Applicability: The City has a defined threshold' of when demolition occurs. This policy is being
implemented to ensure all parties understand the ramifications of demolition on a structure as well
as confirm that demolition has not been triggered.
For all developments not proposing to trigger demolition that are proposing to demolish 35% or
more of a structure, the City of Aspen requires four (4) additional steps during the building permit
process to verify the demolition percentage. If a non-conformity is demolished then it cannot be
reconstructed. Please see Chapter 26.312 - Nonconformities - regarding Ability to Restore
Nonconforming Uses and Nonconforming Structures.3
Prior to Building Permit Issuance:
Step 1: Before building permit issuance, the architect, and the builder are required to
meet with the zoning enforcement officer (ZEO)4. The primary purpose of this meeting is
to review the demolition plan and verify that the demolition proposed is viable from an
engineering and building perspective. The secondary purpose is that all parties
understand the process after the issuance of building permit and the ramifications of
triggering "demolition" during the building process.
After Building Permit Issuance:
Step 2:Site inspection after veneer and drywall has been removed.The ZEO and a building
official will meet with the architect and builder on site to evaluate the proposed
demolition in the field'. In preparation for this meeting, the builder will clearly physically
demarcate the proposed demolition. This step is to confirm that the demolition work will
match what has been presented and approved in the building permit.
Step 3: Site inspection after demolition with the ZEO and the architect'. It is the
responsibility of the applicant to notify the ZEO when demolition is complete and to
schedule the site inspection. This step is to confirm that the demolition work that did
occur matches the demolition plans approved in the building permit. The City will make
every effort to schedule the site inspection within 48 hours of the request.

Step 4: Site inspection at rough framing with the ZEO and the architect'. It is the
responsibility of the applicant to notify the ZEO when framing is complete and to schedule
the site inspection.This step provides incremental verification that no demolition beyond
what was approved as part of the building permit has occurred. The City will make every
effort to schedule the site inspection within 48 hours of the request.
