PJM Comment: Provide a drainage narrative for this project that addresses how drainage will work under the
proposed conditions. Include sizing calculations for the new inlets and pipes.
SE Response: It was SE’s understanding in pre-design meetings and coordination with the COA Engineering
Department that a drainage report/narrative would not be required for this project and that the existing curb
inlet has the necessary capacity to handle flows that are tributary to the inlet. Proposed drainage patterns and
flows being conveyed to the proposed dual grate replacement inlet are not changing from the existing
conditions. The weir and orifice equations were analyzed to review the capacities of the existing inlet versus the
proposed dual inlet to verify that the proposed dual inlet meets or exceeds the existing inlet capacity. Assuming
6 inches of depth and applying the necessary clogging factors from the URMP section 4.7.3, the proposed dual
grate inlet has greater capacity than the existing curb inlet.
The existing curb inlet capacity, based on the weir equation and a clogging factor of 0.12 applied, is 5.18 cfs.
Weir Equation: Q = C*L*h^1.5
Where: Q = Runoff Flow Rate (cfs)
C = Discharge Coefficient (3.33)
L = Length of weir (ft)
h = Head (ft)
Q = (3.33) x (5.0 ft) x (0.5 ft)^1.5 = 5.89 cfs x 0.88 = 5.18 cfs

The proposed dual grate inlet capacity, based on the orifice equation and a clogging factor of 0.38 applied, is
7.39 cfs.
Orifice Equation: Q = C*A*SQRT(2*g*h)
Where: Q = Runoff Flow Rate (cfs)
C = Runoff Coefficient (0.6)
A = Open Area of Drain (sf)
g = Gravitational Constant (32.2 ft/s^2)
h = Head (ft)
Q = (0.6) x (3.5 SF) x SQRT(2 x 32.2 x 0.5 ft) = 11.92 cfs x 0.62 = 7.39 cfs

PJM Comment: Show the proposed pipe from the parking lot connecting to the storm inlet. How does this new
inlet tie into the existing storm main in the ROW?
Se Response: The proposed 8” PVC pipe is already shown on the plans and is called out and labeled. The existing
15” storm pipe will be fitted into the proposed inlet as shown. See sheet C1.2.

PJM Comment: Cross section 22 shows bike parking on the site plan. Revise for consistency.
SE Response: Vehicles were removed from sections 21 and 22 on sheet C1.3

PJM Comment: Ensure bike parking meets ABPA (American Bike and Pedestrian Association) requirements for
bike parking dimensions.
SE Response: Bike parking has been adjusted as necessary to meet ABPA dimensional requirements. See
landscape plans for details

PJM Comment: Have utility locates been called in for this electric line?
SE Response: Utility locates were called in and additional survey information was collected. Sheet C1.4 has
been revised to reflect the additional survey information.

PJM Comment: Since this wall is greater than 4’, it will require a design by a structural engineer for Building
Department to review.
SE Response: See attached letter and detail drafted and stamped by Bob Oddo of Oddo Engineering. The wall
design has been verified by Oddo Engineering and the detail has been revised on sheet C1.5.

SE Response: There will not be any snowmelt.

PJM Comment: One of the parking spaces must be a van accessible space. (2015 IBC 1106.5). This requires an
11’ wide space or 8’ wide access aisle per ICC A117.1-2009 section 502.2.
SE Response: The accessible space on the north side of the parking lot has been revised to meet the
requirements of a van accessible space. In order to add the additional width required, the three spaces furthest
to the west in the north parking aisle have been designed as compact car spaces. See revisions in landscape
plans, sheets L200 and L300.

PJM Comment: Please consider Wheel stops to help keep the accessible route from the public way clear.
SE Response: The client does not want to install wheel stops due to the maintenance and the trouble they cause
in the winter with plowing the parking lot. The striping of the lanes is consistent with the parking lot for the City
Market in El Jebel which has shown to work well.
