To Whom It May Concern:
Phase Con Environmental Consultants, LLC has been retained by Thunder
Construction to provide asbestos and Lead Based Paint (LBP) inspection/air
monitoring and consulting services for the planned asbestos and LBP
abatement to facilitate the moving and renovation of the historic house
structure located at 333 Park Avenue in Aspen, Colorado. Phase Con will
consult on all aspects of the abatement process to aid in ensuring Asbestos
Containing Materials (ACMs) and LBP coated building components are properly
abated/addressed in the moving/renovation process.
Due to the building being an historic structure extra care will be required to
properly abate/remove the ACM and LBP coated components. As the primary
ACM present in the historic portion is interior plaster, which given the age of
the building is an important component of the structural integrity for the
building; this additional level of care will include the following important
components:
• Proper phasing of the abatement process including abatement of the
non-historic sections initially followed by abatement of the historic
sections (multiple phases for the historic section to ensure structural
integrity of the building is maintained - this means several air
clearances during the abatement process to allow non-abatement
personnel to inspect structural components).
• Removal of LBP coated historic trim, doors and cabinets by Thunder
Construction personnel prior to asbestos abatement. This will aid in
ensuring that these important components are not damaged in the
abatement process. Thunder Construction personnel will use extra care
so as not to disturb the ACM plaster when removing these components.
The aim of these special steps is to accomplish the abatement while providing
for protection of the health of all personnel involved in the process and still
prote e toric cture undergoing the process.
