Per phone call between Rich Englehart (Pitkin County), Chandler Deimund (Vertical Arts), Brady Blackmer (FCI), and Mike
McLain (FCI) on 2/16/18 value engineering options for Veterans Park re-build were discussed. The following are project
scope revisions the County has directed FCI to proceed with as a result of this meeting:
1.) As discussed, there are six aspen trees shown at the north end of the park (ref. the attached redlined planting plan)
that will conflict with the existing low-volt utility conduits that run in this area (ref. RFI-125 attached), as well as potentially
conflict with the park drainage inlets and piping per Veterans Park grading and drainage plan C1.0. As such, the team
discussed deleting the six aspen trees noted in the attached and reducing the caliper size of the other two trees in the
area. Please confirm these six trees are to be deleted and also advise on the revised caliper size of the other two aspen
trees.
2.) As discussed, there would be cost savings to revise the acid-etched portion of the bench per detail D/L502 to
cast-in-place concrete. Chandler noted that this could be an integral cast-in-place concrete. Please confirm this change is
wanted and advise what integral color is wanted for this concrete piece (if known as this time).
3.) The group discussed deleting the metal privacy screen in its entirety. This screen could be installed at a later date if
still wanted by the County. FCI is proceeding with the deletion of this screen, unless directed otherwise.

Planting Notes
1) Amendment shall be tilled to a minimum depth of six inches (6”).
2) Site shall be graded to within two-tenths of a foot (2/10th’) of the grading plan.
3) Site shall be free of rocks and debris over one inch (1”) diameter in size. Rocks and debris 0.5 inch (0.5”)
to one inch (1”) shall not exceed 5 percent (5%) by volume and gravel 0.6 inch (0.6”) to 1.25 inches (1.25”)
shall not exceed 5 percent (5%) by volume.
Particles such as concrete, brick, glass, metal, wood or plastic greater than one inch (1”) shall not be allowed.
The total volume of these materials smaller than one inch (1”) shall not exceed 5 percent (5%).
4) Site shall be free of dirt clods over three-quarter inch (3/4”) diameter in size. Dryland seed areas may
contain dirt clods up to two inch (2”) diameter in size.
5) Stockpiling - Stripping and stockpiling of indigenous soil (topsoil) shall be required during construction
(except as waived by the City of Aspen). The replacement of this soil, plus additional soil amendments,
are critical to successful plant material establishment, ongoing health, and efficient use of water
through the life of the project.
6) The soil shall have no herbicides, heavy metals, biological toxins or hydrocarbons that impact plant growth
or exceed the EPA’s standards for soil contaminant.
7) All applicable soil criteria and standards shall be noted on the landscape design plan. Written verification
of approved soil amendment type and volume is required.
Projects with inadequate soil amendment and preparation will not be approved.
Soil Preparation
1) Topsoil of irrigated grasses (including turf), shrubs, perennials, and annuals shall be a sandy loam
to a depth of at least 6 inches (6”) containing at least 5 percent (5%) organic matter by volume.
2) Tree soil should have a minimum depth of 3 feet (3’). Both topsoil and subsoil layers shall be
sandy loam. The top soil shall be at least 6 inches (6”) and have 5 percent (5%) organic matter by
weight and subsoil shall have at least one to three percent (1 - 3%) organic matter by weight.
3) A minimum of four (4) cubic yards of organic matter soil amendment per one-thousand square
feet of landscaped area shall be required as necessary to meet the 5 percent (5%) organic matter specification.
4) Soil amendment organic matter shall consist of either Class I and Class II compost.

The proposed extent of the irrigation needs to be verified in the field
due to fact that the limits of the existing system is not known.
The overlap between the Courthouse irrigation is also not known.
The irrigation will be coordinated with the City/ County and have to be
as built. Please put in a budget number for the iproposed area with the
information provided at this time as a placeholder.
The proposed system should assume a minimum design pressure of 60psi
@ a maximum discharge rate of 25GPM at the point of connection.
The proposed mainline should be 1 1/2" Class 200 PVC
The irrigation system point of connection shall be downstream of the
domestic water supply. It should also be immediately downstream of
the 1" reduced pressure principal irrigation backflow preventer. Verify
exact POC with primary contractor.
The irrigation controller should be a Hunter Pro HC 24 Station Controller
w/ Hydrawise web based software. Include a rain sensor. Location of clock TBD.
Mainline, Lateral pipes and control wires should all be located in
seperate sleeves.

Planting Notes
1) Amendment shall be tilled to a minimum depth of six inches (6”).
2) Site shall be graded to within two-tenths of a foot (2/10th’) of the grading plan.
3) Site shall be free of rocks and debris over one inch (1”) diameter in size. Rocks and debris 0.5 inch (0.5”)
to one inch (1”) shall not exceed 5 percent (5%) by volume and gravel 0.6 inch (0.6”) to 1.25 inches (1.25”)
shall not exceed 5 percent (5%) by volume.
Particles such as concrete, brick, glass, metal, wood or plastic greater than one inch (1”) shall not be allowed.
The total volume of these materials smaller than one inch (1”) shall not exceed 5 percent (5%).
4) Site shall be free of dirt clods over three-quarter inch (3/4”) diameter in size. Dryland seed areas may
contain dirt clods up to two inch (2”) diameter in size.
5) Stockpiling - Stripping and stockpiling of indigenous soil (topsoil) shall be required during construction
(except as waived by the City of Aspen). The replacement of this soil, plus additional soil amendments,
are critical to successful plant material establishment, ongoing health, and efficient use of water
through the life of the project.
6) The soil shall have no herbicides, heavy metals, biological toxins or hydrocarbons that impact plant growth
or exceed the EPA’s standards for soil contaminant.
7) All applicable soil criteria and standards shall be noted on the landscape design plan. Written verification
of approved soil amendment type and volume is required.
Projects with inadequate soil amendment and preparation will not be approved.
Soil Preparation
1) Topsoil of irrigated grasses (including turf), shrubs, perennials, and annuals shall be a sandy loam
to a depth of at least 6 inches (6”) containing at least 5 percent (5%) organic matter by volume.
2) Tree soil should have a minimum depth of 3 feet (3’). Both topsoil and subsoil layers shall be
sandy loam. The top soil shall be at least 6 inches (6”) and have 5 percent (5%) organic matter by
weight and subsoil shall have at least one to three percent (1 - 3%) organic matter by weight.
3) A minimum of four (4) cubic yards of organic matter soil amendment per one-thousand square
feet of landscaped area shall be required as necessary to meet the 5 percent (5%) organic matter specification.
4) Soil amendment organic matter shall consist of either Class I and Class II compost.
