SUBJECT: CITY OF ASPEN -- UTILITY CONNECTION PERMIT
Enclosed you will find a Utility Connection Permit. This Utility Connection Permit is necessary
whenever a new connection, a change in the Equivalent Capacity Units (ECU), by adding or deleting
fixtures, or an alteration of an existing connection to the City of Aspen Water System is approved.
Accompanying the Permit is a copy of the fixture count worksheet used to tabulate the utility
investment charge. Please retain a copy for your records.
Fees are based upon the plumbing fixtures, bedrooms, kitchens or irrigation that is being added to
property or the size of the water service line being installed. All corresponding Utility Investment
Charges must be paid prior to the issuance of any Building/Plumbing permits. The Water Department
must be in receipt of the signed Water Permit before work may begin or any new taps are made.
Multiple Utility Connection Permits must each be paid by individual checks.
Before the Certificate of Occupancy can be signed off, our office must complete a final fixture
count of the property. Please contact the Aspen Water Department at 429-1974 to set up an
appointment. Final fixture count fees must be paid before this department signs the Certificate of
Occupancy. Any tap fees accessed on or after January 1, 2013 will reflect the pricing as listed in the
City of Aspen Municipal Code.
For new homes please note that the size of the Domestic Water Line Size has been indicated, this size
relates to the ECU value of your project. The installation of a domestic water line size greater than
the size indicated on the Utility Connection Permit will result in additional fees due after the
final inspection.
When a new tap is made, or the property has a pre-tap, the water account shall be placed on a
construction rate for 9 months from the date of the tap, or when Utility Connection fees are paid.
At the end of 9 months the account will then go on an un-metered rate, the highest billing rate,
until a water meter has been installed and passes inspection. If during construction, or
remodeling, the water meter remote, or water meter, become inaccessible the account will be
placed on an un-metered rate, which is the highest billing rate.
A copy of the Design Standards for the City of Aspen Distribution System is included. Please read the
permit carefully as you, the property owner or representative will be responsible for compliance of all
conditions. Please sign and return the Utility Connection Permit to our office with any fees due. If you
have any questions or would like to amend any of the conditions within the permit, please contact me

to be made with a 1.0"domestic service teeing off in the mechanical room. No previously-paid tap fees were found to be applied to this permit.
The 1.0"service carries a 2.0 ECU minimum for this tenant finish project.Please call 429-1974 with questions about this project.
