Dear Mr. Bradshaw,
Environmental Services, Inc. (ESI) is pleased to prepare this Soil Management Plan (SMP) for
517 Park Circle Aspen, Colorado (Site). This plan describes the procedures used to manage
contaminated soil during excavation, stockpiling, and transportation.
BACKGROUND
The Site is positioned in Operable Unit Number 1 of the Delisted Smuggler Superfund Facility.
A Site Vicinity Map is provided as Figure 1. Provided as Figure 2, is a Site Map that shows the
proposed development of five affordable housing units and a parking lot for eleven vehicles.
The 2016 Smuggler Soil Status Map indicates a portion of the Site has been remediated and an
interior section has not been evaluated. ESI has previously reviewed environmental and
geotechnical evaluations prepared for the Site by H-P Kumar dated March 22 and 30, 2017 under
their Project Number 17-1-170. Attached as Appendix A is copy of a Subsoil Study prepared
for the Site by H-P Kumar dated March 22, 2017. Based on the Borehole Logs, the Site's soils
consist of 1) 6 to 12 feet of Fill: silty sand and gravel overlying 2) Sandy slightly silty to silty
gravel with scattered cobbles and possible boulders to the maximum drill depth of 26 feet.
Kumar reports Total Lead at 982 and 4410 mg/Kg in two samples. Evidence of Mine waste rock
was not reported. Figure 2 also shows the location of boreholes, relative to the proposed
structure, that were drill by H-P Kumar.
SMUGGLER MOUNTAIN SUPERFUND SITE SOIL REMOVAL PERMIT
The Site is positioned in Operable Unit One of the delisted Smuggler Superfund Facility. The
Site does contain elevated concentrations (greater that 1,000 mg/Kg of total lead per The
Applicant Information Smuggler Mountain Superfund (delisted) Site). Note: This total lead

concentration is specific to the delisted Smuggler Superfund Facility and the Site. This total lead
concentration does not apply to areas outside the delisted Smuggler Superfund Facility,
As a result, the Smuggler Mountain Superfund (delisted) Site Soil Removal Permit has been
completed for the Site's proposed development. As a courtesy, ESI prepared the permit
Attached as Appendix B, is a copy of the completed Smuggler Mountain Superfund Site Soil
Removal Permit. The Site's excavation activities will strictly adhere to the Record of Decision
and Institutional Controls contained in the Applicant Information Smuggler Mountain Superfund
(delisted) Site.
STORMWATER MANAGEMENT Pending
The contractor shall develop, maintain in effect, and adhere to a Stormwater Management Plan,
to include Best Management Practice (BMP) sediment controls, personnel training, and
recordkeeping. The contractor will obtain, maintain in effect, and adhere to the applicable
Construction Stormwater Permit requirement from the City of Aspen Engineering Department.
DUST CONTROL
The contractor shall adhere to a Dust Control Plan to minimize fugitive dust from construction
activities, to protect health and safety of workers and the public, and to protect the environment.
Contractor shall conform to all requirements set forth by the CDPHE Air Pollution Control
Division and the Pitkin County Environmental Health & Natural Resources Department,
including permitting. During construction shifts, the Site will be continually evaluated for the
presence of dust by -i_ onstruction and their subcontracted earthmoving contractor. Dust

AIR MONITORING Pending - - a stockpile otherwise, covering the piles is
the best practice.
Air monitoring shall be conducted to evaluate the effectiveness of dust suppression methods
during construction activities. Area air monitoring will be performed by obtaining periodic
samples with a Mini-Vol Air sampler. Attached as Appendix C, is a manufacture's information
sheet for the Mini-Vol Air sampler. Periodic air samples will be submitted to an accredited
laboratory for lead, arsenic, cadmium and particulate matter (PM-10) analyses by such as
Chester LabNet of Tigard, Oregon. Reported concentrations of lead and arsenic will be
compared to National Ambient Air Quality Standard (NAAQS) and immediately reported to
Shaw Construction Project Management. The purpose of the area monitoring is strictly limited
to quantifying the projects earthmoving activity's potential to produce particulate matter,
potentially contain heavy metals, that can be transported offsite.
DISTURBED AREAS
All soil stockpiles will be managed in accordance with the project's institution controls. Soil
stockpiles, intended for use and exterior wall backfill or Site grading, that remain in-place for
periods longer than one month, will be stabilized with hydro-mulch or similar product to
manage/suppress dust at the desecration of Shaw Construction. Material from the Site can be
used as exterior wall backfill or as structural fill deemed appropriate as by a geotechnical
engineer under hardscapes such as under driveways, sidewalks, or patios. All disturbed areas
will be capped with a foot of clean import cover (CIC) material or hardscapes. Sources of CIC

material will be analyzed for Total Resource Conservation Recovery Act (RCRA) metals and
Volatile Organic Compounds (VOCs) at a rate of one sample per 500 cubic yards. The reported
laboratory results will be compared to applicable Colorado Department of Public Health and
Environment(CDPHE) standards prior to trucking and delivery to the Site.
TRANSPORTATION
All material excavated from the Site and Operable Unit 1 and the Site, regardless of its total lead
concentrations, is required to be disposed at the Pitkin County Solid Waste Center (landfill). At
this time excess material excavated and not used at the Site will be transported to the Pitkin
County Solid Waste Center for use as daily cover. Use of material as daily cover will be directed
by Pitkin County Solid Waste Center operation staff For shipping and use as daily cover the
Site's soil has been classified as contaminated Non-Hazardous waste or Special Waste. For the
duration of transportation, roll-off containers and truck beds shall be completely covered with
secure waterproof tarps to prevent any water infiltration and spillage of contaminated soil.
Following loading, the surface of the soil will be moisture conditioned (as needed and at the
discretion of Shaw Superintendent) to suppress dust during trucking. The earthwork contractor
shall take immediate action to remedy any situation involving a release of contaminated soil
during loading or while in transit. Soil material, intended for use as daily cover, shall not be
comingled with material from any other source. Attached as Appendix D is a copy of the Pitkin
County Special Waste Approval Form. Attached as Appendix E is a copy of the City of Aspen

EQUIPMENT DECONTAMINATION
Equipment decontamination will be required, as necessary, as equipment leaves the Site. This
will include, but is not necessarily limited to tracks, decks, cabs, buckets, bodies, and tires on all
equipment. Equipment may include those items used during the excavation, temporary on-site
storage, or on/off-site transportation of contaminated soil including dump trucks. All on-site
heavy equipment and vehicles that were in contact with contaminated soils will be
decontaminated prior to leaving the Site as need and at the discretion of Shaw Superintendent.
Wash down areas if needed will be designated by the Shaw Superintendent.
LIMITATIONS
This Soil Management Plan does not apply to the protection and decontamination of workers,
including personal protective equipment. This Soil Management Plan is intended to be
submitted to the City of Aspen for approval as part of the Building Permit approval process.
