2.0 Project Introduction
2.1 Project Description
Complete remodel of Unit 6, including removal of drywall as needed to
replace and relocate all can lighting, A/V equipment and wiring, new cabinetry
throughout, installation of new plumbing fixtures including all finishes with some
relocation of plumbing fixtures. There is a new electrical control system being installed
(Lutron QS) with all associated keypads and wiring, as well as motorized shades. New
plaster walls and ceilings, new interior doors.

3.0 Project Documentation
3.1 Permitting
This CMP is being submitted as part of the application for a building
permit.
3.2 Public Notification
Public Notification will take place a minimum of 10 days prior to
commencement of work and will be distributed directly to neighbors within a 300 f t.
radius of the project. It will include an invitation to a pre-construction meeting, a
proposed schedule and description of impacts to the neighborhood.
A pre-construction meeting summarizing this CMP will be held five days
after the aforementioned public notification or five days prior to starting work.

Work on project is tentatively scheduled to begin 5/27/2019. The pre-construction
meeting is therefore tentatively scheduled for 5/22/2019 at 10 am, or a date to be
determined by issuance of the building permit. Karl Schindler, Brikor Associates
Project Manager will act as the project representative and will notify all parties
listed above.

4.0 Project Implementation
4.1 Dates of Construction
The current project start is scheduled for 10/15/19. The estimated project duration
is 8 months putting the anticipated projected completion date at 6/15/2019. Start Date is
dependent on permitting review and issuance timeframe. We do not anticipate to do any
work within the COA Right of Way.

4.2 Hours of Construction
Construction hours will be limited to 7:30am – 5:30pm Monday through Friday and
9:00am – 5:00pm on Saturday. Additional prohibited construction days are as follows:

Since this is a small project remodel only affecting less than 4454 sq ft of the
interior of the existing structure no impact towards the health and welfare of the public is
expected. None the less, Brikor Associates will do the utmost to respect and protect public
health and welfare.
4.7 Natural Environment
All of the surrounding natural environment will be respected and in the case of any
deliveries or operations that may affect the natural environment, protection of any
resource will be installed or implemented.

5.0 PROJECT MANAGEMENT
5.1 Right of Way Management Plan
This remodel is only affecting less than 4464 sg ft of the interior only of the
existing structure. Consequently, we do not anticipate the need to use the public ROW for
anything other than deliveries, and parking. Please see 5.3 below regarding construction
parking details.
5.2 Emergency Access and Ordinance 35
Brikor Associates will maintain continuous emergency vehicle access to the site,
including but not limited to police, fire, and ambulance services.
See Ordinance 35 – APPENDIX G
5.3 Construction Parking
See Parking Management Form – APPENDIX B. Applicant understands that the
COA Engineering Dept. does not review the Parking Management Form included in
Appendix B and Applicant shall submit said form to the COA Parking Dept. for review and
approval.
5.4 Staging Areas
All material handling and equipment staging will be accommodated on site, in the
garage, or inside the townehome. Under no circumstances will job materials be stored in the
ROW, unless rented from the COA for staging. Brikor Associates will keep trash containers
and portable restrooms within the limits of the projects property.
5.5 Construction Trailer, Material Storage and Waste Management
No construction trailer will be required. Minimal storage will be required as all
materials will be delivered at time of use, and most materials wi ll be stored in house or
garage. No loose materials will stored in any public right of way. Waste management will be
handled by bear proof containers placed on site. Construction related materials will be sorted
on site and placed in appropriate containers.

6.0 TRAFFIC CONTROL
6.2 Haul Routes
See Haul Route Map – APPENDIX C
6.3 Onsite Vehicle Limitations
Since this is an interior remodel, vehicle weights and sizes should not be
an issue.
6.4 Deliver Requirements
Pickup and deliveries times will be coordinated so that only one large truck
will be on site at any given time. Delivery vehicles and all other on -site vehicles
will not be allowed to idle for
more than five (5) minutes, with the exception of generators or PTO type
operations. Project subcontractor and suppliers will be provided with written
notification of Aspen’s vehicle idling regulations. See Section 13.08.110 Engine
Idling – APPENDIX H.
6.5 Traffic Control Plan
Brikor does not anticipate that there will be any need to interfere with
traffic on any public right-of-way. If some unforeseen need arises, a Traffic
Control Plan (TCP) will be prepared by a
State Certified Traffic Control Supervisor. The plan will conform to the most
current edition of
the Manual of Uniform Traffic Control Devices for Streets and Highways
(MUTCD) and be submitted to the City of Aspen Department of Engineering for
approval/permitting.

8.0 SEDIMENT AND EROSION CONTROL
8.1 Storm Water Pollution Prevention Plan
Since this is an interior remodel, we do not anticipate that storm water
management will be an issue. If there is any site disturbance, all necessary Best
Management Practices (BMP’s) will be in place and maintained in order to
minimize dirt entering the streets. Primary strategies are as follows:
Avoid unnecessary site disturbance.
Maintain grading; install silt fences and sediment traps prior to any soil disturbance.
The installation of a tracking pad will be impractical due to the limited space
available. Hansen will make sure that the short ramp into the excavation is kept as
mud free as possible by use of screened rock over geo-textile fabric and not using
the ramp in wet conditions.
The washout of concrete chutes will have to be done back into the concrete trucks
due to the lack of space on site. Hansen will do everything they can to make sure
that the concrete trucks do not wash out illegally offsite.
Hard plastic kiddie pools or concrete dumpsters will be used to protect the ground
below the concrete pump transfer points. Spills captured will be allowed to dry and
will be placed in the site trash receptacle.
Pathways around the house will be stabilized primarily through the use of screened
rock over geo-textile fabric.
8.2 BMPs for Stormwater Pollution Prevention
Best Management Practices (BMPs) will be employed for stormwater management as
indicated in the following sections. The construction sequence as indicated in 4.3 above
will
help minimize the total area of disturbance at any particular point in time.
a) Structural Practices:
a. Silt fences will be installed on the downhill sides of all areas of disturbance as
shown on the civil engineers drainage and erosion control plans.
b. All open excavations will include the temporary development of a low point
with a sump/pump for the removal of stormwater. The sump inlet will be
protected with straw bales or a Dandy Bag type sediment filtration measure.
Clear sump effluent will be discharged where it will not cause further erosion
(to be determined based on construction phasing and available outlet areas
at that time).
c. Temporary diversion ditches and swales will direct runoff from other site

