This project focuses on a segment of Aspen Mountain Road, extending from the intersection of S. Original Street and Ute Avenue to the ski hill, which requires comprehensive civil and utility design services. Our multidisciplinary team is uniquely equipped to provide the expertise needed to ensure this project IS success, addressing the immediate infrastructure needs and the long- term sustainability of the area. The Summer Road segment, approximately 475 feet long with a 50- foot elevation change, connects vital parts of Aspen, including the Aspen Mountain Ski Resort and the Little Nell Ski Run. This road serves as a crucial access point to Aspen Mountain in the summer months and includes a parking area for the Aspen Alps CITY OFASPEN Summer Road looking West Condominiums. The north side of this roadway features two significant retaining walls: a timber wall managed by the Aspen Alps Condominium Association and a green concrete wall managed by the Ajax Condominiums Association. These walls, integral to the roadway's stability and safety, exhibit signs of wear that necessitate immediate attention. Site Challenges and Opportunities Every project presents unique challenges. Above all, SGM will keep the City's vision for the project in mind as we navigate these challenges. Below are the key challenges for the project and our suggested solutions. Existing utilities may pose challenges to the proposed wall solutions and storm drainage improvements. However, SGM and our Subsurface Utility Engineering (SUE) Team are exceptionally equipped to identify and Utility mitigate these potential conflicts. Our expertise in SUE will allow us to It's a pile of relocations accurately map existing utility locations, ensuring that we can anticipate spaghetti and and address any interference with the new infrastructure designs. By coordination incorporating detailed utility information into our planning process, we can develop effective strategies to reroute or protect utilities, thereby ensuring the successful integration of retaining wall repairs and storm drainage improvements without unnecessary delays or added costs. Summer Road Very few storm drains exist in this section of road, and where they do the is prone to slopes are so steep that water passes right over the inlets. The road is Don't get flooding due prone to inundation in high rain events. SGM will investigate different washed to poor storm drainage solutions on this road, such as adding curb and gutter, adjusting away infrastructure roadway cross slopes, adding depressions around inlets, and potentially and steep slotted longitudinal nal drains. p10 Docusign Envelope ID: E289A8BD-CA4F4ACE-A63F-7AOAD9BE81CD PROPOSAL 2024-263 Summer Road Improvements CITY OFASPEN The roadway width varies between 10 and 14 feet, presenting a significant challenge for maintaining public access during construction. There's not SGM will initiate the design process with a strong emphasis on It's a lot of room too constructability. We will develop comprehensive construction phasing squeeze complete plans to ensure the City can make well-informed decisions regarding roadway access throughout the project's duration. This proactive approach will improvements help minimize disruptions and maintain smooth public access during construction. The City has indicated that as -built information for the retaining walls at Aspen Alps and Ajax Condominiums is currently unavailable. Prior to Analyzing initiating our analysis of these walls' conditions, SGM will conduct Not my walls structures thorough due diligence to locate any existing as -built plans. Acquiring this designed by information will provide valuable insight into the original construction, others thereby enabling us to develop more informed and effective maintenance and repair solutions. SGM will engage the Homeowners Associations (HOAs) of Aspen Alps and Ajax Condominiums from the project's inception, ensuring they are integral to the design process. We will coordinate with the designated representatives from both HOAs to facilitate clear and consistent Stakeholders Streamlining communication. Regular meetings and updates will be scheduled to keep have their the process all parties informed and involved, ensuring transparency in decision - own agenda making. This collaborative approach will prevent any surprises regarding proposed solutions or associated costs, fostering a cooperative environment and aligning the project's goals with the interests of all stakeholders. Key Project Elements Project Management Proactive project management is crucial to the success and schedule of this project. During this visit, RJ Engineering will document the current conditions of the retaining walls, including wall heights, the condition of the wall facing, and the integrity of soil nail connections. This comprehensive assessment will be followed by a detailed report summarizing our observations and expert opinions on the wall conditions. The report will also include specific recommendations and conceptual alternatives for the repair and/or replacement of the retaining walls. After the evaluation is complete and a preferred wall type is selected, a final scope and fee will be submitted to complete the final design of the repair and produce construction documents. This collaborative approach ensures a cohesive and comprehensive plan, avoiding the pitfalls of disjointed, separate designs. Our goal is to facilitate a unified design that ensures long-term stability and functionality of the entire infrastructure system. Drainage Analysis and Storm Sewer Design Sefore developing the hydrologic model for the project area, SGM will engage with the City's Engineering staff to gain a clearer understanding of specific locations within the project area that pose maintenance nuisances, experience frequent drainage ponding, or require repairs. This collaborative dialogue aims to identify areas needing focused attention in defining alternatives to address drainage flows and resolve existing issues. Simultaneously, as improvements for handling minor storm events are defined, the hydraulic model will be used to effectively manage major storm events, prioritizing life, safety, and property damage prevention. SGM's design approach will consider water quality and detention features through structures, and landscaping before discharging from the project area. The preliminary drainage evaluation will pinpoint recommended improvement areas that adhere to City