CONSTRUCTION 2.0 PROJECT INTRODUCTION 2.1 Project Description Remodel an existing 3,900 sf townhome residence on a 3,000 sf lot located in the middle of the block on E Hyman Ave. The residence has a basement and two stories above grade. The project includes a full interior renovation with the addition of crawlspace below the basement floor. The exterior work other than landscaping is limited to replacing the existing paver driveway, replacing existing windows, replacing existing siding, refinishing the front patio and bringing the existing stormwater discharge up to new City of Aspen standards. 2.2 Project Disturbance Area The area of disturbance will be around the existing property line up to the house, roughly 3000 sf. 2.3 Project Vicinity Map See attached Appendix C — Project Vicinity and Haul Route Map 3.0 PROJECT DOCUMENTATION 3.1 Permitting This CMP is being submitted as part of the application for a building permit. 3.2 Public Notification Public notification will take place a minimum of 10 days prior to commencement of work and will be distributed directly to neighbors within a 300 foot radius of the project. It will include an invitation to a pre-construction meeting, a proposed schedule and description of impacts to the neighborhood. The estimated project duration is sixteen (16) months putting the projected completion date at around 1/1/20. Any work within the City of Aspen Right of Way will not commence prior to obtaining the appropriate permits from the City of Aspen Engineering Department. Allowable work hours are 730 4.2 Hours of Construction / AM to 530 PM M-F Construction hours will be limited to 7:30am —G7:30pm Monday through Friday and 9:00am- 5:00pm on Saturday. All activities generating noise in excess of 80 ecibels will require a noise suppression plan and be restricted to operating between 9:00am — 0pm Monday through Friday. Additional prohibited construction days are as follows: • Sundays • 4th of July (Day and any associated weekend) Allowable noise limit • Memorial Day Weekend at this location is 70 • Labor Day Weekend • Thanksgiving Day db during the summer • Christmas Day season (6/1-Labor • New Years Day Day), 80 db all other • Pro Challenge Bike Race times. RECEIVED 5/23/2018 - 5 - P 970.920.1558 F 970.920.3038 P.O.Box 10493 Aspen,CO 81612 ASPEN BUILDING DEPARTMENT CONSTRUCTION 4.3 Construction Schedule Please see attached —Appendix E 4.5 Project Fencing The perimeter of the lot will be fenced with a temporary six foot tall chain link fence with green mesh wind screen as indicated on the attached CMP site plan. 4.6 Tree Protection The CMP Site Plan —Appendix F, shows the existing trees that are to be preserved and where tree protection fencing will be installed. The fencing will be installed outside the drip line of the trees and will be constructed of metal tee posts and orange plastic safety fence. 4.7 Parks A tree removal permit is being submitted as part of the building permit submittal. The landscape architect for the project is preparing landscaping plans for the property which will be also be submitted as part of the building permit submittal. 5.0 PROJECT MANAGEMENT 5.1 Parking Management See Parking Management Form -APPENDIX B. Applicant understands that the COA Engineering Department does not review the Parking Management Form included in Appendix B and Applicant shall submit said form to the COA Parking Department for review and approval. 5.2 Emergency Access and Ordinance 35 HCI will maintain continuous emergency vehicle access to the site, including but not limited to police, fire, and ambulance services. See Ordinance 35—APPENDIX G 5.4 Staging Areas All material handling and equipment staging will be accommodated on site. Under no circumstances will job materials be stored in the ROW. HCI will keep trash containers and portable restrooms within the limits of the projects property. Any compost or food disposal containers shall be bear proof. Delivery vehicles and all other on-site vehicles will not be allowed to idle for more than five (5) minutes, with the exception of generators or PTO type operations. Project subcontractor and suppliers will be provided with written notification of Aspen's vehicle idling regulations. See Section 13.08.110 Engine Idling —APPENDIX J. 6.5 Traffic Control Plan HCI does not anticipate that there will be any need to interfere with traffic on any public right-of-way. If some unforeseen need arises, a Traffic Control Plan (TCP)will be prepared by a State Certified Traffic Control Supervisor. The plan will conform to the most current edition of the Manual of Uniform Traffic Control Devices for Streets and Highways (MUTCD) and be submitted to the City of Aspen Department of Engineering for approval/permitting. 8.0 SEDIMENT AND EROSION CONTROL 8.1 Storm Water Pollution Prevention Plan All necessary Best Management Practices (BMP's) will be in place and maintained in order to minimize dirt entering the storm systems. Primary strategies are as follows: • Avoid unnecessary site disturbance. • Maintain grading; install silt fences and sediment traps prior to any soil disturbance. • The installation of a tracking pad will be impractical due to the limited space available. Hansen will make sure that the short ramp into the excavation is kept as mud free as possible by use of screened rock over geo-textile fabric and not using the ramp in wet conditions. • The washout of concrete chutes will have to be done back into the concrete trucks due to the lack of space on site. Hansen will do everything they can to make sure that the concrete trucks do not wash out illegally offsite. • Hard plastic kiddie pools will be used to protect the ground below the concrete pump transfer points. Spills captured will be allowed to dry and will be placed in the site trash receptacle. • Pathways around the house will be stabilized primarily through the use of screened rock over geo-textile fabric. RECEIVED 5/23/2018 - 8 - P 970.920.1558 F 970.920.3038 P.O.Box 10493 Aspen,CO 81612 ASPEN BUILDING DEPARTMENT CONSTRUCTION 8.2 BMPs for Stormwater Pollution Prevention Best Management Practices (BMPs)will be employed for stormwater management as indicated in the