SUMMARY
Trip Mitigation NET TRIPS TO BE
MITIGATED
A detached sidewalk is proposed on an adjacent block. Explain below how this improvement ties into the proposed project.
This is being completed on Mill Street as required by the Complete Streets Plan. It ties to the project as described previously.
In the space provided desicribe what new landscaping is proposed and how the proposed landscaping plan enhances the pedestrian
experience. This measure is only applicable to large scale projects and requires more extensive landscaping then a few plantings or lawn
area. The project shall establish extensive landscaping which significantly benefits the site and improves the pedestrian comfort and
experience.
The Aspen City Offices is an essential public facility at 425 Rio Grande Place in Aspen, Colorado. The building abuts the Rio Grande Parking
Garage and will replace the existing ACRA building. The building includes 3 levels above grade with a connection to the existing Rio Grande
building and a basement level totaling 35,573 square feet. The project proposes an expansion of the public amenity space on the Galena
Plaza as well as a renovation and expansion of the Galena Stairs to better connect Rio Grande Park with the Galena Plaza and the downtown
core.
The effective width of the sidewalk north of the new building at Rio Grande Pl. is 8'-0" with a 7'-0" landscaped buffer. This is approximately
100% of the sidewalk west of the parking garage entrance. The sidewalk to the north of the Mill Street parking lot maintains a 8'-0" effective
width with a 7'-0" landscape buffer. As the sidewalk meets Mill Street and runs North to South the effective width is reduced to 6'-0" and the
landscape buffer varies from 7'-5" to 3'-2" due to the alignment of Mill Street and the complete street plan while also accommodating a
reconfigured one way parking lot.

Explain what driveways are removed and how this benefits the pedestrian experience.
The Project proposes a redesign of the existing lawn of the Galena Plaza as well as an extension of it north toward the Rio Grande Park. The
majority of the extensive planting will be on the south side of the plaza near the Parking Garage Elevator. An aspen grove is proposed to be
wrap the east facade of the building on the plaza and create a buffer between the new building and the Pitkin County library addition. Trees
will also be planted near the renovated stair case between the park and plaza as well as along the street. Less intensive landscaping is also
proposed to buffer the building from Rio Grande Place as well.
A crosswalk is added crossing Mill Street. This will improve access to the site from the west and improve the pedestrian experience traveling
to and thru the site along Rio Grande Place.
The current access to the Mill Street Parkin lot from Mill Street is being abandoned per the Complete Streets Plan. This will create a
continuous sidewalk from Main Street to the street crossing at Rio Grande Place. Additionally, the driveway between the north entry/exit of
the garage and north entry/exit of the mill street lot has been removed. Both allow for a more continuous side walk with fewer points of
interaction between pedestrians/ and vehicles.
Explain the proposed improved crosswalk and how this improvement benefits the pedestian experience and the site as a whole. An
improved crosswalk includes measures such as incorporating a corner bulb out or defining a crosswalk path with colored concrete. Simply
re-striping a crosswalk will not recieve credit. This measure must be pre-approved by City staff.
Describe the enhanced pedestrian access point(s). This measure is to improve pedestrian access to the site from the ROW. It includes
adding additional access points which prevent pedestrians and bicyclists from crossing a street, improvements to the project's ADA ramps
in the ROW, and improvements to existing access points.
Explain the enhanced pedestrian interaction at driveway areas or alley crossings. There must be an existing deficiency on the proposed
site to select this mesaure. If the project will increase interaction between pedestrians and vehicles at a driveway this should be mitigated
by implementing improvements to that area. New signage, striping, mirrors, and other approved devices are examples to address
pedestrian-vehicle conflicts at driveways.
A bulb out has been added at the crossing of Rio Grande Place at the bottom of the current 'jail trail'. This a landing spot for pedestrians and
bikers to stop prior to crossing Rio Grande Place.
Explain any planned traffic calming features below. All traffic calming features must be pre-approved by the City. Features include islands,
medians, raised crosswalks, speed humps, and rapid flash.
Raised crosswalks are added at the crossing of Rio Grande Place to the park at the bottom of the renovated staircase and at the bottom of
the current 'jail trail'.
Explain any additional minor improvements which benefit the pedestrian experience and have been agreed upon with City of Aspen staff.
An ADA access ramp has been added to accesss the existing restaurant space in the Rio Grande building. This currently does not exist and will
improve the access in this area.
Explain any additional major improvements which benefit the pedestrian experience and have been agreed upon with City of Aspen staff.
Include any additional information that pertains to the MMLOS plan in the space provided below.
An elevator is proposed adjacent to the renovated staircase to allow a more public route and ADA access from Galena Plaza to Rio Grande
Place.
The Galena Staircase will be redesigned with a wider run to create a better link from the downtown core to Rio Grande Park.

Explain the proposed end of trip facilities strategy below. The provision of convenient facilities for pedestrians and cyclists encourages
these types of alternative modes, thus reducing SOV trips. Non-residential projects may provide facilities such as showers, secure bicycle
lockers, personal lockers, changing spaces, etc.

A transit access improvement strategy will be implemented. Provision of safe and comfortable access to transit service is important for
generating and maintaining transit ridership, thus reducing SOV trips. The successful project will improve pedestrian access to a transit
stop via formalization of trails, addition and/or improvement of sidewalk, installation of lighting and/or way finding or other
measures.Explain the proposed transit access improvement strategy below.

The plan proposes bicylce storage, lockers, changing rooms and bathrooms with showers for all staff.
Improvements of the Galena Staircase and a public elevator and site lighting will help safely guide and improve access from the park to and
from the existing Galena Shuttle stop at the plaza.

Enhanced Pedestrian Interaction at Driveway Areas
Provide an overview of the scheduling and implementation responsibility for the proposed transportation mitigation measures.
All MMLOS items will be completed during the construction phase of the project. They will be part of the plan set submitted to the City of
Aspen Building Department for Engineering review. The applicant understands that issuance of a Certificate of Occupancy is contingent upon
satisfactory installation of the MMLOS improvements, as reviewed and approved by the Engineering Department. TDM measures including
the end of trip facilities will also be completed during the construction phase of the project.
Monitoring and Reporting

Provide a monitoring and reporting plan. Refer to page 17 in the Transportation Analysis Guidelines for a list of monitoring plan
requirements. Components of a Monitoring and Reporting Plan should include (1) Assessment of compliance with guidelines, (2) Results
and effectiveness of implemented measures, (3) Identification of additional strategies, and (4) Surveys and other supporting data.
A survey to the city staff will be issued on an annual basis. This simple survey will determine the level of use and effectiveness of the TDM
measures on reducing SOV trips by employees. An annual report will be submitted to the Transportation Department after survey data is
collected and analyzed.
