Request for Variance from Water Standards

Dear Mrs. Aragon,
Sopris Engineering is writing to request a variance from the City of Aspen’s Water Distribution Standards for the
Burlingame Ranch Phase III Project.
The requested variance pertains to the maximum allowable bury depth for water services for the project. Per
Section 5.2.2 on page 33 of the City’s Water Distribution Standards, services that are 4-inches and larger will require
the same installation requirements as main lines which requires 10-ft maximum bury depth per Section 3.2.5. The
requested variance specifically pertains to Buildings 8A, 8B, 9B, 10, 12C and 12D. The purpose of the variance
request is outline below.
The proposed improvements included within the Phase III scope of work were considered in the Phase II 100%
Implementation Documents dated 8/31/2012 however slight adjustments to the locations and routing of the water
services for Buildings 8-15 have occurred since this original design. In addition, to avoid installing water services
under boulder retaining walls, placing water entry rooms above units and/or through habitable space interior to the
units the designs were amended to enter within the crawlspace of the buildings. As a result water services for
Buildings 8A, 8B, 9B, 10, 12C and 12D will require bury depths in the range of 13-ft which exceeds the maximum
allowable depth of 10-ft. This is due to the fact that the water services will be extended from an existing water main
that runs along Paepcke Road which is benched approximately 12-ft higher than the lower level units of these
particularly buildings. Therefore, in order to enter into the crawlspace the depth of bury will exceed 10-ft. As
mentioned above this concept/approach was coordinated and discussed with Engineering and the Water
Departments during initial design of the water services and was determined to be the preferred option.
