The existing “piers” that are intended to be demolished will be evaluated by myself or a
structural engineer licensed in the state of Colorado confirming the “piers” are NOT
structural and can be removed per the proposed plans.
A letter certifying the existing construction is NOT a structural element will be sent to the
City of Aspen as requested.

20015 IBC 803.13
This applies to the attachment of finishes or furring to any
assemblies that are required to be either fire-rated or
non-combustible and is separate from the fire-rated
assembly requirement.
Walls, Ceilings & Soffits: If furred 1 ¾ inches or
less, do one of the following:
4.Fill spaces with Class A material.
5.Fill spaces with inorganic or non-combustible material.
6.Fire block 8 feet in all directions.
Walls: If set out (furred) greater than 1 ¾ inches,
do one of the following:
4.Use a Class A finish material (such as drywall).
5.Use non-combustible framing.
6.Protect both sides with fire sprinklers.

- Interior gas fireplaces must be direct vent.
- Install per manufacturer's installation instructions.
- Installation instructions required on site at time of inspection.

2021 IBC 803.13
This applies to the attachment of finishes or furring to any

This includes bathroom exhaust fans.

Batts/loose fill: Insulation shall be closely
fitted wiring, pipes, etc. and avoid
substantial gaps, voids or compression. No
more than 2% of the total insulated area
shall be compressed or contain gaps or
voids in the insulation. These areas shall

IF ROOF/CEILING IS FULLY EXPOSED:
INSULATION REQUIRED
If finish materials are removed to expose framing
cavities or dropped ceilings are removed to expose
areas where insulation can be installed in the

Residential: R-13 cavity or R-10 continuous
Commercial: R-19 cavity or R-20 continuous

Your approved scope is very close to triggering a Level 4 Alteration. If you exceed your approved

R402.1. (IECC R503.1.3 item 2)
- 2x6: R-20
- 2x4: R-13
- Blower door test required at final. If <5 ACH50 whole dwelling ventilation required (may be
supply only, exhaust only including a controlled bath fan, or combo including but not limited to
ERV or HRV) (IECC R503.1.1.5)
- Sign up for energy reporting (BIQ benchmarking - IECC R503.1.6)

Existing Fireplaces and Woodstoves:
-If you propose to alter the firebox of a fireplace or move a
fireplace, it shall be removed or replaced with a gas direct
vent or electric appliance.
-Conversion to or replacement with gas log is prohibited.
-New or replacement gas fireplaces are subject to REMP.
-If you propose to move or alter a woodstove, it shall be
removed or replaced with a department certified woodstove.
General Electrical Requirements
Any areas affected by the renovation must be brought
up to the current electrical code including:
tamperproof receptacles (NEC 406.12),
ground-fault circuit interrupter protection (NEC 210.8),
arc-fault protection (NEC 210.12),
receptacle spacing (NEC 210.52) etc.

THE FOLLOWING INSPECTIONS MAY NOT BE SCHEDULED UNTIL
the building code official has received and approved the following:
GLAZING INSPECTION:
1. For fenestration (windows, doors, skylights) that does not have an NFRC label, the
following is required:
A certificate of authorization from an NFRC authorized inspection agency has been
received and approved. Project specific NFRC labels must be affixed to the units or a
project specific NFRC label certificate must be provided prior to field inspection.
ASHRAE calculations were approved. To document the chain of custody, an affidavit or
other evidence from the manufacturer confirming compliance with the calculations are
required prior to field inspection.
A simulation by an NFRC–accredited lab in accordance with NFRC-100 has been
approved. Verification labels must be affixed to the window units by an accredited
independent inspection agency or a certificate, affidavit or other evidence from the
manufacturer confirming compliance with the NFRC-100 simulation or testing must be
provided for approval prior to inspection.
FINAL MECHANICAL AND PLUMBING INSPECTIONS:
1. Preliminary Comissioning Report
2. Letter of transmittal from the building owner or authorized agent acknowledging that
they have received the Preliminary Commissioning Report.

FINAL INSPECTION:
1. Blower door test report showing a maximum air leakage rate of 1.5 ACH at 50 Pa.
This will be difficult to accomplish. Recommend preliminary blower door testing
prior to installation of cavity insulation and drywall to find air leaks.
2. Aspen BIQ Energy Reporting agreement signed by owner.

