Due to limitations on the site,the drywell is located within 10' of the residence and also within 10' of the property line. Locations on the site that have potential to meet these requirements are limited by existing trees and historic structures on the site. The drywell will not impact the proposed structure on 134 East Bleeker or any neighboring structures. Criteria from which the applicant seeks a variance. On page 8-116 of the Urban Runoff Management Plan,it is stated that"drywells must be located at least 10 feet from building foundations."The center of the proposed drywell is 7' off the building,however the edge of the drywell is 2' away from the foundation wall. The City of Aspen Engineering Department has also requested that the drywell be located at least 10' from the property line. The drywell is within 4' of the property that is shared with the right of way to the East. Justification for not complying with the criteria The site under development is confined by existing trees to the north. The majority of the site has to be preserved due to the historic building on the site. The garage is also considered historic and will remain. The west side of the historic residence is within the 5' setback from the property line so no detention can occur between it and the neighboring residence.Because of these limitations,the drywell can only be placed in on the east side of the residence between the house and the garage. The area surrounding the foundation have been analyzed with a 1:1 slope from drywell perforations, and the top of the perforations have been located below the foundation footers. The drywell will not impact the structure's foundation. Supporting Documentations See the Civil Set included with this submittal. Potential adverse impacts for proposed variance and alternate criteria on downstream water bodies public and private. There are no known impacts from the proposed variance.
