Buttermilk Temporary Children's Center Building
Summary
Aspen Skiing Company is requesting Temporary Use approval from Pitkin County to
build a 2,880 square -foot temporary children's center at the base of Buttermilk. The
building will be in place for 3-5 years and will replace the existing Powder Pandas
facility. The temporary children's center will be sited next to the green
rental/administration building near the location currently used by the skier shuttles.
Aspen Skiing Company applied for and received Growth Management allotments for a
mixed -use building in this same location that will permanently house the children's
center. While Aspen Skiing Company is not.currently in a position to build the
permanent building, it is imperative that adequate facilities be provided for the children's
program as soon as possible. A permanent facility will be constructed within 3-5 years at
which point the temporary building will be removed.
Request
Aspen Skiing Company requests Temporary Use approval from Pitkin County for a 2,880
square foot temporary children's center facility. The facility will be operated for no
longer than five years, at which point the building will be removed.
Description
Beginning with the 2000/2001 season, parking and skier shuttle access to Buttermilk will
be reconfigured to respond to the new owl Creek Road and SH 82 intersection.
Relocating the skier shuttle turnaround to the west side of Bumps will create a logical site
for the children's center. Utility connections for power, water, sewer, phone and data
lines will be drawn from the adjacent administration/rental building and/or from existing
underground utilities.
Buttermilk Temporary Children's Center Application
Powder Pandas is currently located in an old and undersized facility at the Crown
residence near the top of Panda Peak. Powder Pandas is accessed via the Tiehack entry.
At 1,500 square feet, the existing facility is able to adequately accommodate the daily
average of 30 kids but not the peak demand of up to 125 children per day. Parking and
dropoff, transit access, indoor play areas, access to the magic carpets, restrooms, locker
areas, and reception space are all currently inadequate at Powder Pandas. The new,
temporary building will provide a substantially improved level of guest service.
A 1998 approval by Pitkin County to expand and re -zone the Crown House (the current
location of Powder Pandas) included a provision that Powder Pandas must be relocated
from its current site.
The proposed building will be constructed using pre -fabricated modular units. In order to
avoid the drab look of construction trailers, Aspen Skiing Company has commissioned
Black Shack Studio of Basalt, CO to design a'fagade treatment for the building that is
both sympathetic to the adjoining buildings and exciting from the perspective of the
children who will be using the children's center. A conceptual building elevation is
included with this packet. The central idea is to create a fun and embracing look for the
building that will appeal to kids as they approach the children's center with their parents.
The proposed single -story building will be 2,280 square feet (60' x 48'), and will provide
for a self-contained children's center operation. Restrooms, play areas, lockers, kitchen
facilities, reception and rental spaces will be located inside the building. Magic carpets
and an outdoor play area will be set up in the space between the children's center and the
Inn at Aspen and behind the Panda Peak and Summit Express lift terminals. The existing
Powder Pandas facility operates within 1,500 square feet but in a very crowded
arrangement. 780 square feet of net new space will be created with the construction of the
temporary building and subsequent vacation of the existing facility. 360 square feet, or
almost half, of that net new space is taken up by an employee locker room. The Growth
Management approvals for the permanent building include a 6,000 sq. ft. children's
center.

Employees and Housing
The temporary children's center will be removed within five years and a permanent
facility will be constructed in its place. The permanent 32,400 sq. ft. building will
contain deed -restricted employee housing units that will satisfy the mitigation
requirements for the new children's center.
The proposed temporary building will allow for the relocation of an existing function at
Buttermilk. The scope and scale of operations will remain the same, and Powder Pandas
will not hire any new employees as a result of moving into the larger temporary facility.
The 780 square feet of net new space in the temporary children's center, while
representing a physical expansion, does not equate to an expansion of the children's
center operation or staffing requirements. It simply allows the existing staff to do a better
job providing guest service in a nicer environment.
No employee housing mitigation is proposed as part of this application due to both the
absence of any employee generation and the temporary nature of the building itself.
Applicable Land Use Code Sections
Section 3-200-030 Temporary Commercial Uses
Police supervision
Police supervision will not be necessary over and above the existing levels at Buttermilk
Ski Area. Buttermilk Ski Patrol is in communication with the police throughout the day
during the operating season. The children's program does not generate significant police
attention.
Public Parkin
Parking for the children's center program will be much improved in the proposed
location. The children's center is located adjacent to the main Buttermilk parking lot.
Buttermilk Temporary Children's Center Application
The new signalized intersection and dedicated access off of Owl Creek Road will
improve ingress and egress at the Buttermilk base. The children's center will benefit
from the access as well as the availability of short-term and long-term parking. Parking
is nearly non-existent at the existing Powder Pandas location. Short-term parking for the
children's center will be located immediately adjacent to the new building.
Insurance
The children's center facility and operations will be covered under existing Aspen Skiing
Company insurance policies.
Site set-up, maintenance and clean-up
The existing site is a paved area used for skier shuttle loading and unloading. The
modular buildings require no permanent foundation and will be placed on the existing
pavement per the modular manufacturer's specifications. Utility connections, to the
extent possible, will be made with the permanent building in mind so as not to duplicate
work in the future. The entire building will be removed from Buttermilk within five
years, and the permanent structure will be erected to replace both the temporary
children's center and the administration/rental building. No evidence of the temporary
children's center will remain once the building is removed.
Emergency services
Emergency services will be able to access the temporary children's center via the main
parking lot or from behind the Inn at Aspen.
Safety of Operations
The temporary children's center will provide a better environment for hosting the Powder
Pandas program by virtue of operating out of an appropriately sized structure that meets
current building codes. Access to ski patrol and on -site medical facilities as well as to the
highway will be improved by moving to the proposed location.

I. APPLICANT has submitted to COUNTY an application for

2. APPLICA_T understands and agrees that Pitkin County Ordinances
No. 98-7 and 99-37 establish a fee structure for Planning applications and the
payment of all processing fees is a condition precedent to a determination of
application completeness.
3. APPLICANT and COUNTY agree that because of the size, nature or
scope of the proposed project, it is not possible at this time to ascertain the full
extent of the costs involved in processing the application. APPLICANT and
COUNTY further agree that it is in the interest of the parties for APPLICANT to
make payment of an initial deposit and to thereafter permit additional costs to be
billed to APPLICANT. APPLICANT agrees he will be benefited by retaining
greater cash liquidity and will make additional payments upon notification by the
COUNTY when thev are necessary as costs are incurred. COUNTY aszrees itwill
be benefited through the greater certainty of recovering its full costs to process
APPLICANT's application.
4. COUNTY and APPLICANT further agree that it is impracticable for
COUNTY staff to complete processing or present sufficient information to the
Planning Commission and/or Board of County Commissioners to enable the
Planning Commission and/or Board of Countv Commissioners to make legally
required findings for project approval, unless current billings are paid in full prior
to decision.
5. Therefore, APPLIC .NT agrees that in consideration of the
COLTINTY's waiver of its right to collect full fees prior to a determination of
application completeness, APPLICAN-T shall pay an initial deposit in the amount
of S 61C which is for hours of staff time, and if actual recorded costs
exceed the initial deposit, APPLICANT-T shall pay additional monthly billings to
COUNTY to reimburse the COUNTY for the processing of the application
mentioned above, including post approval review. Such periodic payments shall be
made within 30 days of the billing date. APPLICANT further agrees that failure to
pay such accrued costs shall be grounds for suspension of processing.