SNOWMELT MANDATORY REQ’S.
All snowmelt systems shall meet the following per (Ordinance 1 Series 2023):
-Any portions in the Right of Way must be on a separate zone. A ROW permit
and Permanent Encroachment License are required.
-R10 insulation shall be installed under the area to be snow melted or R5
insulation shall be installed under and at the slab edges.
-Automatic controls configured for system shut off when surface temperature and
air temperature are above 40°F and no precipitation is falling.
-Inspection by testing hydrostatically at 1½ times max system design pressure,
but not less than 100psi, for 15 minutes. (2021 IMC Sec. 1208.1)
PORTABLE SPA MANDATORY REQ’S.
All portable spas shall meet the following per (Ordinance 1 Series 2023):
-Cover listed to ASTM F 1346
-Cover insulated to R-12 minimum
-APSP 14 or CEC listed
HEAT TAPE MANDATORY CONTROL REQ’S.
All heat tape systems shall meet the following per (Ordinance 1 Series 2023):
-Automatic controls configured for system shut off when air temperature is above
40°F and comply with one of the following:
-shut off in absence of moisture
-shut off at night (daylight sensor or timer)

REQUIRED
Residential Addition or Level 4 Alteration:
If tighter than 5 ACH at 50 Pa: must
provide whole house ventilation via
balanced, exhaust only, or supply only.
Ventilation rate must be in accordance

GARAGE DOOR BATTERY BACKUP
REQUIRED
All automatic garage door openers installed in Group R occupancies
shall have a battery backup function that is designed to operate when
activated by an interruption of the electrical service to the opener.
The battery backup function shall operate in a manner so that the
automatic garage door opener is operational without interruption.

HEAT MAT MANDATORY REQ’S.
All heat mat systems shall meet the following per (Ordinance 1 Series 2023):
-Automatic controls configured to energize when air temperature is below 35°F
and de-engergize when air temperature is above 50°F.
EXTERIOR HEATER MANDATORY REQ’S.
All exterior heat systems shall meet the following per (Ordinance 1 Series 2023):
- Controlled by occupancy sensing device or a timer switch, so that the system is
automatically de-energized when occupants are not present. Controls shall be
configured to allow the system to operate for four hours maximum per day

Ordinance 13, 2022
SPECIAL INSPECTION REQUIRED:

Special inspection is required per 2021 IBC
section 1704. Inspector to verify that copy of

comply may result in denial of inspection.
INTERIOR FIREPLACE
MANDATORY REQ’S.
All fireplaces shall meet the following per (Ordinance 1 Series
2023):
- Controlled by occupancy sensing device or a timer switch, so
that the system is automatically de-energized when occupants
are not present or within an hour of being turned on.
- Interior gas fireplaces must be direct vent.
- Install per manufacturer's installation instructions.
- Installation instructions required on site at time of inspection.
FIRE RATED HATS &
CEILING RADIATION DAMPERS
REQUIRED
Where floor/ceiling or roof/ceiling assemblies
are required to have a fire-resistive rating,
recessed fixtures shall be installed such that
the required fire resistance will not be reduced.
Ducts and air transfer openings penetrating the
ceiling of a fire rated ceiling assembly must be
protected with a listed ceiling radiation damper.
This includes bathroom exhaust fans.

IF FRAMING CAVITIES ARE EXPOSED:
QUALITY INSULATION REQUIRED
If finish materials are removed to expose

Batts/loose fill: Insulation shall be closely
fitted wiring, pipes, etc. and avoid
substantial gaps, voids or compression. No
more than 2% of the total insulated area
shall be compressed or contain gaps or
voids in the insulation. These areas shall

If finish materials are removed to expose framing
cavities or dropped ceilings are removed to expose
areas where insulation can be installed in the

- 2x6: R-20
- 2x4: R-13
- Blower door test required at final. If <5 ACH50 whole dwelling ventilation required (may be
supply only, exhaust only including a controlled bath fan, or combo including but not limited to

