Strecker as City Manager and approval of employment contract REQUEST OF COUNCIL: To approve Resolution #147, Series of 2025, appointing Peter J. Strecker as the City Manager for the City of Aspen commencing October 20, 2025, and authorizing the Mayor to execute an employment contract with Peter J. Strecker for his services as the City Manager for the City of Aspen. SUMMARY AND BACKGROUND: On February 25, 2025, City Council accepted Sara Ott’s resignation as City Manager for the City of Aspen effective February 28, 2025. Pursuant to Section 6.1 of the Home Rule Charter of the City of Aspen, the council, by a majority vote, shall appoint a city manager within a reasonable time whenever a vacancy exists in such position. The city manager shall be the chief administrative officer of the City. On March 17, 2025, City Council approved Resolution #046, Series of 2025, and appointed Peter J. Strecker to serve as Interim City Manager for the City of Aspen. Initially, City Council directed staff to issue a Request for Proposal (“RFP”) seeking bids from executive recruitment firms for services to find qualified candidates for the City Manager position. On June 16, 2025, City Council, at a Special Meeting, re-evaluated the use of a professional recruitment firm, and determined that an internal search was in the best interests of the City. On August 11, 2025, City staff informed Council of the process utilized to seek internal applicants. Mr. Strecker submitted his application for the position of City Manager. After consideration of Mr. Strecker’s qualifications, consideration of public comments submitted after a public meet and greet event, and after conducting an interview with Mr. Strecker, the City Council directed staff to negotiate an employment contract with Mr. Strecker for services as the City Manager. DISCUSSION: 2 Staff Memo, Appointment of City Manager Page 2 of 3 Mr. Strecker has been in state and local government for over twenty years. Prior to his time at the City of Aspen, he served in roles such as Budget Director for the state’s Health Care Policy and Financing (Medicaid) and Agricultural departments and served as Chief of Economic Forecasting during Governor Bill Ritter Jr.’s time in office. After relocating to the Roaring Fork Valley in 2011, Mr. Strecker pivoted to local government service and assumed the role of Assistant Finance Director for the City of Aspen in August 2012, before moving into the Finance Director role in October of 2018. Mr. Strecker has served as Interim City Manager since March of 2025. His past and present service demonstrate he has the experience and leadership skills necessary for the role of City Manager. FINANCIAL IMPACTS: Pursuant to the contract for services provided herewith, Mr. Strecker will be paid $290,000 annually and is entitled to all other benefits offered to City employees set forth in the City of Aspen Policy Manual, as amended from time to time. Strecker 3 Staff Memo, Appointment of City Manager Page 3 of 3 4 RESOLUTION NO. 147 (Series of 2025) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, APPROVING A CONTRACT BETWEEN THE CITY OF ASPEN AND PETER J. STRECKER, APPOINTING MR. STRECKER AS CITY MANAGER OF THE CITY OF ASPEN AND AUTHORIZING THE MAYOR TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY OF ASPEN, COLORADO. WHEREAS, pursuant to Section 6.1 of the Home Rule Charter of the City of Aspen, the council, by a majority vote, shall appoint a city manager within a reasonable time whenever a vacancy exists in such position. The city manager shall be the chief administrative officer of the City; and, WHEREAS, following the resignation of Sara Ott as City Manager, City Council initiated an internal search process to find qualified candidates for the position of City Manager; and, WHEREAS, based on the results of the search, interviews with the applicant Peter J. Strecker, and a public outreach event, the City Council directed staff to pursue negotiations with Mr. Strecker for appointment as City Manager; and, WHEREAS, following such negotiations, a proposed employment contract was drafted. Such contract has been submitted to City Council for the appointment Peter Strecker as City Manager for the City of Aspen, a true and accurate copy of which is attached hereto as "Exhibit A." NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO, That the City Council of the City of Aspen hereby approves the Employment Contract, by and between Peter J. Strecker and the City of Aspen, appointing Mr. Strecker as the City Manager , and hereby authorizes the Mayor to execute such contract, a copy of which is annexed hereto and incorporated herein, on behalf of the City of Aspen. RESOLVED, APPROVED, AND ADOPTED FINALLY by the City Council of the City of Aspen on the 20th day of October, 2025. __________________________ Rachael E.
