Hi James,
I have discussed this project again with staff and if the disturbance area is less than 1000sf and
less than 50% of the building it will be a minor. You will need to show that the WQCV can be
treated for this portion of the house, which we already discussed will be done in the canoe
treatment system out front.
When you submit for permit, please include a letter of permission from you neighbor that
work can be done on their property to achieve your project.
The three-year threshold will not be triggered for this project as 1000sf or more is not being
disturbed.

Hi PJ,
The current plan ( i think i left it with you) shows a total disturbance area of around 950 sf
(cant remember exactly). This includes disturbance area on our neighbors property and access
areas as well. The plan is to remove and replace the remaining trailer with traditional stick
build framing. Yes some walls will change including an exterior wall adjacent to our
neighbors property. The entire project amounts to less than 50% of the building.
This plan is exactly the same as our first (approved) plan. To be clear our first permit was a
building permit not a remodel permit, this new permit would be the same. Let me know what
the stormwater manager says.

Note 2 at the bottom of Table 1.1 from Chapter 1 of the URMP outlines the 3-year threshold
for projects triggering a major with cumulative minor projects. Also, the reroofing policy,
attached, has a 3-year hold period. It would be 3 years from issuance of CO on the first
remodel permit. The code isn’t specific enough to say if the permit can be submitted prior to
the 3-year date from CO or does construction just need to wait that long. I’ll clarify with the
stormwater manager tomorrow when she is back in the office.
In my notes from our meeting I thought the proposed project is over the 1000sf threshold for
a minor which includes a new roof for the existing area and an increase of roof in some
places. Are walls on the interior of the house changing as well?

Sorry for the late reply... been out of town for a little while.
Can you send over the section of code that outlines the exact specification of when the 3yr
cumulative disturbance area policy starts and ends... I assume it is from CO, but does this
mean we cannot submit for a permit until after 3 yrs from the excact date of CO? or can we
submit since the permit process takes so long, and not start construction until after the 3 yrs
from CO. I assume this is outlined in the code just don't know where exactly this is.
Our first permit was issued as a Minor Engineering review... this was a remove and replace
of less the 50% of the building and less that 1000 Sq Ft of Disturbance... The proposed new
plans are exactly the same... remove and replace less than 50% of the building and less than
1000 sq ft of disturbance area. We have reviewed all of the trigger tables in the engineering
policy.. what would push us into the major?

October 2016 so any work done on property this year would be added to the
previous disturbance area, likely triggering a full major engineering review.
Can you provide more information on what is proposed for the interior remodel
aspect of this project? The information I currently have is pointing towards a major
engineering review (which requires a full civil plan, professional engineer, drainage
report, WQCV treatment, detention, etc.) so clarifying the internal work will help
determine if this is a major or minor.
