The planting design plan must conform to WELS Sections 5.4.1 (b), 6.2.1, and 6.2.7 with regard to placing plants with similar water
needs in hydrozones, and dedicating a valve to each particular hydrozone. Trees should be on separate valves from shrubs and
ground-covers where feasible. There are a number of instances where plants with different water needs are in the same hydrozone
and valve. Revise all plans accordingly.

Please provide justification for "riparian enhancement" on riverbank. Disturbance in delineated wetlands and within floodplain
requires additional review and permitting beyond the scope of the WELS review.
