HomeMy WebLinkAboutresolution.council.020-25RESOLUTION NO. 20 (SERIES OF 2025) A RESOLUTION OF THE CITY OF ASPEN CITY COUNCIL DIRECTING THE CITY MANAGER REGARDING ASPECTS OF THE ARMORY HALL (130 S. GALENA ST.) ADAPTIVE REUSE PROJECT IN PREPARATION FOR SUBMISSION OF THE LAND USE APPLICATION WHEREAS, .the city is planning for the future adaptive reuse of the former city all (AKA the Armory) building; and, WHEREAS, city staff seeks direction on aspects of the remodel of the building to be incorporated in the upcoming land use application to gain land use entitlements for the project; and, WHEREAS, City Council reviewed and provided direction on building design and site plan topics, as well as land use review and construction timeline expectations; and, WHEREAS, this Resolution confirms direction provided to the City Manager for advancing the remodel and reuse plans for the Armory. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN , COLORADO, Section 1: Confirmation of Requested Council Direction: The following design and review topics were discussed at the January 13, 2025, work session, providing direction for the land use and review process: 1. The material and paint changes presented at the work session are supported, with the new alley and vestibule additions being progressed with metal rather than sandstone siding, a metal roof, and a darker paint scheme. 2. City Council prefers facade option) for Hopkins Avenue, focusing .changes to bays two (2) and five (5). 3. There is support for the removal of the extended eave along the south side of the building, bringing the eave back to its original condition when constructed. 4. Council members support expanding the parkway along Hopkins Avenue and generally like the design direction of improvements for Conner Park. Seasonally maximizing parking should be considered. Resolution 20-2025 Page 1 of 2 5. A majority of Council want to see both the land use review and building permit application review process expedited. A land use review before the Historic Preservation Commission in April and City Council in May is anticipated. 6. Council confirmed a preference for a June/July 2026 construction start date or as soon as possible.
