CLIENT BACKGROUND
The Client, 834 West Hallam Associates, LLC., hired HealthSafe Inspections, Inc. (hereinafter,
HealthSafe) to perform a post-abatement clearance for the recent abatement of asbestos-
containing sheet vinyl flooring layers. The ACM sheet vinyl was abated from the second-floor
north restroom and the main floor center restrooms. This required an asbestos abatement permit
from the CDPHE (Permit Notice #18P12699A dated 05/04/2018) and a certified asbestos
abatement contractor to perform the abatement. Prestige Environmental Services, Inc. provided
the asbestos abatement and Matt Brown called for the abatement clearance inspection and PCM
air sampling once their abatement of the sheet vinyl flooring layers was completed.
VISUAL INSPECTION & LABORATORY FINDINGS
An asbestos post-abatement visual clearance inspection and PCM air sampling was conducted by
Jim Baker of HealthSafe on Friday May 31, 2018. The visual clearance verified that all friable
sheet vinyl flooring had been completely removed from the plywood subfl ooring in the main
floor central restrooms and the second-floor north restroom. This visual inspection determined
that all lose debris was removed and the remaining subfloors were virtually dust-free. No further
abatement or cleaning procedures were required.
Following the visual post-abatement clearance, five rotary vane sampling pumps were warmed
up for 5 minutes and site calibrated using a rotameter for each location where the abatement took
place. A box fan was deployed at a 45°angle off the east wall of the bathroom on the main floor
inside the containment and the containment area blown with a leaf blower as required by the
regulations for clearances. PCM samples were set in locations representing the distribution of air
throughout the containment-abatement space. A trip blank and two field blanks, opened for 30
seconds, were included in the batch of five PCM air samples per location, but were not required
to be analyzed by the laboratory. Five PCM air samples were collected inside each containment.
The following photos reveal the conditions at the time of inspection and air sampling:

Regarding the five PCM air samples in the second-floor bathroom containment, total volumes
between 683 and 770 liters of air all had less than 0.005 fibers detected (<0.005 f/cc) per cubic
centimeter of air. These five PCM air samples for the second-floor bathroom containment are
below the 0.01 f/cc level for clearance. This second-floor restroom passes the abatement
requirements.
Regarding the five PCM air samples in the first-floor bathroom(s) central restroom area
containment, total volumes between 665 and 700 liters of air all had less than 0.005 fibers
detected (<0.005 f/cc) per cubic centimeter of air. These five PCM air samples for the first-floor
restroom containment are below the 0.01 f/cc level for clearance. The first-floor restroom area
passes the abatement requirements. See attached Hayes laboratory report #18016915.
CONCLUSIONS
Based on the visual post-abatement verification clearance inspections and based on the post-
abatement PCM air sampling data for the property at 834 W Hallam St in Aspen, the containment
area of the dining and bathrooms spaces has fully passed asbestos abatement clearance criteria.
The containments and equipment can be disassembled and removed. Demolition and/or
remodeling can commence at once.
