PROJECT INTRODUCTION
1.1 Project Description
The project consists of the renovation of a single family residence adjacent to the Aspen Club.
The project is approximately 9361 square feet total area per architectural calculations including
the garage.
1.2 Project Disturbance Area
The disturbance will include all of the areas on the drainage. grading and landscape plans that
are designated to be regraded and or landscaped_ Reference Roaring Fork Engineering civil
and drainage plans for erosion controls. Soil disturbance shall be kept to a minimum. Rigid
fencing shall be installed at all areas along the lower part of the property to protect the ditch
and river. Construction staging and phasing shall occur, where applicable. to minimize
disturbance to the surrounding neighborhood

2.1 Permitting
The following permits are being applied for by Thunderbowl Architects or will be by
subcontractors awarded future contracts. As permits are deemed necessary and
approved/issued the CMP will be updated to include them at the back of the CMP.

PROJECT IMPLEMENTATION
3.1 Dates of Construction
The current project start is scheduled for August 2017. Estimation of project duration is 16
months putting the projected completion date at December 2018. Any work within the City of
Aspen Right of Way will not commence prior to obtaining the appropriate permit from the City of
Aspen Department of Engineering.
3.2 Hours of Construction
Construction hours will be limited to 7:30am —5:30pm Monday through Friday and 9:00am-
5:00pm on Saturday. All activities generating noise in excess of 80 decibels will require a noise
suppression plan and be restricted to operating between 9:00am — 5:00pm Monday through
Friday. Additional prohibited construction days are as follows:
• Sundays
• 4'h of July (Day and any associated weekend)
• Memorial Day Weekend
• Labor Day Weekend
• Thanksgiving Day
• Christmas Day
• New Years Day
3.3 Sequencing of Construction

3.4 Project Fencing
The construction site will have a non-removable chain-link construction fence of 6 feet in height
with mesh windscreens along Crystal Lake Road. with an access gate at the driveway.

4.2 Emergency Access and Ordinance 35
Clearwater Construction Management will maintain continuous emergency vehicle access on
and around the site, including but not limited to police. fire. and ambulance services

4.3 Staging Areas
The number of truck trips during construction will be approximately:
• 25 - Excavation Equipment and Dump Trucks
• 7 - Concrete Trucks
• 3 - Concrete Pumps
• 8 - Crane/Boom Truck
• 30 - Lumber Deliveries
• 15 - Miscellaneous Deliveries
The majority of the dump truck and concrete truck traffic will occur in the first 3 months. The
crane and boom truck days will follow the completion of concrete work as we set structural steel
and hoist framing materials. Remaining deliveries will occur throughout the duration of the
project.
4.4 Construction Trailer, Materials Storage, and Waste Management

5.1 Haul Routes

5.2 Onsite Vehicle Limitations
The construction vehicles required for the construction phase are as follows:
• Dump truck— 54.000 GVW
• Excavator— 54,000 GVW
• Loader— 54,000 GVW
• Hydraulic Crawler Drill —27,000 GVW
• Crane —54,000 GVW
• Boom Truck —45,000 GVW
• Concrete Truck — 26.000 GVW (66,000 Fully loaded)
• Concrete Pump Truck—55.750 GVW
5.3 Delivery Requirements
When the size of delivery trucks will impact traffic a traffic control will be submitted to and
coordinated with the Engineering Department. Deliveries will be coordinated so that only one
delivery vehicle will be on site at any given time. Delivery vehicles and all other on-site vehicles
will not be allowed to idle for more than five (5) minutes. with the exception of generators or
PTO type operations. Project subcontractor and suppliers will be provided with written
notification of Aspen's vehicle idling regulations.
5.4 Traffic Control Plan
When the project requires interference with traffic on any public right-of-way Clearwater will
obtain the applicable permits along with a traffic management plan prepared by a State
Certified Traffic Control Supervisor. The plan will conform to the most cvg,Terrtt, . ` ,. 1

SEDIMENT AND EROSION CONTROL
6.1 Storm Water Pollution Prevention Plan
This project disturbance area is in less than 1 acre and therefore it does not require a
Construction General Permit, or SWPPP. Clearwater and its subcontractors will adhere to all
erosion and sediment control designs as completed by the civil engineer. In consideration of
the proximity to the Roaring Fork River, Roaring Fork Engineers will inspect the project
periodically and coordinate any additional erosion control measures required to protect these
sensitive areas.

