I am not seeing pitches called out for any
of these low angle roofs. Without a pitch,
we would assume that it is less than 3:12.
If so, then the height measurement point
needs to be the highest point on any roof
plane.

This dormer/cupola is sitting on the low
angle roof leading down to the side of the
house. Per the language in
26.575.020.F.2.g, to be an exempt
dormer, it cannot be taller then the roof it
is sitting on. This is clearly taller, and
therefore must meet height restrictions. I
do not see a detail showing the pitch, but
it appears to be less than 3:12. If so, then
we will need a height point at the highest
spot on the cupola, if more than 3:12,
than we will need a point halfway up the
roof line. Regardless, #12 and #15 do not
appear to be the correct height points.
