This work will run through November 30th, 2022 ROW Permit Limitations: Work will extend past the October 31st ROW date. The trench in the road will be replaced with a 3" concrete lift that will be replaced with asphalt in the spring. If the concrete sidewalk and bus pull out are placed out of spec this work will also be redone in the spring. All work to be completed by the end of November. All work must meet City of Aspen Engineering Standards and Municipal Code. Permits are valid for 30 days per City of Aspen Municipal Code 21.12.310. The scope of work must be completed within 30 days of the start of ROW impacts. Additional permit review time will be charged after 4 hours Please schedule a pre-construction job safety meeting to include the City ROW Manager or Construction Mitigation Officer Parking and Temporary Encroachments: Reserve parking spaces and/or attain a Temporary Encroachment permit for public space needed to support construction in the ROW, such as, construction support vehicles, trailers, portable toilets, temporary fencing. Coordinate parking spaces with Parking Department (970-920-5267). Engineering: Coordinate and obtain tree permit with Parks Department, as needed (970-920-5120). Permittee shall utilize erosion control measures (rock sock bags, inlet bags, dandy bags, etc) to prevent erosion and degradation of water quality. Lane closures are permitted only between 7:30 a.m. and 5:30 p.m., Monday through Friday, unless approved for work activity outside the specified time frame. Driveways and garages must remain open at all times. Excavation: Excavations, backfill testing and placement must meet COA Engineering standards. All open and working excavations must be properly barricaded per MUTCD and monitored by a worker to protect vehicles and pedestrians Overnight excavations must be protected with pinned steel plate or otherwise anchored with approval from the City engineering department. A temp fence or parking equipment over an open excavation is not sufficient positive protection. Smooth transitions from temporary backfill material to asphalt/concrete must be maintained and overnight signage in place to warn the public of the temporary condition. Asphalt: Asphalt placement must meet COA Engineering standards. Contractor must work with the ROW Manager or City engineering staff to confirm asphalt patch dimensions. A temporary asphalt patch or pinned steel plate must be placed within 24 hours of backfill (aggregate or base course material backfill are only allowed for 24 hours) Hot asphalt patches must be placed to standards within 5 days of backfill. All deviations must be coordinated with the ROW Manager or City engineering staff. Concrete: COA must inspect formwork and ADA ramps prior to concrete placement. Testing frequencies shall follow COA standards. Utilities: Schedule any utility connections (water tap, electric, sanitary, gas) with appropriate utility provider. Boring: Boring is not allowed in commercial core alleys due to the concentration of utility lines. Parallel utility lines within ten (10) feet of the proposed conduit are required to be testholed every 150 feet along the route as well as at every utility crossing. If horizontal separation is met, locate testholes are required for field verification of all tie-in points, utility crossings and potential conflicts. Upon completion of the boring, the permittee shall certify that all utility lines to adjacent properties have not been damaged by the boring in a signed affidavit in a form acceptable to the City Engineer. If any boring operation disturbs other utilities or facilities in the public right-of-way, the permittee shall immediately inform the owner of the damaged utility or facility. The permittee shall provide the City Engineer written notice that the owner of the damaged utility or facility has been notified. Waste material from boring shall be contained within the work site and shall not be allowed to discharge onto private property, curb, gutter, roadway or any other city right-of-way. PARKS COMMENTS: PRIOR TO REMOVING ANY TREES, CONTACT THE PARKS DEPARTMENT AT 970-920-5120. ANY IRRIGATION LINES THAT ARE CUT OR DAMAGED WILL NEED TO BE REPAIRED AND MARKED ON A PLAN SHEET SHOWING THEIR LOCATION(S). IRRIGATION MAIN LINE AND WIRES WILL NEED TO BE LOCATED AND EXTREME CARE AND CAUTION WILL BE REQUIRED FOR EXCAVATION IN AND AROUND THEM. HAND DIGGING TO EXPOSE THEM MAY BE REQUIRED. BE CAREFUL TO NOT NICK OR CUT THE WIRES. THE CURRENT POND HAS A POND LINER THAT WILL NEED TO BE INSPECTED BY THE PARKS DEPARTMENT AFTER INSTALLATION OF THE PIPE FOR THE NEW PUMP HOUSE.
