The information provided herein and attached in referenced documents are pertinent to the
new construction of a multifamily building for Aspen Housing Partners located at 517 Park
Circle, Aspen, CO 81611.
2. Project Location
2.1 Soil disturbance will consist of area indicated on the Site Plan [Attachment F].
Due to the nature of the scope and size limitations of the site, the majority of
site will have to be disturbed. Unless required by the contract documents, soil
disturbance will only occur within the site property lines.
2.2 A project vicinity map [Attachment A] is included in the construction
management plan for reference.
2.3 The project is located at 517 Park Circle, Aspen, CO 81611. The new building
will consist of a 11-unit, 9,147 SF 3 Level wood framed structure; shingle/metal
roof,fiber cement siding, stucco, metal wainscot with 11 parking space lot
located in east Aspen, CO.
3. Project Documentation
3.1 Shaw will maintain all applicable local, state and federal licenses and permits
that apply to the construction of the project. Copies of all permit documents
will be kept up to date and maintained on site for reference. Applications for
the following permits will be filed before the commencement of the associated
work: Building Permit, Construction Parking Permit, Demo Permit, Electrical
Permit, Fence Permit, Fire Permit, Fire Permit, Landscape/Grading Permit,
Mechanical Permit, Plumbing Permit, Encroachment Permit, Right Of Way
Permit,Tree Permit and Water Utility Connection Permit.
3.2 A notice announcing the start of construction shall be distributed to neighbors
and property owners located within 300' of the project property no later than
10 days prior to the start of construction. Shaw will continue to distribute
weekly updates on project status at the request of the City of Aspen.
Additionally, Shaw will coordinate and send out invites for a preconstruction
kick off meeting. The purpose of the meeting will be to discuss the project and
look at the Construction Management Plan in detail. Subcontractors will be
required to attend and invites will be sent to Utility personnel, City
departments, Roaring Fork Transit Authority, neighboring property owners and
the Aspen School District.
3.3 A project sign [Attachment B] will be posted adjacent to the project site entrance
and includes all items shown in Appendix A of the CMP Requirements Manual.
3.4 A project contact list [Attachment C] has been included for reference.

4.1 The project is scheduled for work to start in Fall 2018 and continue through Fall
2019.
4.2 Construction hours shall be limited to 7:30 am—5:30 pm Monday through Friday
and 9 am to 5 pm on Saturday. No construction is permitted on Sundays, during
the 4th of July day and/or weekend if it falls on a Friday or Monday, Memorial
and Labor Day weekends,Thanksgiving Day, Christmas Day, and New Year's Day.
4.3 Shaw Construction will not allow any Subcontractors to excavate on any land
close enough to a property line to endanger any adjacent public street,
sidewalk, alley, public or private property, or easement,without supporting and
protecting the property from any damage that might result from construction
operations. We plan on installing jobsite fencing only; sound wall barriers are
not anticipated due to no shoring operations. Roadways will be kept free of dirt
and debris and the previously stated hours of construction will be adhered to.
4.4 The construction fencing will be six feet (6') in height and constructed out of
chain-link fence with Shaw Logo mesh windscreens. Reference Site Plan
[Attachment G] for fencing extents.
4.5 Shaw Construction will oversee all construction related work and will uphold
utmost respect to public health and welfare.
4.6 Project construction will be oriented to minimize harm to all aspects of the City
of Aspen's natural environment. Reference Tree Protection Plan [Attachment E]
for extents of tree protection fence locations and tree driplines.
5. Site and Right of Way Management
5.1 The project will not encroach within 5 feet of back of existing curb,therefore,
no temporary encroachment fees into the Right Of Way are anticipated.
5.2 Shaw Construction will maintain continuous emergency vehicle access, on and
around the site, including but not limited to police,fire, and ambulance services.
5.3 Shaw Construction will utilize the following parking solutions for the
subcontractors as part of the Traffic Demand Management(TDM) Plan: Carpool
Program and Transit Fare Subsidy. Shaw Construction will inform all new
subcontractors on the parking plan to ensure all workers are utilizing the
parking solutions. No onsite subcontractor parking will be allowed due to space
constraints. Minimal parking for Superintendents will be permitted on an as
needed basis; parking will not be allowed in residential areas.
5.4 Material staging areas are shown on the Site Plan [Attachment F]. All deliveries
and waste/dirt haul off will fall within the aforementioned hours of
construction. All crane operations will be kept within the property lines.
5.5 The Site Plan [Attachment F] locates the job site trailer,job materials storage,
portable restrooms, waste management& recycling containers,fencing
cations, and gravel wash out areas.
5.7 Sn w removal in the city streets will be managed by the CoA Streets
Depa tment during the duration of the project. Shaw Construction will manage
all sno emoval from the site for the duration of the project. If construction

