Bob Blaich, Vice-Chairperson, opened the Special Design Review Appeals
Commission meeting with Gilbert Sanchez, Dave Johnson and Roger Moyer
present at 4:00 p.m. Steve Buettow arrived at 4:11 p.m. Staff present: Amy
Amidon, Chris Bendon, Julie Ann Woods and Stan Clauson, Community
Development; Jackie Lothian, Deputy City Clerk.
REVIEW CRITERIA: a) yield greater compliance with the goals of the Aspen Area
Community Plan; b) more effectively address the issue or problem a given
standard or provision responds to; or c) be clearly necessary for reasons of
fairness related to unusual site specific constraints
CONTINUED PUBLIC HEARING:
935 GIBSON AVENUE~ Mr. And Mrs. Tom Lewis - Construction of a Garage
MOTION: Bob Blaich moved to continue the pUblic hearing for the
construction of a garage at 935 Gibson Avenue to June 5, 1997, seconded by

PUBLIC HEARING:
LOT #10 SILVERLODE SUBDIVISION - FUCHS RESIDENCE
Steve Buettow opened the public hearing for Lot #10, SilverLode Subdivision for
the waiver of the garage standard. Public notice was provided.
Richard Klein, architect, stated that the site was steeP and this was a solution with
less impact to the site dealing with a garage. They would use a minimum amount
of boulder retaining walls. Klein explained the design and the access to the
driveway; the house sat above the garage with plantings on the edge of the
driveway. The lot was terraced.
The Board voiced concern over the retaining walls, amount of concrete, landscape
mitigation, grading of the site and sidewalks along SilverLode Drive. There was
concern about the initial planning process of this subdivision so that there would
not be the need for waivers of the Residential Design StandardS; this waS
originally developed in the county.
MOTION: Bob Blaich moved to approve the waiver of the Residential Design
Standard regarding garages, finding that the variance is clearly necessary for
reasons of fairness related to unusual site constraints for the Fuchs property,
Lot #10, SilverLode Subdivision with the conditions listed: (1) To the extent

practical, the applicant shall construct retaining walls with boulders, or other
natural materials, and minimize the extent of concrete facing. (2) As
proposed the applicant's development proposal is subject to 8040 Greenline
Review and approval by P&Z and an insubstantial Plat Amendment
approved by Community Development Director as required in the Municipal
Code. In no way shall this approval imply any other approval. (3) All
material representations made by the applicant during public meetings shall
be adhered to and considered cOndition of approvals, unless otherwise
amended by other conditions. Gilbert Sanchez seconded. Roll call vote:
Moyer, yes; Johnson, yes; Blaich, yes; Sanchez, yes; Buettow, no.
APPROVED 4-1.
The board went into work sessions on the Aspen County Inn and Ordinance 30.
