A RESOLUTION DECLARING THAT A STAGE TWO WATER SHORTAGE
CONDITION EXISTS IN ASPEN, COLORADO, AND AUTHORIZING THE
CITY MANAGER TO IMPLEMENT ADMINSTRATIVE ORDERS SETTING
FORTH MANDATORY WATER USE CONTROLS TO REMAIN IN EFFECT
DURING THIS CONDITION.
WHEREAS, the majority of Pitkin County is currently experiencing extreme
drought conditions as determined by the U.S. Drought Monitor; and

WHEREAS, the National Weather Service forecasts above averarnl�-.;
temperatures and below average precipitation over the next three months; and
WHEREAS, the City of Aspen has established procedures to guard against
potential shortages in its water supplies pursuant to Municipal Code Section
25.28.020; and
WHEREAS, the City of Aspen wishes to encourage its residents and water
customers to conserve available water supplies through temporary adjustment in
water rates.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF ASPEN, COLORADO,
That the City Council of the City of Aspen hereby declares that a Stage Two
water shortage condition exists in the City of Aspen, Colorado.
That the City Council hereby directs the City Manager to promulgate rules
and regulations to implement the Stage Two response measures set forth in the
Aspen Drought Mitigation and Response Plan as appropriate to address the water
shortage declared herein. At a minimum, the following response measures shall be
mandatory and enforced:
1. Watering of any lawn, garden, landscaped area, tree, shrub or other
plant shall be prohibited from 9:00 a.m. to 6:00 p.m. Irrigation shall
be limited to three days a week on an "odd -even" schedule. An "odd -
even" schedule schedule means that addresses ending in odd numbers and
addresses ending in even numbers will water on alternate days, with
odd numbers only irrigating on odd -numbered days and even numbers
only irrigating on even -numbered days.

2. Limited washing of sidewalks, driveways, parking areas, tennis
courts, patios, or other paved areas must follow the above watering
schedule based on property address and outside the hours of 9:00 a.m.
to 6:00 p.m.
3. There shall be no refilling of swimming pools with water furnished by
the City
Property owners shall be responsible for compliance with the rules and
regulations, and violations shall be subject to the penalties set forth in Section
25.28.040 of the Municipal Code.
It is further resolved by the City Council that the temporary water rates
contained in Section 25.28.50 of the Municipal Code will be in effect for the
duration of the water shortage declaration.
RESOLVED, APPROVED, AND ADOPTED FINALLY, by the City
Council of the City of Aspen on the 12th day of August 2025.
