Mayor Bennett called the meeting to order at 5:05 p.m. with Councilmembers
Vickery, Markalunas and Paulson present.
Mayor Bennett read the "Way to Go" award presented to the City of Aspen from
the EPA for the city's paid parking program.
OUTSTANDING EMPLOYEE BONUS AWARDS
Mayor Bennett and Council presented outstanding employee bonus awards to
Randy Ready, city manager' s office; Steve Smith, police; Kathryn Koch, city clerk;
Peter Whitmore, Ice Garden; Heather Jernberg; information systems; Ron Ferguson,
water department; and a team award to the water department - Neal Goldsborough,
Tom Dunn, and Jerry Detlefsen.
CITIZEN PARTICIPATION
There was none.
COUNCILMEMBER COMMENTS
1. Councilman Markalunas said he is very proud of the city staff. Councilman
Markalunas said he would like to give special recognition to the water department
and to their service to senior citizens.
2. Councilman Markalunas said today is the 222 birthday of the U.S. Marine
Corps. Councilman Markalunas reminded everyone tomorrow is Veteran' s Day.
There is a memorial service at 11 a.m. at the Vietnam Memorial to honor all
veterans.
3. City Manager Amy Margerum reminded Council there is a retirement party
for Bob Murray December 5 at the Wheeler Opera House.
4. City Manager Amy Margerum told Council the community lecture series will
start December 9. The theme for these is a sense of place, what makes a livable
community.
5. City Manager Amy Margerum noted the regional transportation land use
summit is this week, Friday November 14 at the Hotel Jerome and Saturday
November 15 at the Hotel Colorado.

CONSENT CALENDAR
Stan Clauson, community development director, requested Ordinance #37, Series of
1997, GMQS Code Amendment, be removed to the next Council agenda.
Councilman Paulson moved to read Ordinances #38 and 39, Series of 1997;
seconded by Councilman Vickery. All in favor, motion carried.

RESOLUTION #81, SERIES OF 1997 - Extension of Temporary Use Permit
Tattoo Parlor
Julie Ann Woods, community development department, said this request is to
extend for 6 months a temporary use permit granted in January 1997. This is for a
tattoo parlor in the SCI district. Ms. Woods recommended this extension, which
will go until January 1998. Ms. Woods told Council she checked with the police
department to see if there were any complaints. There have been none. The
recommendation is to continue hours of operation of 7 a.m. to 10 p.m.; and to
continue the waste disposal approved by the environmental health department. Ms.
Woods noted there is only one extension of a temporary use allowed.
Ms. Woods told Council staff has made revisions to the SCI zone and held a work
session with P & Z. There will be a public hearing November 18th on the SCI zone.
Ms. Woods said tattoo parlors will not be an allowed use in the SCI zone.
Dennis Green, representing the applicant, presented a petition signed by over 300
people in support of the continued use of the tattoo parlor in this location.

Mayor Bennett opened the public hearing.
Eric told Council he lives hear this business and they are very good neighbors and
cause little intrusion on his living space. Tim works next door and told Council he
has had no problems with them. They are quiet and professional.
Mayor Bennett closed the public hearing.
Councilman Markalunas asked about the waste disposal plan. Tom Dunlop,
environmental health director, told Council they comply with proper disposal as
medical waste. These are put into a sharps container and taken to the hospital and
incinerated.
Councilman Markalunas moved to approved Resolution #81, Series of 1997;
seconded by Councilman Paulson. All in favor, motion carried.
Councilman Vickery moved to adjourn at 5:35 p.m.; seconded by Councilman
Paulson. All in favor, motion carried.
