1.0 GENERAL

There will be NO soil disturbance or building demo. Interior finishes, upgrade ONLY.
2.0 PROJECT INTRODUCTION
2.1 Project Disturbance Area
There will be NO areas disturbed. Interior finishes, upgrade ONLY.

2.3 Project Description
Interior renovation of finishes. Replacing flooring throughout. Replacing fixtures in two of the bathrooms.
Replacing light fixtures in existing locations. Replacing countertops and plumbing fixtures in kitchen, replacing in
existing locations.
3.0 PROJECT DOCUMENTATION
3.1 Permits Types & Permit Numbers
The construction management plan is being submitted as part of the application for permit
# TBD.

3.2 Public Notification
A project update will be provided to the neighboring home and property owners prior to the start of
construction (10 day minimum prior) and in accordance with the City of Aspen procedures.
Neighboring property owners will be notified prior to any crane mobilizations or traffic/ pedestrian
encroachments.
If required, we will hold a preconstruction meeting prior to the start of construction. At the
meeting, we will introduce the designated project representative. The purpose of the meeting is to
discuss the project and summarize the project specific Construction Management Plan. Along
with SHC, we will have the key subcontractors attend the meeting. Utility personnel, applicable
City departments, the Roaring Fork Transit Authority, neighboring property owners, and the
Aspen School District shall also be notified.

4.0 PROJECT IMPLEMENTATION
4.1 Dates of Construction
The current project start date is scheduled for early February 2024 pending receipt of the IFFR
permit. The estimated project duration is 4 months, resulting in a projected completion of late May
2024.
4.2 Hours of Construction
SHC intends to abide by construction hours which are 7:30 am to 5:30 pm, Monday through Friday
and 9:00 am to 5:00 pm on Saturdays as well as the holiday restrictions associated.
4.3 Construction Schedule
This project will run continuously for 4 months.
4.4 Adjacent Properties
SHC understands and agrees that no person shall excavate on land close enough to a property line
to endanger any adjacent public street, sidewalk, and other public or private property, or easement,
without protecting the property from any damage that might result from construction operations.
4.5 Project Fencing
No fencing is required as all work is limited to the interior spaces (finish upgrades only).
4.6 Public Health & Welfare
This construction management plan was devised to protect and respect the public health and welfare.
4.7 Natural Environment / Tree Protection
No tree protection is anticipated but if required will adhere to the requirements.
5.0 PROJECT MANAGEMENT

5.1 Right of Way Parking Management
No off-property parking will be necessary. All parking will be in the driveway.
5.2 Emergency Access and Ordinance 35
SHC will maintain continuous emergency vehicle access on and around the site, including but not
limited to police, fire, and ambulance services. In addition, SHC will comply with Ordinance # 35.
5.3 Construction Parking Details
All Parking is anticipated to be in the existing driveway / garage. In addition, we will implement
the traffic demand management plan noted below.
Traffic Demand Management Plan:
1. Carpool Program – SHC will require its employees and employees of its
subcontractors to form carpool groups of two or more adults to reach the worksite.
These carpools will originate no further up valley than the Brush Creek Intercept Lot.
COVID restrictions may limit the number of carpool attendees.
2. One Company Vehicle per Subcontractor – SHC will include a provision in its
subcontracts for this project requiring that each subcontractor bring only one
company vehicle per day into the City of Aspen for work.
5.4 Staging Areas
As this is an interior finishes project, we will store materials inside the garage or offsite.
5.5 Right of Way Limitations
SHC understands the ROW Limitations for Encroachment Zones set forth in the CMP Requirements
Manual. SHC will adhere to said limitations.
5.6 Site Plan
As the scope of work is limited to minor finish upgrades, all work will be limited to the interior of the home. No temporary
toilets are required as we will utilize existing facilities inside the home. All waste and recycling will be stored in the home with
no dumpster on site.
5.7 Waste Management
Construction Waste Management Plan SHC will:
1. Project must recycle co-mingled materials (plastics #1-#7, tin, aluminum, and glass).