codes and criteria. This analysis will inform our design of the 3 t Y One of only a few curb inlets within the project limits at the intersection of Ute Road and Aspen Mountain Road necessary drainage improvements to prevent water damage and ensure the longevity of both the roadway and the retaining walls. Factors such as downstream conveyance of existing systems, future maintenance, outfall locations, and utility conflicts will be considered. The initial drainage report will then be submitted to City staff for the final selection of preferred alternatives, advancing to the final design phase. Ongoing quality assurance and quality control measures will be integral throughout the analysis and design phases, p113 Docusign Envelope ID: E289A8BD-CA4F4ACE-A63F-7AOAD9BE81CD PROPOSAL 14F 4% 2024-263 Summer Road Improvements CITYOFASPEN ensuring that the implemented plan harmonizes with other project improvements and remains easily maintainable by city personnel in the future. SGM's drainage and roadway engineering staff will work together to implement drainage elements within the proposed roadway, ensuring a seamless integration of drainage elements within the proposed roadway, promoting close coordination, and minimizing unnecessary rework. Subsurface Utility Engineering (SUE) SGM will comply with the "Colorado SUE Law," through the implied ASCE standards. This will include depicting lines on the deliverable via Quality Levels, conveying the level of relative nonquantifiable, uncertainty. SGM will use the industry -leading and CDOT-preferred ProStar PointMan mobile mapping software application with pipe and cable locate equipment to s capture and record utility data with survey -grade accuracy. _ Y, -a SUE Scope Area: SGM anticipates the QLB field investigation (Colorado SUE law required) to cover the entire project area along Summer Road right-of-way since soil nail location It investigation as well as existing utility investigation for the addition of storm drainage improvements will be necessary. Utility Test Holes: As the design progresses, a plan with an estimated 10 proposed utility test holes will be developed and discussed with the design team and appropriate utility owners. Utility test hole investigation with a hydrovac We will keep in mind the design implications, traffic disruptions, subcontractor homeowner impacts, and surface restoration to help inform the proposed list of utility test holes. Once the plan is finalized, a hydrovac and traffic control (where necessary iIn tight congested ROW) subcontractor will be secured and commissioned to complete the proposed test holes under SGM's supervision over a 2-day duration. We will record the relevant information as it is done to allow for immediate hole restoration and any outstanding QLB field tasks. Finalizing Data and Deliverables: In the final phase of the project design, we will finalize all necessary utility coordination with the various utility owners and finalize our deliverables. Final deliverables will include the underlying utility basemap used in all other design sheets, the existing utility plans and all relevant notes and depictions from the investigation, utility test hole information, and utility specifications. Geotechnical RJ Engineering is proposing to log three (3) exploratory test borings to depths of approximately 10 feet unless refusal is encountered due to either groundwater or bedrock. Borings will be performed with a truck -mounted geotechnical drill rig. Samples will be obtained for laboratory testing. Test borings will be backfilled after logging and asphalt patched. 1. Perform the following laboratory testing on selected soil samples from the test pits. Test Hole Samples a. Moisture content, density of undisturbed fine-grained samples, gradation characteristics, Atterberg limits, consolidation and/or swell potential of fine-grained soil samples, water soluble sulfate concentrations, and R-value. p14 Docusign Envelope ID: E289A8BD-CA4F4ACE-A63F-7AOAD9BE81CD PROPOSAL 2024=263 Summer Road Improvements r CITY OFASPEN 2. Analyze the data obtained from the field and laboratory portions of the study to prepare an engineering report with the following recommendations. a. Existing pavement thickness and subsurface profile information, asphalt pavement section thickness design recommendations for the roadway, trench backfill criteria, subgrade stabilization, requirements for sulfate -resistant concrete, and excavation considerations. We have assumed pavements associated with the project will be designed using AASI-ITO methodology, and that traffic loading information (18-kip ESALs) would be provided by the City. RJ Engineering will then prepare a geotechnical engineering report summarizing the site conditions, exploration data, and laboratory tests. Conclusions and recommendations will be provided for the proposed road reconstruction. Scope of Services Although the scope is very clearly described in the RFP, we have included this section to show our understanding of how a project of this size and level of complexity is delivered. SGM's project approach has been developed based on years of experience with similar types of projects and knowledge of the City of Aspen approvals process. The following narrative shows how we will execute the scope of work in the RFP. Project Development Plan SGM typically completes projects in four phases: • Initial Project Development • Preliminary Design, 3011/6 • Final Design, 90% • For Construction Documents Below is a list of deliverables that would typically be expected in a project like this. The final list will be determined at the project kickoff meeting. Initial Project Development Following the Project Kick -Off Meeting, the commencement of the initial project development is marked by the initiation of subsurface utility locates, records research, and the geotechnical investigation. Specific tasks and deliverables for this phase are stated in the list below: • Project Kick -Off Meeting • Topographical Survey (supplemental, if necessary) • Subsurface Utility Engineering (SUE) Investigation • Geotechnical Investigation Preliminary Design (30%) SGM will develop a set of preliminary design plans based on accepted criteria, encompassing existing roadway and sidewalk connections, utility studies, geotechnical recommendations, site constraints, and costs. The design team assembles the preliminary design package, enhancing the conceptual design with added detail committed to plan drawings.
