Dear Mr. Kanipe;
This letter serves to request approval for an alternative method of construction, as
permitted by IRC Section 104.11, for secondary drains or scuppers required by 2015 IPC
Section 1108.
This request applies to the section of roof that lies between Grid I to Grid Q and Grid 3 to
just south of Grid 11 (please refer to the Roof Plan on Sheet A-105). This area of roof
will have numerous drains that connect to exposed exterior downspouts directly below
each roof drain. There will be no internal pipes connecting roof drains. Each roof drain
has been designed to serve as an overflow drain for other drains on the same section of
roof.
There is never more than a 3.5” vertical rise in roof slope between any two drains with
most only having a rise of 2.5” before the water spills over to the next drain. The
structural engineer has designed the roof structure to support the weight of any water that
could accumulate, before draining to an adjoining drain.
The proposed solution meets the intent of the code by providing a secondary means of
drainage but in a way that is slightly different than the letter of the code.

"It should be known that this review shall not
relieve the applicant of their responsibility to
comply with the requirements of the City of
Aspen. The review and approval by the City is
offered only to assist the applicant's
understanding of the applicable Engineering
requirements." The issuance of a permit based
on construction documents and other data shall
not prevent the City of Aspen from requiring the
correction of errors in the construction
documents and other data.
City Development Engineer's Comments
1. Encroachments: Any existing or planned encroachments into the public
right-of-way, including temporary construction trailers and dumpsters, must be
applied for licensing at City Engineering (920- 5080). Five davs advance
notice is required to obtain a temporary encroachment license.
2. Right-of-way Permits: Approval of these plans by the City Building Dept. is
for work on private property only. Design approvals for proposed work
(including landscaping) in the public right-of-way (ROW) must be obtained
from City Engineering Dept. (920-5080) and Parks Dept. (920-5120) . A
permit for work in the public right-of-way must be obtained from the City
Engineering Dept. five days in advance of when the permit is needed.
3. Mud, dirt and debris may not be tracked onto the adjacent public ROW,
and the adjacent ROW must be clean at the end of eachworkday. Construct
mud rack if needed. Trucks hauling demolished materialsmust becovered.
4. Utilities in ROW: No utility pedestals, meters, or electric transformers can
be installed in the public right-of-way. Provide utility easements on private
property as needed.
5. Certificate of Occupancy (CO) Inspection: Engineering CO Inspection
includes but is not limited to: (a) witnessing that all property corners
havemonuments, (b) drainage improvements were installed as approved, (c)
easements are documented, (d) no unapproved ROW encroachments exist,
and (e) the ROW has been restored. Call 429-2750 to arrange CO inspection.
6. Snowmelt Driveways : (i) Snowmelt runoff from driveway cannot flow into
street . A grate or swale must intercept runoff before street. (ii) Snowmelt
installation in the public ROW requires an encroach- ment permit.
7. Drainage Issues: (i) Foundation drains cannot go to a dry well receiving
other drainage flows. (ii) City must be notified of drainage plan changes. (iii)
Plan approval assumes no ground water. If ground water is encountered, call
the Senior Dev. Engineer at 920-5080. Call for an open hole inspection prior
to placement of the drywell.
8. No Loose Material Storage allowed in R.O.W.
9. Neighbor Notification: For all excavation, the Contractor must comply with
neighbor notification requirements per Section 3307 of the 2003 International
Building Code (IBC)