2. Project must recycle cardboard.
3. SHC shall provide containers or bins for recycling these materials.
4. Project must comply with Colorado and Aspen landfill bans, i.e., no disposal of
electronic waste, fluorescent light bulbs, hazardous waste or yard waste and that said
banned materials shall not be disposed of in the trash.
5. Any dumpster or other trash receptacle that is used for food refuse must be constructed in
such a manner as to render it bear proof and that all such containers shall be adequately
always covered until transferred to the landfill.
6. It is unlawful to permit accumulated debris, litter, or trash on any construction site
to blow or scatter onto adjoining properties.
7. An onsite hazardous material spill cleanup kit is required, as specified by the City
Engineer, that contains, at a minimum, a 25-pound bag of Floor- Dri (or equal), absorbent
pads, and other spill kit materials.
6.0 TRAFFIC CONTROL
6.1 General
As this is a minor interior finishes project, we are only anticipating periodic minor deliveries of
materials. No cranes or road closures are anticipated.
SHC understands that all traffic control operations shall be managed by the designated certified
traffic control supervisor and that traffic control plans are to be submitted to and approved by the
city prior to impacting auto or pedestrian traffic.
6.2 Project Haul Routes
SHC will limit hauling to be efficient. The project is located adjacent to highway 82 and is a direct
path to the Pitkin County solid waste center.
6.3 Weight and Size Limitations of Vehicles
All vehicles bring workers, materials and equipment to the site will comply with State of Colorado
weight restrictions, including, concrete trucks, drilling equipment for shoring, delivery trucks &
cranes.
6.4 Delivery Requirements
SHC understands and agrees that:
1. Traffic control required for deliveries must be fully coordinated with the City of Aspen Engineering
Department.
2. Roads will not be closed under any circumstances, unless granted permission from the City of Aspen
Engineering Department.
3. Deliveries times will be coordinated so that only one large truck will be on site at any given time.
4. Deliveries will only occur during permitted working hours which are 7:30 am – 5:30 pm Monday
through Friday (Saturday 9 am to 5 pm ) .
5. Delivery and Heavy-Duty Vehicles must have a visible sign on the vehicle that specifies the project
contractors name and phone number.

6. Delivery vehicles and all other onsite vehicles are not allowed to idle for more than five (5) minutes,
except for generators or PTO type operations.
7. SHC will adhere to the city’s idling policy.
6.5 Traffic Control Plan
As this is a minor repair with a few trades, we will only have limited vehicles to and from the home. The project is
not located in a school area and does not interfere with any school bus stops or school walk routes.
7.0 PEDESTRIAN PROTECTION
7.1 General
SHC will comply with pedestrian safety per City code 21.04.060, MUTCD Chapter 6D, the Americans
with Disability Act, and IBC Chapter 33. Pedestrians will be accommodated in the cul-de-sac as well
as on the hiking trail above the site.
8.0 SEDIMENT AND EROSIONCONTROL
8.1 Storm Water Pollution Prevention Plan
As this is a minor interior finishes project, there will be NO site disturbance.
8.2 Smuggler Mountain Restrictions
The Smuggler Mountain Restrictions are not applicable to this project.
9.0 FUGITIVE DUST CONTROL
9.1 Dust Control Plan
As this is an minor repair project, there will be limited dust control required and we will adhere to requirements.
10.0 EMISSIONS
10.1 General
SHC understands that all vehicles and equipment used on site will be properly maintained such that the engines will
function within the manufacture’s standards or parameters.
10.2 Emissions from Diesel Powered Vehicle
SHC Understands that emissions from diesel engines operated within the City of Aspen shall be of a

shade or density no darker than 40% opacity, except for starting motion no longer than 10 seconds
or for stationary operation not exceeding 10 seconds.
11.0 NOISE SUPPRESSION
11.1 General
Any required delivery trucks will adhere to the 80 decibel limits and shall be adequately muffled
and maintained to minimize noise.
11.2 Noise Suppression Plan
See above.
11.3 Noise Limits and Suppression Requirements
SHC acknowledges the Noise Limits and Suppression Requirement per the City of Aspen
Construction Management Plan Requirements Manual.