areas through straw wattle and hay bale filtration prior to discharge off the
site. The exact location and alignment of these structures will be determined
in the field based on project phasing and the space needed for construction
staging.
d. Fugitive dust control will be achieved using a hose and spray nozzle.
e. Surface roughening will be conducted in newly excavated areas to provide
temporary stabilization when other temporary stabilization measures are not
feasible (such as gravel or temporary vegetation) or will not be provided
immediately.
f. If for any reason construction is delayed for a period of time exceeding 30
days, more permanent stabilization will be put into place including backfilling
open excavations and reestablishing vegetation with seed and mulch.
b) Non-Structural Practices: Pollution prevention will be stressed among all employees
and sub-contractors, including adequate training of personnel and frequent
monitoring of activities.
a. Proper facilities and procedures will be used for on -site waste storage and
disposal. Daily inspection and maintenance of waste disposal areas will be
conducted. Where possible, waste containers will be covered, and waste
storage areas will be fenced.
b. The contractor will ensure that good housekeeping will be employed during
construction, with all work, materials storage and waste storage areas kept in
a neat and orderly condition.
c. Existing trees and mature vegetation that are not to be removed will be
protected during construction to limit unnecessary disturbance of site soils
and maintain natural erosion control.
c) Materials Handling:
a. All potentially hazardous materials will be stored off site. In the event that
any such materials are stored on site, toxic materials and petroleum products
will be enclosed and contained in an impervious elevated basin sized large
enough to hold the volume of the hazardous materials being contained.
b. Any spill or discharge or construction related materials will be cleaned up
immediately and disposed of accordingly.
c. Any spill not properly contained and cleaned-up will be reported to the proper
authorities.

8.3 Final Stabilization and Long-Term Stormwater Quality
All temporary BMPs will remain in place until construction is complete and revegetation has
been verified to have taken hold. Final stabilization and longterm stormwater quality are
addressed by the civil and landscape drawings submitted as part of the building permit submittal
package.
8.4 Inspection and Maintenance Procedures
a) A thorough inspection of the stormwater management system will be performed at
least every 14 days, and after any precipitation event that causes run off. The
inspection will include the observation of the construction site perimeter and
discharge points, all disturbed areas, and material storage areas exposed to
precipitation. All erosion and sediment control measures will be inspected for
integrity and functionality (e.g., sediment fences, hay bales, straw wattles, temporary
swales and ditches).
b) Damaged or ineffective BMPs will be fixed and/or replaced. Removed sediment will
be placed where it will not become an additional pollution source.
c) When necessary, BMPs will be added, removed or replaced with more effective
measures. All such actions will be documented and the SWMP will be updated to
reflect those changes.
9.0 FUGITIVE DUST CONTROL
9.1 Dust Control Plan
Since this is an interior remodel, we do not anticipate that fugitive dust will be
much of an issue. If there is any site disturbance, the project’s Dust Prevention and
Control Plans are as follows:
Avoid unnecessary site disturbance.
During construction a hose and spray nozzle will be used on exposed soils as
necessary
to mitigate air born dust.
Exported soils and other debris will be hauled off via covered dump trucks. All areas
directly surrounding the site will be maintained daily with thorough cleanings taking
place
every Friday afternoon.

10.0 EMISSIONS
10.1 Maintenance
All vehicles and equipment used on site will be properly maintained such that the
engines
will function within the manufacture’s standards or parameters.
10.2 Opacity
Emissions from diesel engines operated within the City of Aspen shall be of a shade or
density no darker than 40% opacity, except for starting motion no longer than 10
seconds or for
stationary operation not exceeding 10 seconds.
11.0 NOISE SUPPRESSION
11.0 General
The allowable noise limit at this location is 70db during the summer season (June
1 – Labor Day). The noise limit at all other times is 80db. All activities generating noise
in excess of the aforementioned limits will require a noise suppression plan and be
restricted to operating between 9:00am – 5:00pm Monday through Friday. All
construction equipment shall be adequately muffled and maintained to minimize project
noise. The installation of noise barriers is the minimum technique to suppress noise,
especially when jack hammering of concrete occurs.
11.1 Noise Suppression Plan
Since this is an interior remodel, we do not anticipate that noise will be much of
an issues. We understand that any activity that generates noise in excess of the limits
mentioned in 11.0 above will require a noise suppression plan and is restricted to
operating between the hours of 9am and 5pm Monday through Friday. Please refer to
Appendix D – Noise Suppression Plan.
11.2 Equipment and Methods
In addition to the standard practices agreed to within the signed Noise
Suppression Plan, the table below from the City of Aspen’s complete packet has been
included for quick contractor/subcontractor reference.
