PROPOSED DEVELOPMENT This scope of this project is an Interior Tenant Improvement of two Ground Floor and one Basement Office Suite of an existing Mixed Use Building within the Main Street Historic District. The Building was expanded in 1995 to create the existing structure. The proposed work will impact the exterior of the building only on the East Fagade, Ground Floor Level. The East Facade runs perpendicular to Main Street and is screened from general view by a 6' high fence on the East Property Line, 5 feet from the Building Fagade. The Project Scope includes the relocation of two existing windows, and addition of one window to provide a window within each of the Dental Treatment areas. An existing door will be relocated to an existing window location within a private office space. The existing windows are double hung metal framed units, with horizontal divided lights, creating a four pane window. These units will be reused, and located within the new openings. The proposed new window will be a metal window with horizontal divided lights to match the existing. Due to the proximity of the Facade to the East Property line, these window and door units are fire rated, and contain wire mesh glazing, the new units will meet these same fire rating requirements. The existing windows and door have 1x wood trim framing the openings, new 1x wood trim of matching size and detailing will be installed around the relocated and new openings. Wood bevel lap siding will be installed between the openings matchingthe existing siding. HISTORIC PRESERVATION DESIGN GUIDELINE CRITERIA: Chapter 1 - Streetscape and Lot Features No change to existing conditions. Chapter 2 - Historic Building Materials 2.7 Match the original material in composition, scale and finish when replacing materials on primary surfaces. The existing structure is not a Historic Resource although it is within the Main Street Historic District. The existing structure has wood beveled siding, which will be disturbed within the scope of work. New wood beveled siding, matching the size and coursing will be installed and blended with the existing. Chapter 3 - Windows 3.1 Preserve the function and decorative features of a historic window. 3.4 Match a replacement window to the original in is design. 3.5 In a replacement window, use material that appear similar to the original. 3.8 Preserve the size and proportion of a historic window opening. 3.7 Match, as closely as possible, the profile of the sash and its components to that of the original window. The existing structure utilized a variety of window sizing, function, and divided light patterns. The East Fagade primarily has 36" wide x 72" tall double hung metal windows with a single horizontal muntin bar in each hung unit, generating a 4 "pane" divided light pattern within the units. The existing window units will be reused and one new unit, procured from the original fire-rated metal window manufacturer, will match the existing. The result will be all windows within this area of the East Fagade will match. 3.2 Preserve the position, number and arrangement of historic windows in a building wall. Currently the window and door openings within this area of the East Fagade stack from Ground Floor to Upper Floor on an equal spacing in plan. This was likely due to Suite 102 originally being one large open floor plan unit, which allowed easy alignment with the smaller office suites above. The proposed Tenant Improvement and use generates three Dental Treatment areas where one window and one door had been placed, the revised window locations allow one window within each Treatment area. While the alignment from floor to floor will be compromised, the window locations will properly represent the use beyond the fagade. The general character of this secondary East Fagade, vertical punched openings within a two story wall allowing natural light to the functions beyond, will be maintained. 3.3 Preserve the historic ratio of window openings to solid wall on a fagade. The addition of one window unit within the East Fagade does not significantly increase the amount of glass or dramatically reduce the proportion of solid to opening within the composition of the Elevation. 2 .. Ward Johnson, DDS HPC Application July 28,2009 Chapter 4 - Doors 4.2 Maintain the original size of a door and its opening. Two exterior doors were placed along the East Elevation within Suite 102. The two locations allowed flexibility for the build out of the tenant space. The proposed Tenant Improvements maintains the door within the South "bay" area, and will relocate the North door to the private office area within Suite 104. The relocated door will be placed in a current window location, maintaining the alignment with a window above. The previous location of this door will be a part of the new alignment of windows within Treatment areas. 4.5 When replacing a door, use a design that has an appearance similar to the original door or a door associated with the sty/e of the house. The existing steel and glass fire door will be reused in the new location. Chapter 6 - Architectural Details 6.1 Preserve significant architectural features The existing 1x wood trim, window and door surrounds will be matched on the relocated and new openings to maintain the architectural detailing of the existing building. The existing beveled lap siding will be matched where replacement is required, or previous openings are being closed. 8. ADDITIONAL MATERIALS No additional materials were requested attime of application submittal. 9. LAND USE APPLICATION FORM See attached. 15. PHOTOGRAPHS Submitted with the package are photographs of the South Elevation (Main Street) and East Elevation of the Building to show the existing conditions. 17. APPLICANT understands and agrees that the City of Aspen has an adopted fee structure for Land Use applications and the payment of all processing fees is a condition precedent to a determination of application completeness. 3. Therefore, APPLICANT agrees that in consideration of the CITY's waiver of its right to collect full fees prior to a determination of application completeness, APPLICANT shall pay an initial deposit in the amount of $ 253' which is for hours of Community Development staff time, and if actual recorded costs exceed the initial deposit, APPLICANT shall pay additional monthly billings to CITY to reimburse the CITY for the processing of the application mentioned above, including post approval review at a rate of $235.00 per planner hour over the initial deposit. Such periodic payments shall be made within 30 days of the billing date.