following sections. The construction sequence as indicated in 4.3 above will help minimize the total area of disturbance at any particular point in time. a) Structural Practices: a. Silt fences will be installed on the downhill sides of all areas of disturbance as shown on the civil engineers drainage and erosion control plans. b. All open excavations will include the temporary development of a low point with a sump/pump for the removal of stormwater. The sump inlet will be protected with straw bales or a Dandy Bag type sediment filtration measure. Clear sump effluent will be discharged where it will not cause further erosion (to be determined based on construction phasing and available outlet areas at that time). c. Temporary diversion ditches and swales will direct runoff from other site areas through straw wattle and hay bale filtration prior to discharge off the site. The exact location and alignment of these structures will be determined in the field based on project phasing and the space needed for construction staging. d. Fugitive dust control will be achieved using a hose and spray nozzle. e. Surface roughening will be conducted in newly excavated areas to provide temporary stabilization when other temporary stabilization measures are not feasible (such as gravel or temporary vegetation) or will not be provided immediately. f. If for any reason construction is delayed for a period of time exceeding 30 days, more permanent stabilization will be put into place including backfilling open excavations and reestablishing vegetation with seed and mulch. b) Non-Structural Practices: Pollution prevention will be stressed among all employees and sub-contractors, including adequate training of personnel and frequent monitoring of activities. a. Proper facilities and procedures will be used for on-site waste storage and disposal. Daily inspection and maintenance of waste disposal areas will be conducted. Where possible, waste containers will be covered, and waste storage areas will be fenced. b. The contractor will ensure that good housekeeping will be employed during construction, with all work, materials storage and waste storage areas kept in a neat and orderly condition. c. Existing trees and mature vegetation that are not to be removed will be protected during construction to limit unnecessary disturbance of site soils and maintain natural erosion control. c) Materials Handling: a. All potentially hazardous materials will be stored off site. Any spill or discharge or construction related materials will be cleaned up immediately and disposed of accordingly. c. National Response Center: 800-424-8802 8.3 Final Stabilization and Long-Term Stormwater Quality All temporary BMPs will remain in place until construction is complete and revegetation has been verified to have taken hold. Final stabilization and long term stormwater quality are addressed by the civil and landscape drawings submitted as part of the building permit submittal package. 8.4 Inspection and Maintenance Procedures a) A thorough inspection of the stormwater management system will be performed at least every 14 days, and after any precipitation event that causes run off. The inspection will include the observation of the construction site perimeter and discharge points, all disturbed areas, and material storage areas exposed to precipitation. All erosion and sediment control measures will be inspected for integrity and functionality (e.g., sediment fences, hay bales, straw wattles, temporary swales and ditches). b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment will be placed where it will not become an additional pollution source. c) When necessary, BMPs will be added, removed or replaced with more effective measures. All such actions will be documented and the SWMP will be updated to reflect those changes. 9.0 FUGITIVE DUST CONTROL 9.1 Dust Control Plan The project's Dust Prevention and Control Plan are as follows: • Avoid unnecessary site disturbance. • During construction a hose and spray nozzle will be used on exposed soils as necessary to mitigate air born dust. All areas directly surrounding the site will be maintained daily with thorough cleanings taking place every Friday afternoon. • 24 Hour Contact: Brian Robertson - 970.309.1954 10.0 EMISSIONS 10.1 Maintenance All vehicles and equipment used on site will be properly maintained such that the engines will function within the manufacture's standards or parameters. 10.2 Opacity Emissions from diesel engines operated within the City of Aspen shall be of a shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds or for stationary operation not exceeding 10 seconds. 11 .0 NOISE SUPPRESSION The noise limit at this site is 70 db during 11.0 General the summer season (6/1-Labor Day), 80 db all other times. The noise limit for construction is 80 decibels measured at the property line of the construction site. All construction equipment shall be adequately muffled and maintained to minimize project noise. The installation of noise barriers is the minimum technique to suppress noise, especially when jack hammering of concrete occurs. 11.1 Noise Suppression Plan All activity that generates noise in excess of 80 decibels requires a noise suppression plan and is restricted to operating between the hours of 9am and 5pm Monday through Friday. Although some noise may be unavoidable, it can often be controlled using improved work practices. Builders should make all reasonable efforts to minimize noise. Noise Suppression plans are required for all construction proiects where activities will generate noise that exceeds 80 decibels. Section 18.04.050(A)(2)(d) Hours of operation All construction activity is limited to the following days and times: Monday thru Friday Saturday Sunday 7:30 am to 5:30 pm 9:00 am to 5:00 pm No construction work is allowed Constructions activities producing noise greater than 80 decibels are limited to the following days and times: Monday thru Friday 9:00 am to 5:00 pm Work that is over 80 decibels which by law requires a noise suppression plan will not be allowed for Saturday work that includes but not limited to the use of compressors, generators, jackhammers, power