5. Provide Final Inspection Report. The special inspector shall submit a written final
report documenting required special inspections and correction of any discrepancies
noted in the inspections prior to the final building inspection.
B. Owner Responsibilities. The project owner, the engineer or architect or record, or an agent of the
owner is responsible for employing special-inspection services. The special inspector\agency shall
not be in the employ of the contractor, subcontractor or material supplier. [IBC Sec 1704.1] In
case of an owner\contractor, the special inspector\agency shall be employed as specified by the
building official.
C. Engineer or Architect of Record Responsibilities
1. Prepare special inspection program. The engineer or architect of record shall list the
items for which special inspection is required; and shall indicate any items for which the
IBC or the building official approves periodic inspection and the frequency of such
inspections.
2. Respond to field discrepancies. The engineer or architect of record shall respond to
uncorrected field discrepancies in design, material, or workmanship observed by the
special inspector.
3. Review shop drawings and submit design changes. The engineer or architect of record
shall acknowledge and review for conformance with the construction drawings those
shop drawings that may detail structural information, shall submit to the building official
and to the special-inspection agency written documentation of any verbally authorized
deviations from the approved construction documents, and shall submit revised
documents for building official approval as required.
D. Contractor Responsibilities
1. Notify the special inspector. The contractor is responsible for notifying the special
inspector or agency regarding individual inspections for items listed on the attached
schedule and as noted on the building department approved plans. Adequate notice shall
be provided so the special inspector has time to become familiar with the project.
2. Provide access to approved plans. The contractor is responsible for providing the
special inspector access to approved plans.
3. Retain special inspection records. Upon request, the contractor is also responsible for
retaining, at the job site, all special inspection records completed by the special inspector.
E. Inspection of Fabricators
1. Fabrication of structural assemblies and members. Where fabrication of structural
load-bearing members and assemblies is being performed on the premises of a
fabricator’s shop, IBC Section 1704.2 shall require special inspection of the fabricated
items.
2. Fabrication and implementation procedures. The special inspector shall verify that
the fabricator maintains detailed fabrication and quality control procedures that provide a
basis for inspection control of the workmanship and the fabricator’s ability to conform to
approved construction documents and reference standards. The special inspector shall
review the procedures for completeness and adequacy relative to code requirements for
fabricator’s scope of work.
F. Approved Fabricator Responsibilities
1. Fabrication exempt inspections. Special inspections are not required where work is
done on the premise of a fabricator registered and approved to perform such work
without special inspection.

SPECIAL INSPECTION AND TESTING AGREEMENT
To permit applicants of project requiring special inspection and\or testing per Section 1704 of the
International Building Code (IBC).

BEFORE A PERMIT CAN BE ISSUED: The owner, or the engineer or architect of record, acting as the
owner’s agent, shall complete two copies of this agreement and the attached Special-inspection and Testing
Schedule, including the required acknowledgments. A pre-construction conference with the parties
involved may be required to review the special-inspection requirements and procedures.
APPROVAL OF SPECIAL INSPECTORS: Special inspectors may have no financial interest in the
projects for which they provide special inspections. Special inspectors shall be approved by the building
department prior to performing any duties. Special inspectors shall submit their qualifications and are
subject to personal interviews for pre-qualification. Special inspectors shall display approved
identification, as stipulated by the building official, when performing the function of special inspector.
Special inspection and testing shall meet the minimum requirements of the International Building Code
Section 1704. The following conditions are also applicable:
A. Duties and Responsibilities of the Special Inspector
1. Signify presence at job site. Special inspectors should notify contractor personnel of
their presence and responsibilities at the job site. If required by the building official, they
shall sign in on the appropriate form posted with the building permit.
2. Observe assigned work. The special inspector shall observe assigned work for
conformance with the building department approved (stamped) design drawings,
specifications, and applicable workmanship provisions of the International Building
Code. Architect\engineer-reviewed shop drawings may be used only as an aid to
inspection.
For continuous special-inspection, the special inspector shall be on site at all times
observing the work requiring special inspection. Periodic inspections, if any, must have
prior approval based on a separate written plan reviewed and approved by the building
department and the engineer or architect of record.
3. Report nonconforming items. The special inspector shall bring nonconforming items to
the immediate attention of the contractor and note all such items in the daily report. If
any item is not resolved in a timely manner or is about to be incorporated in the work, the
special inspector shall immediately notify the building department by telephone or in
person, notify the engineer or architect, and post a discrepancy notice.
4. Provide timely reports. The special inspector shall complete written inspection reports
for each inspection visit and provide the reports on a timely basis determined by the
building official. The special inspector or inspection agency shall furnish these reports
directly to the building official, engineer or architect of record, and others as designated.
[IBC Sec. 1704.1.2] These reports should be organized on a daily format and may be
submitted weekly at the option of the building official. These reports should include:
a. Description of daily inspections and tests made with applicable locations,
b. Listing of nonconforming items,
c. Report on how nonconforming items were resolved or unresolved as
applicable,
d. Itemized changes authorized by the architect, engineer, and building official if
not included in nonconforming items.
