Aspen City Council December 2. 1985 Mayor Stirling called the continued meeting to order at 5:05 p.m. with Councilmembers Fallin, Walls and Collins present. SANDING CONTRACT~WITH DEPARTMENT OF HIGF~AYS Mayor Stirling said this is to allow the city to be a subcontrac- tor to take care of the highway within the city limits. One of the contributors to the pollutants in the spring is the unwashed gravel used by the state to sand highway 82. City Manager Schilling told Council the staff has met with the department of highways and has received detailed information on their expenses on labor· equipment time, and supplies. The department of highways made an offer which was higher than their per mile cost of $16,860 for the city to do their maintenance. Schilling said this is a favorable financial situation, but the big advantage is that the sanding material used by the city is not as dust-generating as that used by the state. Schilling said the Council has just approved purchasing a new road grader, and will refurbish the old grader at a cost of no more than $20,000 to help on Main street and snow removal around the city. Schilling said the state is not in a position to use another material to sand Main street. Mayor Stifling asked if Schilling discussed with the highway department going from Difficult to Brush Creek turnoff. Schilling said if this proposal works out, that is a possibility. Councilwoman Fallin moved to approve Resolution #37, Series of 1985; seconded by Councilwoman Walls. Councilwoman Walls asked if RFTA is going to use the same gravel. Jay Hammond, city engineer· told Council they will be using the city's washed gravel. Hammond told Council the sand the city is using goes further, it doesn't clog up the machinery. Mayor Stifling said this is in the traditional of contracting for services and will save people money. All in favor· motion carried. Councilwoman Walls moved to adjourn at 5:20 p.m.; seconded by Councilman Collins. All in favor· motion carried. · City Clerk 1
