C O M To the Building Permit Comment Responses Date: 2019.08.21 Project Name: 2017910 Pitkin County Courthouse Remodel 506 East Main Street, Aspen, Colorado Permit Number: 0054.2019.ACBK Code: 2015 IEBC, IBC Reviewer: Gretchen Greenwood / Chair Historic Preservation Commission Reviewer: Am Simon Historic Preservation Officer Community Section 1 Pursuant to the procedures and standards set fort in Title 26 of the Aspen Municipal Code, the Historic Preservation Commission hereby recommends the Community Development Director grant the Pitkin County Courthouse Administrative Public Project review approval, subject to the recommended conditions of approval is listed below: 1. Provide additional information as to the material for the new pathway (grey or colored concrete?) Railings (required by Building Code) and any lighting and signage needed for the new entrance, for review and approval by staff and monitor prior to building permit application. a. The new pathway on the south entrance pathway will be a porous paver to match the entrance on the west side of the building. New landings at the top and bottom of the accessible ramp will be porous paver to match the new entryway. The ramp slope will be concrete to maintain accessibility. The concrete can be colored to match the porous pavers. b. railings have been updated and are show one 7:A9.12 c. Exterior fixtures are ES1EM and EW1EM and are shown on sheets E2.0 and E2.1. ES1EM – exterior surface mount fixture. See attached cut sheet. The fixture is concealed at the underside of west and south stair landings and at the north and the east covered entrances. EW1EM- exterior surface mount fixture in black. See attached cut sheet. The fixture is on the north side of the building and will be camouflaged by the new metal egress stair. 2. Consider removal of the west lilac alongside the front steps. Lilac bush at the new accessible entry to be removed. Restudy the new drywell to either recess it from the street or create a sod covered lid to screen this feature, for review and approval by staff and monitor prior to building permit application. The drywell has been removed from the project. See updated sheet C3.0 andC3.1. 4.Provide more details as to how the new fire escape will attach to the historic structure for review and approval by staff and monitor prior to building permit application. The new fire escape / egress stair shall be independent of the historic structure, see S10:S3.2. The new egress stair structure will be placed within 1 inch of the historic structure and not be physically attached. 5. Consider options to remove or conceal exposed conduit currently mounted to the north façade of the building. Existing conduit entering the north side of the building at the garden level will be removed to the greatest extent possible. Where conduit is to remain, new screen shall be installed over the existing conduit in two locations. See updated sheet A1.0. Damaged brick at the second level shall also be repaired.
