GALENA ST. ASPEN, CO 81611 RE: CHANGE ORDER RE-SUBMITTAL NARRATIVE (CO PERMIT #0032.2020.BCHO) New-Build PRIVATE RESIDENCE • GRADING & DRAINAGE PLAN REVISION 813 W. SMUGGLER STREET, ASPEN, CO 81611 TO WHOM IT MAY CONCERN: As you know, we submitted a Permit Change Order application in May 2020 that proposed short site retaining walls along the Si Johnson Ditch easement that will require some sub- grade drainage, for our “RL3” project at 813 W. Smuggler. In late-June 2020, the CO Permit application was approved by CoA Zoning. On July 7, CoA Engineering (& Building) requested a detail of the proposed wall, assuming it was over 4’H in total. On 12 December 2020, we responded with a detail of the proposed steel plate re- taining wall, and included the previously submitted Grading/Drainage plan that indicates the proposed wall never exceeds 2’ in height, thus no stamped detail is required for review & approval. Remaining issues, as listed by in a 12/16/2020 email from CoA Engineering, are: 1. “Regarding grading, Engineering Standards allow no greater than a 3:1 slope. On your resubmitted plans, please show that this is accomplished.” Response: The reissued Grading & Drainage Plan (Sheet C.1.002.), prepared by High Country engineering, now has added notation that clearly indicates that no grade on-site exceeds 3:1. 2. “It is imperative that no excavation take place within the ditch easement. Call out means and methods in your resubmitted plan-set to ensure constructability without exca- vating in ditch easement.” Response: We will respect CoA’s imperative as follows: The easement line will be re-surveyed & flagged for confirmation. As part of the scope-of-work anticipated by this Permit Change Order application, there will be no additional excavation per- mitted in the Si Johnson Ditch easement. Any excavation to expose the retained grade- cut will be made by hand, and will occur from the west side of the easement. It is understood that, in the nature of materials, some soil may slump prior to placement of the retaining wall, but will be replaced as needed. The 1/2” steel plate retaining wall design (≤2’H) has been chosen specifically to be as thin as possible, and be em- bedded in-place near, but not over, the easement line. The wall will be secured by welded steel tabs back to the existing micro-pile wall cap. These tabs will be at the top of the steel plate wall, and will not require excavation in the easement to se- cure. It is understood that the easement grading will be left as originally found, along with improvements to scarify and enhance the low-permeability barrier of the ditch bed as required by Aspen Water. Along with the revised Civil drawing, which incorporates the above language by reference, we include the structural detail of the short retaining referred to above. The issuance of a permit based on construction documents and other data shall not prevent the City of Aspen from requiring the correction of errors in the construction documents and other data.
