City Council of the City of Aspen on the 9th day of July 2024.
