REGULAR MEETING HISTORIC PRESERVATION COMMISSION APRIL 9TH, 2025
Chairperson Thompson opened the regular meeting of the Aspen Historic Preservation Commission at
4:35pm.
Commissioners in attendance: Jodi Surfas, Dakota Severe, Kim Raymond and Kara Thompson. Absent
was Roger Moyer and Barb Pitchford.

PUBLIC COMMENTS: None
COMMISSSIONER MEMBER COMMENTS: Ms. Surfas asked about the building next to Paradise Bakery
and noted that it is completely covered in scaffolding, and she cannot see what’s happening. Ms. White
updated the board members that she and Ms. Thompson met the previous week to look at the
attempted limewashing sample areas and agreed on one of the samples that was the closest to the
renderings presented to HPC.
Mr. Moyer joined the meeting at 4:40pm.
There was a brief discussion about the timing of training and onboarding of the new HPC member.
Ms. Raymond asked when the Armory project would be coming in front of the board and if they had
submitted an application. Ms. White said that an application was submitted about a month ago and that
it would be tentatively coming in front of the board at the first meeting in May.
PROJECT MONITORING: Mr. Hayden displayed the project monitoring assignments and project statuses.
The board then went through a few of the unassigned projects and made new assignments.
Mr. Hayden then noted that since the last update there have been several Project Monitoring items and
insubstantial amendments. These were at:
• 434 E. Cooper Ave.
• 211 W. Main St.
• 820 E. Cooper Ave.
• 128 E. Main St.
• 333 W. Bleeker St.
• 400 E. Cooper Ave.
• 312 W. Hyman Ave.
• 414 – 418 E. Cooper Ave.
• 420 E. Cooper Ave.
• 630 W. Main St.
Mr. Hayden and Ms. White then went over the details of each item as outlined in the agenda packet.
STAFF COMMENTS: Ms. White noted that due to the recent violation resolutions, there is a balance of
money in the HP fund and that staff had been working with National Alliance of Preservation
Commissions to contract for a few training sessions to cover various topics with the HPC members.

These would occur during a regular HPC meeting. There was some discussion of members’ availability
for the proposed meeting dates.
There was also some discussion about potential upcoming work session topics, including an audit /
overview of the current design guidelines.
CERTIFICATE OF NO NEGATIVE EFFECT: Mr. Hayden noted that since the last update there have been
several Certificates of No Negative Effect issued. These were at:
• 635 W. Bleeker St.
• 130 S. Galena St.
• 320 E. Hyman Ave.
• 414 N. First St.
• 211 W. Hopkins Ave.
• 400 E. Hyman Ave. (B 201, 202, 301)
• 109 N. Second St.
Mr. Hayden and Ms. White then went over the details of each item as outlined in the agenda packet.
CALL UP REPORTS: Ms. White noted that the 337 Lake Ave. project that was approved by HPC was
presented as a call up item to City Council. City Council did not have any questions or comments on it
and thus it was not called up.
Mr. Moyer asked about 520 E. Cooper Ave. and wondered if there were any updates about the brick.
Ms. White mentioned that they had discussed this just before Mr. Moyer joined the meeting earlier. She
gave him a brief update regarding what they discussed.
Mr. Moyer then asked about a building at the corner of Hunter Ave. and Cooper Ave. where they had
painted over damaged brick. Mr. Hayden said that they were still required to come in for a Certificate of
No Negative Effect for the repairs and that they are in the process of doing that.
Mr. Moyer then also asked about the possibility of holding a joint work session with City Council. There
was some discussion of the merits of holding these meetings and the idea of putting together a list of
potential agenda topics.
ADJOURN: Ms. Thompson moved to adjourn the regular meeting. Ms. Severe seconded. All in favor,
motion passes.
