The applicant is proposing the following: an exterior face lift including new windows, a new door, and exterior materials; remodeling the pool area including a new fence, demolition of a small building, and construction of a new small building; and eliminating the roof that cars drive underneath to enter the parking area. The property is a non-contributing resource within the Main Street Historic District and is subject to review under the Historic Preservation Design Guidelines (© April 2000) and the Commercial Design Review Standards. There is a possibility, if feasible with existing conditions, that the City will request the removal of the curb cut along Main Street. The HPC review will be a public hearing. For all public hearings, the Community Development Department is responsible for publishing the legal notice in the newspaper. The Applicant is responsible for posting the property and for the mailing of legal notices, at least 15 days prior to the hearing, to property owners within 300 feet of the subject property. The GIS department can provide this list on mailing labels for a fee. The applicants are responsible for filing an affidavit of mailing and posting with the Community Development Department 15 days prior to the public hearing. Site improvement survey including topography and vegetation showing the current status, including all easements and vacated rights of way, of the parcel certified by a registered land surveyor, licensed in the state of Colorado. (This requirement, or any part thereof, may be waived by the Community Development Department if the project is determined not to warrant a survey document.) A written description of the proposal and an explanation in written, graphic, or model form of how the proposed development complies with the review standards relevant to the development application. Aspen Mountain Lodge Written Description This is a Minor Development to the Aspen Mountain Lodge, which is located at 311 West Main Street in the Main Street Historic District. The development consists of a renovation of the existing main street (north) façade, renovation of the pool, and maintenance to the remaining building facades and the existing pool area fence. This building has already undergone preliminary historic review, and it was determined that it does not have historic significance. Main Street Façade The Main Street façade will be renovated to update the appearance of the building and to allow it to fit in better with the character of the surrounding neighborhood. Currently, the wood portions of the façade are solid, with no fenestration or details. To break up the scale of these large blank walls, we have proposed the addition of wood and copper detailing across the top of the wall as shown on the drawings. This detailing reduces the visual impact of the blank walls, creates interest for the pedestrian, and is more compatible with changes in materiality and texture typical in surrounding buildings. A new entry awning has also been designed, in order to break up the stone portion of the façade and help to define the entry. The existing industrial style lighting has been replaced with more traditional light fixtures so that at night, there is more visual continuity with the traditional buildings in the surrounding area. South, East, and West Façades Normal maintenance will be performed on the wood portions of these façades, including painting wood portions to match the new main street façade. Pool Area The existing fence around the pool area is to remain, with only normal maintenance to the wood portion of the fence. The paint color will be changed to match the new paint color on the building. Renovations to the area within the fence will include a new hot tub with handicap access to replace the existing pool, new planting beds and stamped concrete walking surface, and a fountain placed against the inside side of the fence to mask traffic noise. The established trees on the pool side of the fence are to remain.
