Lindt ,f"""., ~ , j ~ n MEMORANDUM TO: Julie Ann Woods, Community Development Director Chris Bendon, Senior Planner ~ Burlingame Seasonal Housing - Insubstantial Amendment #1 FROM: RE: DATE: November 28, 2000 SUMMARY: Burlingame Housing Incorporated, owner of the Burlingame Seasonal housing project, represented by Tabatha Miller, has applied for an insubstantial amendment to provide temporary parking along the entrance road, Harmony Place, for up to 14 cars. The area in question has been used for contractor parking during construction and has not been finally graded and landscaped because it is within the expected future right-of-way of the Burlingame Village access road. The PUD approval expected the eventual development of future parking along the north side of the residential units and provides an administrative amendment procedure for developing the parking. The applicant is contemplating this improvement in the 2001 development season as a permanent solution to parking needs. This temporary parking will allow the applicant to provide needed parking spaces in the interim. The PUD approval allows for the Community Development Director to approve an expansion of on-site parking upon demonstration that the off-site parking is not workable. In this specific example, the high rate of RFT A employees committed to early and late shifts is proving difficult for any off-site parking program as these drivers are not able to access public transit before and after their shifts. This request for parking is a temporary solution until an amendment to provide additional permanent parking on-site can be developed. The interim solution does not necessarily indicate that the development of additional permanent parking on- site will be approved. Staff recommends the Director approve the PUD Amendment for 14 temporary parking spaces along Harmony Place, with the understanding that the contemplated parking expansion along the north side of the project requires a subsequent PUD Amendment. The PUD was approved pursuant to Ordinance 23, Series of 1999. REVIEW PROCEDURE: Ordinance 23, Series of 1999, allows the Community Development Director to approve an insubstantial amendment related to on and off-site parking. STAFF COMMENTS: This request is for temporary parking and the location (in the path of a possible future road) necessarily requires the solution be temporary. The contemplated expansion of additional on-site parking does still require a PUD amendment and demonstration that off-site parking solutions are unworkable. It is entirely possible that project management can increase the viability of an off-site parking program. RECOMMENDATION: Staff recommends the Community Development Director approve this temporary parking of up to 14 spaces for the Burlingame Seasonal Housing project. ApPROVAL: I hereby approve this PUD Amendment for 14 temporary additional on-site parking spaces at the Burlingame Seasonal Housing project. Galena Street Aspen, CO 816.11 THE CITY OF ASPEN RE: Temporary Parking for the Burlingame Seasonal Housing Project Dear Julie Ann: Burlingame Housing Inc. is operating its first winter season as seasonal housing. As a first year project 'we have had difficulty with allocation of parking spaces to tenants. The project was approved for construction of 84 on site spaces with a minimum of 20 off-site spaces available to project's residents. There are currently fifty spaces available for tenants to purchase use of monthly, three handicap spaces, eight visitor spaces, and twenty stacked spaces with very limited access. The City in the initial PUD approved an additional twenty-five spaces, but construction has not been completed at this time. The initial fifty spaces available to tenants were quickly leased and a waiting list of fourteen names currently exists for those additional tenants desiring parking. Many of those tenants, such as the RFr A dri vers, argue that off-site parking does not work for their needs because they must be at work prior to and after the local buses run. In fact many of those bus drivers with the first and last shifts of the day live at Burlingame. As a solution to the problem this winter season, we are requesting approval to use the area on the north side of Stage Court this winter for expansion of up to fourteen parking spaces. This area was used during construction for contractor parking and will be maintained and enforced by the on-site property manager. In addition, as a permanent solution, we the owner, will pursue completion of the additional twenty-five spaces already approved in the initial PUD. Ordinance 23, series' 1999, allows the expansion of on-site parking with the approval of the Community Development Director as an insubstantial amendment with demonstration that the alternative site is viable.
