City of Aspen municipal code 13.20.020 states"The dripline of a tree is a cylinder extending from grade level down to a depth of ten(10)feet below grade,having a radius equal to the length of the longest branch of the tree,with the center of the cylinder located at the center of the trunk of the tree."Additionally"It shall be unlawful for any person,without first obtaining a permit for tree removal as herein provided,to dig,excavate,turn,compactor till the soil within the dripline of any tree in such a manner as to cause material damage to the root system of the tree." On 6/19/24 The Aspen City Forester assessed the excavation in the dripline of the large spruce in front of 920 E Hyman.The digging was done by hand and no apparent damage was done to the structural roots of the tree.Fine absorbing roots were impacted.Additional encroachment within existing tree drip lines shall be performed via hand-digging only.All exposed roots to be preserved shall be covered by fabric and kept moist throughout exposure and prior to backfilling of soils. Contractor shall contact the City Forester prior to pruning roots greater than 1.5"in diameter at(970)319-9729.The tree will need supplemental watering to ensure it doesn't go into decline.The applicant should repair and audit the irrigation system which waters the root system of the tree.The tree must be watered according to the recommendations in the watering guidelines attached to this permit.
