Galena Street 517 Park Circle Comment Responses Permit Number: 061.2018 July 27, 2018 Justin, Included in this document are the comments and corrections made by the City of Aspen's Engineering Department. In green,below each comment, is a written response to the comment from Roaring Fork Engineering. These responses explain the alterations to the proposed design for conformance to the state and local codes. Adjustments to the plans,calculations, and drainage report are all described in the responses.All alterations done in the drainage report are highlighted. 1. Please add general note for contractor to call in inspection to Engineering Department of structural stormwater BMPs prior to backfill to ensure proper installation. • General note provided. Cl 2. This layout will require removal of concrete curb&gutter. Please provide lengths. • Utilities have been rerouted. Demolition plan revised to sow all removed material. C3 3. Boulders should not be placed in the ROW as they are not traffic rated by AASHTO. Please remove boulders from ROW. • Per Section 4.2.9 Clear Zone of the City of Aspen Engineering Design Standards,clear zone is only designated by the city in sections of road with no curb and gutter. The design standards leave all other design to be evaluated by AASHTO standards.According to AASHTO Roadside Design Guide Section 10-1, obstacles located on the inside of a curve should be located a minimum of 4 feet from the edge of travel lane.With a 5-foot-wide sidewalk,this design is in accordance with AASHTO recommendations. This design was required due to the requirement by DRC review to protect the trees located behind this boulder wall. 4. What slopes in green space area leading to catch basin? • Slopes provided. C8 5. Please provide legend for each paver detail. Additionally,please update sheet L3.00 for coordination. • Paver legend is located on Notes and Legend sheet. Cl 6. No downspout information could be found. Please provide information,details,locations and if connecting to underground storm system. • Downspout locations provided. Storm system design revised. Ensure with utility providers that adequate separation is met.Additionally,please provide how slopes will be stabilized during and after construction. Special stabilization methods may be required due to the steepness of the slop these utilities are shown going through. • Typical utility trench section provided. Please add note that new water service must be at least 18 inches from any existing water line feature (tap, bend, fitting, etc.). • Note added. C12 13. Please add note that work within City Right-of-Way will need ROW Permit and work must be done in shoulder seasons(April/May, Sept/Oct.)due to the amount of bus traffic on Park Circle. • Note provided. C12 14. It does not appear that any drywells should have grated lids,please mark appropriately. • Detail revised. C14 15. Remove detail not required. • Detail removed. C 15 16. Per section 3.6 and figure 3.10 in the new Smuggler Hunter Mudflow Masterplan,this property is no longer in a mudflow hazard area. Submit a variance to request that this property be reviewed under the new mudflow masterplan instead of the current mudflow section in the URMP. If this property is reviewed under the current URMP mudflow section,mudflow mitigation would be required to protect this property. • Variance submitted with submittal. 17. Provide maintenance of Contech system and level spreader. • Maintenance plan added to Drainage Report. The current URMP states that the site would require a mudflow analysis.As per comment from Justin Forman dated June 6, 2018, a new Smuggler hunter Mudflow Analysis was conducted and the site is no longer located within the mudflow zone. This proposed variance is requesting that the project does not follow the current mudlow analysis requirement, and instead follows the more recent analysis. Criteria from which the applicant seeks a variance. As shown on Figure 7.1b—Smuggler Mountain Mudflow Zones in the current URMP (rev 11/2014),the site is within 200' of a slope greater than 30%. This would require the applicant to submit a 100-year mudflow event analysis. From the updated Smuggler Hunter Mudflow Masterplan, dated January 9th, 2015, Figure 3.4, Potential Geological Hazards,the site under evaluation is no longer in or below a potential unstable slope. This more recent analysis would exempt this site from a mudflow analysis. Justification for not complying with the criteria The updated Smuggler Hunter Mudflow Masterplan is a more recent and accurate analysis of the Neale Avenue and Oklahoma Flats Basin.A mudflow analysis is not required with the site not located in a mudflow hazard zone.