activity interferes with CoA snow removal on ROW, project will be responsible
for removal.
6. Traffic Control
6.2 Reference Delivery& Haul Route Plan [Attachment G] for planned routes to and
from the project site.
6.3 Project will require use of a concrete mix truck, concrete pump truck and dump
trucks. Vehicle weights and activities will be provided when scope of work is
finalized/further designed and subcontractors have been brought on board for
input on equipment use.
6.4 Traffic control required for deliveries will be fully coordinated with the City of
Aspen Engineering Department. Shaw Construction will receive COA
Engineering Department's approval for any road closures that may be
necessary. Shaw Construction will ensure that all delivery and heavy duty
vehicles will have a visible sign on the vehicle that specifies the project
contractors name and phone number. Lastly, Shaw Construction will ensure all
delivery and other onsite vehicles not be allowed to idle for more than five (5)
minutes,with the exception of generators or PTO type operations.
7. Pedestrian Protection
7.1 The construction project will comply with pedestrian safety per City code
21.04.060, MUTCD Chapter 6D,the Americans with Disability Act, and IBC
Chapter 33.
8. Sediment and Erosion Control
8.1 Reference Stormwater Inspection Checklist [Attachment I].
Shaw Construction will follow all erosion control measures as detailed on the
Erosion Control Plan [Attachment L—In Development]. Shaw will provide
additional erosion control measures, above and beyond what is detailed on
Attachment L. Gravel tire wash areas, extra drain inlet protection and street
sweepers will be utilized during the project duration.
8.2 The project site does fall within the Smuggler Mountain restriction zoning. Shaw
will adhere to measures outlined in the Aspen Engineering CMP Manual.
9. Fugitive Dust Control
9.1 Dust will be controlled by using a water truck that will wet the site three times a
day under dry conditions or as directed by the City Construction Mitigation
Officer. When exporting dirt, dump trucks will utilize dirt screens to keep dirt&
dust from being blown out onto the streets. Gravel tire wash will be located at

the entrance on site to prevent mud from being tracked on the streets. As a
further preventive measure, a street sweeper machine will be used to clean any
dirt that does happen to escape the site at the entrance locations.
Vehicle speeds will not exceed 15 mph on the construction site. All local and
state speed limits and traffic regulations will be followed while traveling through
the City of Aspen.
10. Emissions
10.1 All vehicles and equipment used on site shall be properly maintained such that
the engines will function within the manufacturer's standards.
10.2 Emissions from diesel engines shall be of a shade or density no darker
than 40%opacity, except for starting motion no longer than 10 seconds or for
stationary operation not exceeding 10 seconds.
11. Noise Suppression
11.1 The project site is located at 517 Park Circle and falls outside of The Mall
boundaries. The project will operate under the required 70/80 decibels,
dependent on season, at the property line, with the exception of the following

After receiving approval from City Engineer, all activities will not be
started before 9AM on weekdays and will not be permitted on Saturdays.
Shaw Construction will require all subcontractors to operate equipment in
accordance with manufacturer's specifications and with all standard
manufacturers' mufflers and noise-reducing equipment in use and in properly
operating condition.
Shaw Construction will prohibit the use of radios on site before 8:00 AM.
Shaw Construction will ensure that generators, compressors and cement mixers
are placed in locations that will reduce the impacts on individual neighbors.
Shaw Construction will post on site notices to inform subcontractors of the
noise restrictions and thresholds, as well as discuss specific noise restrictions at
the weekly Subcontractor Coordination Meetings.
11.2 Noise level measurements will be taken with a sound level meter using the "A"
weighting scale set on "slow" response. Measurements will be taken at the
property line of the site and the meters will be used according to manufactet

specifications. Background noise levels will be taken for comparison with a
given source for accuracy of a measurement. However, extraneous or
momentary spikes in the background noise readings will not be used to
compare with the source noise readings. As stated previously, Shaw
Construction will ask City Engineer for Excessive Noise Variances when certain
construction activities require going above the 70/80dB threshold.
11.3 Due to the reinforced earth stabilization required on site, Shaw Construction
will perform continued noise monitoring. All monitoring will be recorded and
made available remotely through on line access to the City's Construction
Mitigation Officer.

sediment traps, subsurface drains, pipe slope drains, inlet/outlet protection, gabions, sediment basins, etc)
2) Non-Structural Practices: Does SWMP clearly describe and locate all non-structural practices implemented
to minimize erosion and sediment transport, including interim and permanent stabilization practices, and site-
specific scheduling for implementation of the practices? (i.e., temporary and permanent vegetation, mulching,
geotextiles, sod stabilization, slope roughening,veg. buffer strips, protection of trees, preservation of mature vegetation, etc)
3) Phased BMP Implementation: Does SWMP clearly describe the relationship between the phases of
construction and the implementation and maintenance of both structural and non-structural controls?
4) Materials Handling and Spill Prevention: Does SWMP clearly describe and locate all practices implemented
at the site to minimize impacts from procedures or significant materials (see definitions at Part I.E.) that could
contribute pollutants to runoff? (i.e.,exposed storage of building materials; paints and solvents; fertilizers or chemicals;