FUGITIVE DUST CONTROL
7.1 Dust Control Plan
A construction permit from the Colorado Department of Public Health and Environment will not
be required as the planned area of disturbance in less than one acre. The project's Dust
Prevention and Control Plan are as follows:
• Avoid unnecessary site disturbance_
• During construction operations if dry or deemed otherwise necessary a water truck or
water hose will be available as needed to mitigate air born dust.
• During demolition of the existing home. there will be continuous dust control with a water
truck to manage dust. During the excavation stage disturbed areas will be stabilized as
detailed in the erosion control section of this CMP as soon as feasible.
• Exported and Imported dirt will be delivered via covered dump trucks.

EMISSIONS
8.1 Maintenance
All vehicles and equipment used on site will be properly maintained such that the engines will
function within the manufacture's standards or parameters.
8.2 Opacity
Emissions from diesel engines operated within the City of Aspen shall be of a shade or density
no darker than 40% opacity, except for starting motion no longer than 10 seconds or for
stationary operation not exceeding 10 seconds.

NOISE SUPPRESSION
General
The noise limit for construction is 80 decibels measured at the property line of the construction
site. All construction equipment shall be adequately muffled and maintained to minimize project
noise. The installation of noise barriers is the minimum technique to suppress noise. especially
when jack hammering of concrete occurs_
9.1 Noise Suppression Plan
All activity that generates noise in excess of 80 decibels requires a noise suppression plan and
is restricted to operating between the hours of 9am and 5pm Monday through Friday.

9.2 Equipment and Methods
In addition to the standard practices agreed to within the signed Noise Suppression Plan. the
table below from the City of Aspens complete packet has been included for quick

(SERIES 2013)
AN ORDINANCE OF THE CITY COUNCIL OF THE CiTY OF ASPEN, COLORADO,
AMENDING TITLE 8 OF THE ASPEN MUNICIPAL CODE BY AMENDING CERTAIN
SECTIONS OF THE 2009 INTERNATIONAL BUILDING AND RESIDENTIAL CODES.
WHEREAS.the purpose of this code is to provide for and promote the health, safety and welfare of
Aspen residents and visitors: and
WHEREAS,the administration of the provisions of the adopted codes is responsibility of the Chief
Building Official and a matter of importance to persons engaged in construction activities:and
WHEREAS,the Chief Building Official,also referred to herein as the"building official"is authorized by
the City Council to administer and enforce this code: and,
WHEREAS,the changes proposed herein eliminate the administrative allowance for issuing a
"Conditional Certificate of Occupancy"thereby reverting to the provisions of the international
Residential Code and the International Building Code for the administrative allowance for issuing a
"Temporary Certificate of Occupancy'; and,
WHEREAS, it is in the best interest of the development review agencies and development community
and the citizens to maintain a uniform enforcement policy; and,
WHEREAS, it is in the best interest of the citizens and visitors to our community to main a leadership
role in efficient building code administration.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORApO,THAT:

Section 1.
Chapter 8.16.020, subsection g of the Aspen Municipal Code, which REGEWEDie
administrative issuance of a Conditional Certificatc.of Occupancy. is hereby amended to read as follows:

Add new section to read as follows:
Sec.8.16.030. Violations and penalties.
(a) it shall be unlawful for any person, including an owner,occupant or builder,to erect,construct,
enlarge. alter,repair,move,improve, remove, convert or demolish,quip. use.occupy or maintain any
building or structure in the City or cause the same to be done,contrary to or in violation of any of the
provisions of this Code.
(b)A violation of any of the provisions of the Code shall constitute a misdemeanor, punishable upon
conviction by a tine. imprisonment, or both a fine and improvement.as set forth in Section 1.04.080 of
this Code. A separate offense shall be deemed committed on each day or portion thereof that the violation
of any of the provisions of this Code occurs or continues unabated after the time limit set for abatement of
the violation.
Section 2.
Chapter 8.20.020. subsection j of the Aspen Municipal Code, which subsection describes the
administrative issuance of a Conditional Certificate of Occupancy, is hereby amended to read as follows:

Section 3. ASPEN
This ordinance shall become effective 30 days following passage.

Section 4.
This ordinance shall not have any effect on existing litigation and shall not operate as an
abatement of any action or proceeding now pending under or by virtue of the ordinances
repealed or amended as herein provided, and the same shall be construed and concluded under
such prior ordinances.
Section 5.
If any section, subsection, sentence, clause,phrase or portion of this ordinance is for any reason
held invalid or unconstitutional in a court of competent jurisdiction, such portion shall be
deemed a separate, distinct and independent provision and shall not affect the validity of the
remaining portions thereof.
A public hearing on the ordinance was held on the 23th of September, in the City Council
Chambers. Aspen City Hall. Aspen, Colorado.
INTRODUCED,READ AND ORDERED PUBLISHED as provided by law by the City
Council of the City of Aspen on the 28`h day of August. 2013.
