SUBJECT& SITE OF APPROVAL: 8040 Greenline Review Exemption at 800 South Monarch Street(The Mountain Queen Condominiums). The applicant is requesting to make various improvements around the property, which is located within the 8040 Greenline review area,pursuant to Land Use Code Section 26.435.030,8040 Greenline Review. SUMMARY: The subject property is located in the Lodge (L) zone district and within the 8040 Greenline review area. Fourteen condominium units exist on site(Units 10& 11 are combined as a single unit').The applicant plans to renovate the following common facilities onsite: • Interior space: Existing bathrooms, a mechanical room,a sauna room and a hot tub will be demolished. These spaces will be replaced with two new bathrooms,a new sauna room and an exercise area. • Exterior Pool Area:The exterior pool area will be resurfaced,and various improvements will be added. Improvements include a hot tub, a security fence, and a pool safety cover. An existing pergola and storage structure will be demolished. The pergola will be replaced with seasonal, removable umbrella shades. • • Parking garage & ventilation system: An existing ventilation system will be upgraded with new cabinet unit heaters and an exhaust fan.New pool and building mechanical equipment will be installed to improve energy and space efficiency. Pursuant to Land Use Code Section 26.435.030.B,Exemption, a property may qualify for an 8040 Greenline Review Exemption if the proposed development: • 1. Does not add more than ten percent to the floor area of the existing structure or increase the total amount of square footage of areas of the structure which are exempt from floor area calculations by more than twenty-five percent; and 2. The development does not require the removal of any tree for which a permit would be required;and 3. The development is located such that it is not affected by any geologic hazard and will not result in increased erosion and sedimentation. STAFF EVALUATION: Staff finds that the request meets the criteria to qualify for an 8040 Greenline Review Exemption, per section 26.435.030.B,Exemption. • The internal work will not increase the existing building footprint,nor will it increase the height of any structure.This work is subject to Zoning review and approval. The fence materials will comply with Land Use Code Section 26.575.050,Fence Materials, and the height of the fence will comply with Land Use Code Section 26.575.020.5.p,Allowed Projections into Setbacks. • None of the proposed work will require the removal of any tree nor will it negatively impact any geologic hazard or increase erosion or sedimentation.Lastly,the proposed work will result in a zero sq.ft.increase in FAR from the existing. DECISION: The Community Development Director determines that the proposed project meets the requirements of an 8040 Greenline Review Exemption,subject to the following: • The disturbance area approaches the 1,000 sq. ft. threshold to determine if the project requires a major or minor review from the Engineering Department. At the time of building permit, the applicant will need to show that the disturbance area is less than 1,000 sq.ft.and provide a minor drainage narrative and site plan.If the disturbance area exceeds 1,000 sq. ft.,a major Engineering review will be required with a full drainage report and civil plans stamped by a licensed Engineer.
