The property located at ioi5 Waters Avenue in Aspen,Colorado has been submitted and requested the right to
redevelop. The existing home is scheduled to be demolished and a new home to be built within the same general
location on the site. There are several trees on this property, predominantly comprised of aspen(Populus
tremuloides),spruce(Picea pungens),and narrowleaf cottonwood(Populus angustifolia).Trees requested for
removal are located on the south, north, and east portions of the site.Spruce#83,the main focus of this
narrative, is located in the north east portion of the property.The excavation necessary to build the new home will
compromise this tree's critical root zone.
The first building permit submittal occurred on April 4th of 2018.This submittal required the removal of several
trees on site.A tree removal permit was submitted to the Parks Department at that time,specifically identifying
which trees are being requested for removal.The removal permit application was reviewed by the Parks
Department and they ultimately denied the request for removal which in turn suspended engineering,zoning and
building review process.
The development team requested a meeting with Parks Department staff following the permit denial.On
January 15, 2019,the development team and representatives from the Parks Department met on site to discuss
options for moving forward with the project.While on site,the group determined that the project could move
forward if a specific spruce was protected or relocated.The spruce defined for protection/relocation is a 13.5-inch
diameter spruce located on the eastern half of the front yard.The tree has an aluminum tag with#83 stamped on
it, located on the tree's trunk.
Moving the tree requires that the existing attached garage is demolished,existing utilities severed and tree
relocated before May 31st 2019. A schedule with dates a requirements is attached to clearly define this process.
The schedule is very tight.The tree must be relocated by June 15t 2019 to meet parks dept requirements.The
Aspen Parks Department requires a bond in the amount of$6,5oo to be paid prior to moving the tree,which will
be refunded in its entirety if the tree is in good health after 3 years in its new location. The bond has been
submitted and fees paid.
The project team, including the Aspen Parks Department has agreed to relocate spruce tree#83 in order to
complete the tree removal permitting process. Based upon the tree's condition and the soil structure noted in the
area tested, it appears that this tree could likely be relocated successfully.
RECEIVED
I am requesting the approval from Building to demo the existing detached garage. The building is located within
the setbacks and will require 2 days to tear down and remove waste. The structure is conO4'd121Il2 019
recyclable materials that will be deconstructed in a matter that meets Aspen building demolition requirements.
The process will be quick only requiring two days to demolish and remove the material from NKr,its c �e'rrNRR oq,.
A CMP is attached and has been submitted prior to this request. We will carefully follow alltr �n�sPtat I
requirements for the demo and removal of the garage.
I am also requesting a ROW permit and engineering approval to severe the existing utilities. New utility
connections are not a part of this request. We understand that a civil engineering plan will need to be reviewed
and approved prior to placement of new utilities. We also understand that the site will need to have a new civil
engineer plan that incorporates the tree move as a part of the submitted plan set. Excavation to severe the
utilities in the right of way is gravel and will not require a road cut or asphalt replacement. This procedure will be
performed in 2 days and will have minor impact on neighboring residences. The site will be contained with a
construction fence and follow all rules and regulations defined within Aspen's Construction and Excavation
Standards for Work in the Public-Rights-of-Way.
