Drainage Narrative
420 E. Durant Avenue
The project is located at 420 E Durant Ave, also known as Rubey Park Transit Center. The
existing property is approximately 27,080 square feet (0.62 acres). The property is currently
developed with a bus station, restrooms, offices, sidewalks, planters, and a stormwater bio
retention area. The existing development is approximately 90% impervious area with all
stormwater routed to the bioretention area and the City of Aspen's stormwater infrastructure.
The project will disturb approximately 975 square feet within the property with some additional
work in the alley right of way. This project qualifies as a minor project as defined by the Urban
Runoff Management Plan (URMP).
The proposed project is contained to the north of the property within the bioretention area. The
scope of the project includes installation of a new transformer, accessory utility cabinets, an
overhead bus charging boom arm, and modification of the bioretention area. The electric work
will consist of pulling of new lines, installation of a new transformer and vault, and preparing for
potential future bus chargers. The bioretention area will be altered in dimensions but not in
volume or use. The bioretention area will be dug deeper and be slightly expanded than the
current condition to gain volume back after placement of the utility infrastructure. The
stormwater piping will be tied back into the existing infrastructure and will function as originally
designed and installed in 2015.
The proposed changes alter the location of hardscape and soft scape but do not change the
overall impervious area on the property. The added concrete utility pads will drain directly into
the bioretention stormwater area. There will be no impacts to neighboring properties due to the
alteration proposed as a part of this project.
This drainage narrative was written to show conformance with the City of Aspen URMP.
