1. General
The information provided herein and attached in referenced documents are pertinent to the new
construction of the Burlingame Ranch Phase lll Housing Project.
2. Project Location
2.1 Soil disturbance will consist of area indicated on the Site Plan [Attachment G]. Due to
the nature of the scope and size limitations of the site, the entire site will have to be
disturbed. Unless required by the contract documents, soil disturbance will only occur
within the site property lines.
2.2 A project vicinity map [Attachment A] is included in the construction management plan
for reference.
2.3 The project is located at the Parcel of Land Situated in Section 2 Township 10 South,
Range 85 West of the 6th P.M. City of Aspen. The site will consist of 8 Multi-family
buildings with a total 79 residential units and carport structures and a total of 322
parking spaces.

3. Project Documentation
3.1 Shaw will maintain all applicable local, state, and federal licenses and permits that apply
to the construction of the project. Copies of all permit documents will be kept up to
date and maintained on site for reference. Applications for the following permits will be
filed before the commencement of the associated work: Building Permit, Electrical
Permits, Fence Permit, Fire Permit, Fire Permit, Landscape/Grading Permit, Mechanical
Permit, Plumbing Permit, Encroachment Permit, Right of Way Permit, Tree Permit and
Water Utility Connection Permit.
3.2 A notice announcing the start of construction has already been distributed to neighbors
and property owners located within 300’ of the project property. Shaw will continue to
distribute weekly updates on project status at the request of the City of Aspen.
Additionally, Shaw will coordinate and send out invites for a preconstruction kick off
meeting. The purpose of the meeting will be to discuss the project and look at the
Construction Management Plan in detail. Subcontractors will be required to attend, and
invites will be sent to Utility personnel, City departments, Roaring Fork Transit
Authority, neighboring property owners and the Aspen School District.
3.3 A project sign [Attachment B] will be posted adjacent to the construction entrances and
includes all items shown in Appendix A of the CMP Requirements Manual.
3.4 A project contact list [Attachment C] has been included for reference.
4. Project Implementation
4.1 The project is scheduled for work to start on March 1st, 2021 and continue through Fall
2022.
4.2 Construction hours shall be limited to 7:30 am – 5:30 pm Monday through Friday and 9
am to 5 pm on Saturday. No construction is permitted on Sundays. The Project is not
located within the confines of the City of Aspen’s Central Resort Area and therefore all
work will take place based on the above standard work hour excluding on Presidents
Day, 4th July Day, Thanksgiving Day, Christmas Day and New Year’s Day where there will
be no work allowed.
4.3 The overall schedule duration will take place from March 2021 and continue through Fall
2022. A detailed project schedule has been included in this CMP [Attachment D].
4.4 Shaw Construction will not allow any Subcontractors to excavate on any land close
enough to a property line to endanger any adjacent public street, sidewalk, alley, public
or private property, or easement, without supporting and protecting the property from
any damage that might result from construction operations. The adjoining properties
that will be most affected by the project are the Miner Stock Parkway and the three
building along Miner Stock Parkway. We plan on installing either jobsite fencing or
sound wall barriers entirely around the project perimeter. Roadways will be kept free of
dirt and debris and the previously stated hours of construction will be adhered to.
4.5 The perimeter of project site will have a combination of acoustical sound walls and non-
removable construction fencing. The construction fencing will be six feet (6’) in height
and constructed out of chain-link fence with Shaw Logo mesh windscreens. Reference
Site Plan [Attachment G] for sound wall and fencing extents.
4.6 Shaw Construction will oversee all construction related work and will uphold utmost
respect to public health and welfare.
4.7 Project construction will be oriented to minimize harm to all aspects of the City of
Aspen’s natural environment. Reference Tree Protection Plan [Attachment E] for
extents of tree protection fence locations and tree driplines.
4.8 Shaw Construction has hired a third-party engineer to shoot as-built elevation points on
adjacent buildings prior to on site construction. Following all construction activities,
engineer will shoot the same points to ensure construction activities have not altered
the buildings in anyway.
5. Site and Right of Way Management
5.1 Right of Way Encroachment Plan [Attachment F] shows the locations where project
activities will encroach into the ROW space. Shaw requests that the section of parking
spaces on Miner Stock Parkway south of the Intersection
block out through the duration of the Project. This space is essential for the construction
road entrance for the box delivery, concrete deliveries.
5.2 Shaw Construction will maintain continuous emergency vehicle access, on and around
the site, including but not limited to police, fire, and ambulance services.
5.3 Material staging areas are shown on the Site Plan [Attachment G]. All deliveries and
waste/dirt haul off will fall within the aforementioned hours of construction. The
project will require the use of a 270-ton crawler crane to set the Moguls structures. All
crane operations will be kept within the property lines.
5.4 All ROW encroachments are identified in the Right Of Way Encroachment Plan
[Attachment F]. Shaw Construction will apply for all necessary permits for each ROW
encroachment. This project is a general fund department project and per City of Aspen
Engineering Fee Waiver Request Form, we have assumed 100% of the Fees will be
waived.
