This is acceptable as the exception does allow the termination at the newel post on the first tread. I have attached a old
document from 2006 but still applicable.

Denis,
We have a question regarding the handrail at the main stair in the 430 W Hallam project.
We are currently working through the design of the inner handrail for the stair and wanted to double check our
interpretation of the code for the handrail termination at the bottom of the stair run. As you can see in the drawing
below we are terminating the handrail at a newel post.

IRC section R311.7.8.2 (Continuity) states that the handrail should extend to a point directly above the lowest riser of the
flight, but Exception 2 states that a newel post shall be allowed over the lowest tread. Given this exception does the
design of our handrail above, with the newel post at the lowest tread, meet the code?
Just want to make sure we are good to go before we lock everything in (design-wise).