SNOWMELT MANDATORY REQ’S.
All snowmelt systems shall meet the following per (Ordinance 1 Series 2023):
-Any portions in the Right of Way must be on a separate zone. A ROW permit
and Permanent Encroachment License are required.
-R10 insulation shall be installed under the area to be snow melted or R5
insulation shall be installed under and at the slab edges.
-Automatic controls configured for system shut off when surface temperature and
air temperature are above 40°F and no precipitation is falling.
-Inspection by testing hydrostatically at 1½ times max system design pressure,
but not less than 100psi, for 15 minutes. (2021 IMC Sec. 1208.1)
PORTABLE SPA MANDATORY REQ’S.
All portable spas shall meet the following per (Ordinance 1 Series 2023):
-Cover listed to ASTM F 1346
-Cover insulated to R-12 minimum
-APSP 14 or CEC listed
HEAT TAPE MANDATORY CONTROL REQ’S.
All heat tape systems shall meet the following per (Ordinance 1 Series 2023):
-Automatic controls configured for system shut off when air temperature is above
40°F and comply with one of the following:
-shut off in absence of moisture
-shut off at night (daylight sensor or timer)

-If you propose to move or alter a woodstove, it shall be
removed or replaced with a department certified woodstove.

GARAGE DOOR BATTERY BACKUP
REQUIRED
All automatic garage door openers installed in Group R occupancies
shall have a battery backup function that is designed to operate when
activated by an interruption of the electrical service to the opener.
The battery backup function shall operate in a manner so that the
automatic garage door opener is operational without interruption.

Any areas affected by the renovation must be brought
up to the current electrical code including:
tamperproof receptacles (NEC 406.12),
ground-fault circuit interrupter protection (NEC 210.8),
arc-fault protection (NEC 210.12),
receptacle spacing (NEC 210.52) etc.

HEAT MAT MANDATORY REQ’S.
All heat mat systems shall meet the following per (Ordinance 1 Series 2023):
-Automatic controls configured to energize when air temperature is below 35°F
and de-engergize when air temperature is above 50°F.
EXTERIOR HEATER MANDATORY REQ’S.
All exterior heat systems shall meet the following per (Ordinance 1 Series 2023):
- Controlled by occupancy sensing device or a timer switch, so that the system is
automatically de-energized when occupants are not present. Controls shall be
configured to allow the system to operate for four hours maximum per day
Snow stops required at all locations
where roofs could shed snow onto
walkways, stairs, alleys, decks, exits,
utilities and meters, emergency escape
and rescue opening window wells, or
adjacent properties - Ordinance 1,

Dwelling Separation Required - 2021 IBC
-708 Fire Partitions, 711 Horizontal Assemblies:
Walls and floor/ceilings separating dwelling units shall have a fire-resistance
rating of at least 1 hour. Walls shall extend from the top of the floor assembly
below to the underside of the floor or roof slab or deck above or to the
fire-resistance-rated floor/ceiling assembly above.
-714: Penetrations must be protected by a through-penetration firestop
system. Recessed fixtures shall not reduce the required fire resistance by use
of a listed fixture, a listed firehood, or a drywall assembly meeting the required
fire resistance. Exhaust fans require ceiling radiation damper.
-1207 Sound Transmission: Separating walls and floor/ceilings shall have an
STC rating of at least 50. Floor/ceilings shall have an IIC rating of at least 50.

THE FOLLOWING INSPECTIONS MAY NOT BE SCHEDULED UNTIL
the building code official has received and approved the following:
GLAZING INSPECTION:
1. For fenestration (windows, doors, skylights) that does not have an NFRC label, the
following is required:
A certificate of authorization from an NFRC authorized inspection agency has been
received and approved. Project specific NFRC labels must be affixed to the units or a
project specific NFRC label certificate must be provided prior to field inspection.
ASHRAE calculations were approved. To document the chain of custody, an affidavit or
other evidence from the manufacturer confirming compliance with the calculations are
required prior to field inspection.
A simulation by an NFRC–accredited lab in accordance with NFRC-100 has been
approved. Verification labels must be affixed to the window units by an accredited
independent inspection agency or a certificate, affidavit or other evidence from the
manufacturer confirming compliance with the NFRC-100 simulation or testing must be
provided for approval prior to inspection.
FINAL MECHANICAL AND PLUMBING INSPECTIONS:
1. Preliminary Comissioning Report
2. Letter of transmittal from the building owner or authorized agent acknowledging that
they have received the Preliminary Commissioning Report.

FINAL INSPECTION:
1. Blower door test report showing a maximum air leakage rate of 1.5 ACH at 50 Pa.
This will be difficult to accomplish. Recommend preliminary blower door testing
prior to installation of cavity insulation and drywall to find air leaks.

both final inspections will occur simultaneously.