5.5 The Site Plan [Attachment G] locates the job site trailer, job materials storage, portable
restrooms, waste management & recycling containers, sound wall/fencing locations,
temporary pedestrian pathway barricades and gravel wash out areas. The crane swing
radius will not cross adjacent property lines.
5.6 The project will recycle materials/waste per COA requirement. Reference Construction
Waste Management Plan [Attachment I] for additional information. Reference Site Plan
[Attachment G] for locations of recycling dumpsters.
5.7 Snow removal in the Community streets will be managed by the Communities
contracted snow removal company during the duration of the project. Shaw
Construction will manage all snow removal from the Burlingame Ranch Phase lll Project
site for the duration of the project. If construction activity interferes with CoA snow
removal on ROW, project will be responsible for removal.
6. Traffic Control
6.2 Reference Delivery & Haul Route Plan [Attachment H] for planned routes to and from
the project site.
6.3 Project will require use of a 270-ton Crawler crane, concrete mix truck, concrete pump
truck and dump trucks Large trucks for the delivery of the modules. Vehicle weights and
activities will be provided when scope of work is finalized/further designed, and
subcontractors have been brought on board for input on equipment use.
6.4 Traffic control required for deliveries will be fully coordinated with the City of Aspen
Engineering Department. Shaw Construction will receive CoA Engineering Department’s
approval for any road closures that may be necessary. Shaw Construction will ensure
that all delivery and heavy-duty vehicles will have a visible sign on the vehicle that
specifies the project.
6.5 contractors name and phone number. Lastly, Shaw Construction will ensure all delivery
and other onsite vehicles not be allowed to idle for more than five (5) minutes, with the
exception of generators or PTO type operations.
6.6 A Traffic Control Plan [Attachment J] is being created and will be provided in the CMP at
a later date. The Traffic Control Plan (TCP) will be completed by a State Certified Traffic
Control Supervisor and will conform than 40% opacity, except for starting motion no
longer than 10 seconds or for stationary operation not exceeding 10 seconds.
7. Pedestrian Protection
7.1 The construction project will comply with pedestrian safety per City code 21.04.060,
MUTCD Chapter 6D, the Americans with Disability Act, and IBC Chapter 33.
8. Sediment and Erosion Control
8.1 Reference Stormwater Inspection Checklist [Attachment K].
Shaw Construction will follow all erosion control measures as detailed on the Erosion
Control Plan [Attachment L]. Shaw will provide additional erosion control measures,
above and beyond what is detailed on [Attachment L.] Gravel tire wash areas, extra
drain inlet protection and street sweepers will be utilized during the project duration.
8.2 N/A - The project site does not fall within the Smuggler Mountain restriction zoning.
9. Fugitive Dust Control
9.1 Dust will be controlled by using a water truck that will wet the site as needed or as
directed by the City Construction Mitigation Officer. When exporting dirt, dump trucks
will utilize dirt screens to keep dirt & dust from being blown out onto the streets.
Gravel tire washes will be located at both entrances on site to prevent mud from being
tracked on the streets. As a further preventive measure, a street sweeper machine will
be used to clean any dirt that does happen to escape the site at the entrance locations.
Vehicle speeds will not exceed 15 mph on the construction site. All local and state
speed limits and traffic regulations will be followed while traveling through the City of
Aspen.
11. Noise Suppression
11.1 The noise limit for construction activities will be measured and monitored at the
property line of the construction site. All construction equipment will be adequately
muffled and maintained to minimize project noise.
11.2 Shaw Construction has hired a Sound Engineer to develop a Noise Suppression Plan
[Attachment N submitted a pond completion] to properly mitigate and suppress
construction noise. Reference Attachment N.1 – Site Plan for extents of sound wall
installation Locations of Monitoring Equipment.

11.3 The project site falls outside of The Mall boundaries. The project will operate under the
required 80 decibels at the property line, with the exception of the following activities:
· Screen Operation
· Excavation
· 270 Ton Crane for Modules Pod Setting
Shaw Construction will be in communication with the City Engineer to ask for an ‘Excess
Noise Exception’ approval prior to beginning any of the aforementioned work. After
receiving approval from City Engineer, all aforementioned activities will not be started
before 8AM on weekdays and 9AM Saturdays.
Shaw Construction will require all subcontractors to operate equipment in accordance
with manufacturer’s specifications and with all standard manufacturers’ mufflers and
noise-reducing equipment in use and in properly operating condition.
Shaw Construction will ensure that generators are compressors are placed in locations
that will reduce the impacts on individual neighbors.
Shaw Construction will post on site notices to inform subcontractors of the noise
restrictions and thresholds, as well as discuss specific noise restrictions at the weekly
Subcontractor Coordination Meetings.
11.4 Noise level measurements will be taken with a sound level meter using the “A”
weighting scale set on “slow” response. Measurements will be taken at the property
line of the site and the meters will be used according to manufacturer specifications.
Background noise levels will be taken for comparison with a given source for accuracy of
a measurement. However, extraneous or momentary spikes in the background noise
readings will not be used to compare with the source noise readings. As stated
previously, Shaw Construction will ask City Engineer for Excessive Noise Variances when
certain construction activities require going above the 80dB threshold.
