RE:Resolution #046, Series of 2025 – Appointment of Interim City
Manager
REQUEST OF COUNCIL:To approve Resolution #046, Series of 2025, appointing Pete
Strecker as the Interim City Manager and approving the rate of compensation for the
Interim City Manager.
SUMMARY AND BACKGROUND: On February 28, 2025, City Manager, Sara Ott
resigned her position. The City Council is in the process of initiating a search process to
find a qualified candidate for the position. Staff anticipate it may take several months to
complete the search for the new City Manager.
Council seeks to appoint an Interim City Manager until a new City Manager is appointed.
Pete Strecker has indicated a desire to serve as Interim City Manager. After consideration
of Mr. Strecker, Council directed staff to negotiate the appointment of Mr. Strecker as
Interim City Manager and prepare a resolution of appointment.
Pursuant to Section 6.1 of the Home Rule Charter of the City of Aspen, the council, by a
majority vote, shall appoint a city manager within a reasonable time whenever a vacancy
exists in such position. The city manager shall be the chief administrative officer of the
City.
DISCUSSION:Mr. Strecker has been in state and local government for over twenty years.
Prior to his time at the City of Aspen, he served in roles such as Budget Director for the
state’s Health Care Policy and Financing (Medicaid) and Agricultural departments and
served as the Chief of Economic Forecasting during Governor Bill Ritter Jr’s time in office.
After relocating to the Roaring Fork Valley in 2011, Mr. Strecker pivoted to local
government service and assumed the role of Assistant Finance Director in August 2012,
before moving into the Director role in October 2018. This past and present service in
government and leadership establishes a great foundation for the role and responsibilities
of the City Manager and presents favorably in support for Mr. Strecker’s appointment to
the Interim City Manager role.

FINANCIAL IMPACTS:
Mr. Strecker will be paid $250,000 annually and is entitled to all other benefits offered to
City employees set forth in the City of Aspen Policy Manual, as amended from time to
time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN,
COLORADO, APPOINTING PETE STRECKER AS THE INTERIM CITY
MANAGER FOR THE CITY OF ASPEN AND APPROVING THE SALARY OF
THE INTERIM CITY MANAGER.
WHEREAS, pursuant to Section 6.1 of the Home Rule Charter of the City of
Aspen, the council, by a majority vote, shall appoint a city manager within a reasonable
time whenever a vacancy exists in such position. The city manager shall be the chief
administrative officer of the City; and
WHEREAS, the position of City Manager is vacant due to the resignation of
Sara Ott effective February 28, 2025; and
WHEREAS, Pete Strecker came to work for the City in 2012, and has been the
City Finance Director for six (6) years; and
WHEREAS, on March 11, 2025, City Council authorized staff to issue an RFP
to initiate a search process to find a qualified candidate for the position of city manager;
and
WHEREAS, it is anticipated such search may take several months and Council
seeks to appoint an interim city manager to serve temporarily as city manager until a
new city manager is appointed; and
WHEREAS, Pete Strecker has indicated a desire to serve as Interim City
Manager and Council desires to appoint him as Interim City Manager pursuant to the
terms and conditions set forth herein.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby appoints Pete Strecker to
serve as Interim City Manager for the City of Aspen. Mr. Strecker shall also maintain
his position of City Finance Director during his term as Interim City Manager.
In addition to his duties as City Finance Director, as the Interim City Manager,
Mr. Strecker shall have charge of the administration of the City under the direction of
City Council and shall administer the City according to the Aspen Municipal Code,
Aspen Home Rule Charter, and other City policies, requirements, directions, regulations
and guidelines. Mr. Strecker shall comply with the requirements and directions of the
City Council given in its municipal corporate capacity, whether by consensus or
majority vote. Mr. Strecker shall be the chief executive officer of the City, shall hire,

fire, assign, and direct the workforce of the City under his supervision; shall organize,
reorganize, and arrange the administrative and supervisory staff as best serves the needs
of the City; shall timely suggest policies, procedures, and regulations deemed necessary
for the best operations of the City; and shall, in general, perform all duties incident to
the office of City Manager and other duties as may be prescribed by the City Council.
As compensation for his services, Pete Strecker shall receive an annual salary of
$250,000 effective as of March 17, 2025. This compensation shall be paid in the same
manner as any other City employee as provided for in the City Policy Manual ,or its
successor document, as that document may be modified from time to time.
Pete Strecker shall serve as Interim City Manager until the position of City
Manager is filled. Either party may elect to terminate the appointment at any time prior
to the City Manager’s position being filled. Upon termination of the appointment, Mr.
Strecker will maintain his position as City Finance Director.
Council shall review Mr. Strecker’s position and salary after the first six (6)
months of this appointment.
Mr. Strecker shall continue to receive all benefits contained within the City of
Aspen Policy Manual, or its successor document, consistent with other City employees.