equipment, nail guns, drilling machinery, earth moving equipment and similar loud construction activities. This does not restrict quiet work inside and outside that does not require a power source, including a battery, on Saturday. Construction activity is not allowed during all federal holidays. Due to the congestion in Aspen when town is completely full, noise suppression plans will not be approved for the following dates: Christmas Week (December 25 through Jan. 1), Food and Wine Week in June (Friday thru Sunday), kith of July day and/or weekend if it falls on a Friday or Monday, and Labor Day weekend. These plans are required for all residential construction or remodelingof 1,500 square feet,or more, for any construction or remodeling involving multi-family buildings (three Or more units), or for any construction or remodeling involving commercial buildings. All other construction activity shall be considered exempt from these provisions. The construction project shall be issued street parking permits for the expected duration of the project for a fee. Parking permits issued, Pursuant to an approved Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan, shall permit the all-day on-street parking of construction related vehicles within the specified construction parking area for the duration of the construction project. Construction vehicles parked outside of the approved area or after the • specified construction duration shall be considered in violation. The Chief Building Official shall require submission of a Construction Staging Area, Parking, and Emergency Vehicle Access Management Plan with submission of building permit documents. A building permit shall not be issued until such plan has been reviewed and approved by the Chief Building Official, All construction staging and construction parking shall be confined to the areas• defined in the approved plan for the job site. Workers shall be encouraged to carpool. Emergency access, as described in the approved plan for the job site, shall at no time be blocked. A stop work order may be issued upon non- compliance. Section 2: Section 11.04,030 of the Municipal Code of the City of Aspen, Colorado, which • Section defines, describes, and authorizes the regulations for fire prevention and protection Within the City of Aspen shall hereby.be amended by adding a section related to requirements for construction projects within the City of Aspen and the use of temporary heating systems which said section shall'read as follows: (ii) The following shall be added to Section 8203.2.1.2: To ensure proper public health, welfare, and safety,the City of Aspen requires any • construction site using fuels to generate temporary heat for the purpose of conditioning space during the process of construction shall be equipped with: 1. As an alternate, an approved fie watch plan and schedule may be • substituted for the alarm requirement; 3. Associated supply lines shall be protected from flame or heat impingement resulting in failure of the appliance or supply hoses resulting in free flow of volatile fuel into the atmosphere and/or Fire situation; 4. A free flow shutoff value shall be required on all propane tanks • supplying temporary heat systems;or, 5. Any other plan acceptable to the Fire Marshal. • Prior to the.installation of any temporary heating device(s), the system equipment check list, prepared and maintained by the Fire Marshal, shall be submitted and approved by the Fire Marshal's Office. It shall be the responsibility of the contractor to notify the Fire Marshal prior to the activation of any temporary heating device. The principal contractor. or home owner-builder shall submit a statement acknowledging and agreeing to the terms of this section with submission of building permit documents. A stop work order may be issued upon non- compliance with provisions of this section. (ii) Section 16 of the Appendix II-A of the Uniform Fire Code is amended as follows: Section 3: This Ordinance is adopted as an emergency ordinance, pursuant to Section 4.11 of the City Charter, and shall be effective November 1, 2002 and apply to all currently permitted and active construction projects within the City of Aspen thereafter. Section 4: This Ordinance shall not affect any existing litigation and shall not operate as an abatement of any action or proceeding now pending under or by virtue of the ordinances repealed or amended as herein provided, and the same shall be conducted and concluded under such prior ordinances. Section 5: If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional in a court of competent jurisdiction,such portion shall be deemed a separate, distinct and ndependent provision and shall not affect the validity of the remaining portions thereof Section 6: A public hearing on the Ordinance shall be held on the 15th day of October, 2002,at 5:00 p.m. in the City Council Chambers,Aspen City Hall, AspenColoradc, fifteen(15) days prior to which hearing a public notice of the same was published in a newspaper of ' general circulation within the City of Aspen. (b) This section shall not apply when an engine must be operated in the idle mode for safety reasons including, but not limited to, the operation of cranes and fork lifts used in the construction industry. (c) The time required by a diesel powered motor vehicle with a gross weight rating of ten thousand (10,000) pounds or more while operating in a stationary position to achieve a temperature of one hundred twenty (120) degrees Fahrenheit and an air pressure of one hundred (100) pounds per square inch, shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. The temperature and air pressure as indicated on the vehicle's gauges may be used for determining the diesel engine's temperature and air pressure. (d) The time during which transportation vehicles are actively loading or discharging passengers shall not be included in the computation of the five (5) minutes determined herein to be a prolonged or unreasonable period of time. A transportation vehicle shall be defined for purposes of this section to mean motor vehicles designed to transport a minimum of sixteen (16) persons. (Ord.
